About this file

This document contains questions and answers regarding a solicitation for dock-side repairs to the USCGC Steadfast. The solicitation issued by the US Coast Guard seeks a contractor to provide all labor, materials, and services to complete a statement of work specifying various repair and maintenance tasks for the vessel. Key work items include cleaning and inspecting multiple fuel and potable water tanks, renewing deck plating in portions of the galley totaling up to 170 square feet, replacing window framing and wiper assemblies, and performing non-destructive evaluation of repaired piping systems. Bidders should prepare for the potential removal of rust from fuel tanks or hazardous materials abatement as part of the scope of work. The questions and answers provide clarification on technical details, responsibilities of ship's crew versus the contractor, and address contingencies such as unexpected conditions discovered upon vessel arrival.

QUESTION NO: 1 OF 24

QUESTION:

The requirement 3.3 states that the contractor shall remove any rust from the tank. The presence of rust is not common in a fuel tank and cannot be addressed with the conventional tank cleaning methods. If rust is present, would this constitute a change order request for the removal of rust?

ANSWER:

Para 3.5 instructs the contractor to submit a CFR documenting the tank’s condition. The COR may elect to submit a

CR to address any deficiencies.

QUESTION NO: 2 OF 24

Is the ship's force also responsible for all of the other items in this paragraph, not just refilling?

Para 4.2 states Ship’s Force will only refill the tank with JP-5. The contractor is responsible circulate the fuel until it is clear, bright, and passes MKI and MKIII detector kit tests. The contractor shall also flush all lines, pipes, and fittings before placing the JP-5 system back in service.

QUESTION NO: 5 OF 24

The requirement calls for an oil transfer supervisor, but this would be the operator of the fuel truck that is supplying the new fuel (supplied by Coast Guard). Please confirm if an additional supervisor will be needed from the contractor and what the duration will be.

The fuel truck operator should be sufficient to satisfy the off-ship personnel requirement.

QUESTION NO: 6 OF 24

How long will the boom around the cutter need to be in place in order for the ship's refueling to complete and how much notice will the contractor have in order to schedule the boom?

The length of time the boom will be needed is a question for the ship post award; expect 2 days for planning.

Typically, the ship refuels at the end of the availability, which should provide the contractor with plenty of notice.

QUESTION NO: 8 OF 24

The requirement 3.4 states that the contractor shall remove any rust from the tank. The presence of rust is not common in a fuel tank and cannot be addressed with the conventional tank cleaning methods. If rust is present, Para 3.6.1 instructs the contractor to submit a CFR documenting the tank’s condition. The COR may elect to submit a CR to address any deficiencies.

QUESTION NO: 9 OF 24

Will the four potable water tanks be at low suction?

The ship will arrive with tanks emptied/filled in accordance with the 210’ B Class Fluid Handling Plan for Tank

Inspections. Fluid is then moved in phases to accommodate tank inspections.

QUESTION NO: 10 OF 24

During a ship check, it was found that crew heads 2-77-2-L and 2-77-0-L may be mislabeled in the SOW. Please confirm proper locations are 2-72-2-L and 2-72-0-L, respectively?

The spaces are mislabeled in the SOW, they should read 2-72-0-L and 2-72-2-L.

QUESTION NO: 11 OF 24

Is the intent of NDE described in paragraph 3.5.2 to occur before the renewal to determine where the pipe needs to be renewed or after the repair for integrity of repairs?

The NDE described in para 3.5.2 occurs post-repair.

QUESTION NO: 12 OF 24

Please further specify the extent of NDE required.

NDE shall be performed IAW SFLC Standard Spec 0740, Appdx C.

QUESTION NO: 13 OF 24

Is the insulation renewal supposed to occur on more than the anticipated 12 lineal feet that is being renewed?

The contractor shall install new lagging on the new piping and renew any lagging damaged or destroyed by the contractor. If additional lagging is required, it would be accomplished via CFR, and if appropriate, the COR would submit a CR.

QUESTION NO: 14 OF 24

The requirement does not include any pull test of the renewed D-Rings. Please confirm this is not required.

Para 3.2 directs the contractor to “thoroughly test” disturbed/repaired areas. A pull test should be performed.

QUESTION NO:

The intent of this work item describes renewal of the valves, but no GFP valves are provided, and paragraph 3.3 just describes renewing of the valve operators. Please confirm the intent is to just renew the operators and not the valves themselves.

That is correct, valves are not provided as GFE. Para 3.2 directs the contractor to conduct an OPTEST to determine system operability.

I am seeing serval reference to Drydock, just confirming this is a DS? And will there be an amended specification remove those references, so far I’ve see it in Item 009 and 014.

Those work items are used on both Drydock and dockside contracts. This availability is a Dock Side (DS)..

Work Item 9 - Propulsion Shafting, Strain Gage Alignment, Inspect

1.1 Intent. This work item describes the requirements for the Contractor to perform strain gage alignment inspections prior to vessel dry-docking, during dry-docking, and after refloating.

3.1.5 Inspection. The Contractor shall perform strain gage alignment inspections on the propulsion shafting before drydocking, in drydock before commencement of hot work and/or structural modifications, in drydock after completion of hot work and/or structural modifications, and after vessel

Refloating.

As this is a Dockside availability and not a Drydocking availability, is the intent to take pre-work and post work strain gage reading?

This availability is a Dock Side (DS). The intent is to have a pre-work and post-work reading.

Work Item 29 - 400 HZ Power Supply, Relocate

3.1.4.1 Fluid Removal. The Contractor shall remove up to 1,800 gallons of Diesel fuel to facilitate gas freeing.

Note - Contractor notes that 2 of the 3 tanks (4-72-3-F & 4-62-0-F) are being emptied, cleaned and gas freed on

Work Item 4 - Tanks (Mp Fuel Stowage And Overflow), Clean And Inspect.

Is the intent to receive from Coast Guard personnel, the fuel from tank 4-72-1-F?

The ship will arrive with tanks emptied/filled in accordance with the 210’ B Class Fluid Handling Plan for Tank

Inspections. Fluid is then moved in phases to accommodate tank inspections. The amount of fluid in tank 4-72-1-F will not be known until arrival. Plan on the tank being at low suction.

Will opening, cleaning and gas freeing this tank be subject to a change to the contract?

The contractor should take into account the opening, emptying, and gas freeing of 4-72-1-F into account when submitting a bid.

QUESTION NO: 20 OF 24

Reference Bill of Material 627 WMEC 314, Rev A has not been supplied; can you please supply this?

BoM 314 attached.

QUESTION NO: 21 OF 24

Is the new wiper assembly an exact replacement to the installed version or will modifications to mounting and/or electrical connections need to be made? Please supply electrical schematic for the wipers and heated window assemblies.

Parts are coming from manufacturer and are fitted for these windows.

QUESTION NO: 22 OF 24

The requirement 3.3 states that the “Framing” is to be renewed, but inspection point 3.4.1 later calls for the framing to be blasted and inspected for damage. Please clarify what is happening with framing, and if the “framing” means the bulkhead/pilothouse framing or window framing? If window framing, wouldn’t this come with the GFP window assembly since the description of that part says it has aluminum frame?

The framing indicated in para 3.3 is intended to be the window framing, the material around the glass which attaches to the deckhouse structure. The framing in para 3.4.1 is intended to include the deckhouse structure that the window framing is attached to. Window framing is not always included and will not be known until GFE is confirmed on day 1, so the contractor should be prepared to supply the window framing.

QUESTION NO: 23 OF 24

If analytical work as described in 3.5.2 identifies the presence of any hazardous waste which might be contained in any insulation, coatings, or decking material removed with this scope of work; will the contractor be able to submit a change order for the extra abatement efforts required?

Yes, abatement will be handled via CFR, and if appropriate, the COR will draft a CR.

QUESTION NO: 24 OF 24

I’m hoping that there’s a chance you or somebody on your team could review the attached question regarding work item D-022 for Galley Deck Plating Renewal. We’ve established a rather large discrepancy between what was explained during the ship check and what is written in the SOW. The way the SOW is written, in my opinion, would cause the work item to be priced drastically higher than is necessary. I was shown an area that is approximately 60 square feet but the scope calls for renewal of up to 225 square feet… this goes from just some areas under a counter to the entire galley space needing to be stripped of equipment and deck plating.

The spec has been revised to reflect a new total of 170 square feet.
