STATEMENT OF WORK (SOW)
70Z080-18-P-P45M3300
USCGC MOHAWK
To flush both Main Diesel Engin70es Jacket Water Systems onboard, USCGC MOHAWK.
1. BACKGROUND
CGC MOHAWK is requesting Clarus Technologies to perform a staged hot flush of the Main Diesel Engines (MDE’s) Jacket Water (J/W) passages onboard a WMEC 270 'B' Class vessel. The engines are ALCO 18V 251-F diesel engines, with an estimated J/W capacity of 450 gallons each.
2. REFERENCE
Coast Guard Drawing 905 WMEC 517-7, Rev B, Main Propulsion Engine Jacket Water System A&D
3. REQUIREMENTS
The contractor shall provide the services of a qualified Technical Representative to accomplish the following services throughout the duration of all flushing stages:
1. Advise on manufacturer's information pertinent to the system.
2. Assist with proper methods of connection(s) required for proper diesel engine hot flush procedure in accordance with this SOW.
3. Ensure that the qualified technician has a resume of demonstrated experience with the system/equipment stated above.
4. Submit a copy of the qualified mechanic's resume and a list of references to the Engineering Officer (EO).
5. Interferences. The Contractor shall be aware that interferences in way of work include, but are not limited to the below-listed. Handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences): Deck plates. Piping. Miscellaneous machinery. Wiring and cables/cableways.
6. Post-flush report requirements. After each flushing stage, the contractor shall submit a detailed report to Engineering Officer within 24 hours, to include the following at a minimum:
• Method used to obtain the particulate contamination reading.
• Method used to determine particle size.
• Final contamination level readings and submit a CFR.
7. Flushing waste disposal. The contractor shall dispose of all fluids, materials and other waste resulting from the hot flush in accordance with all applicable Federal, state and local regulations.
8. Post-internal and external flush restoration. Upon completion of engine flushing, accomplish the
9. following:
· 3.2.5.7. Drain flushing agent from J/W system and place flushing agent in clean containers.
· Restore J/W system to original configuration in preparation for engine run.
10. Engine run after flushing completion. In the presence of the Coast Guard Inspector, the Contractor shall thoroughly test and prove the MDE to be in satisfactory operating condition.
11. At the discretion of the Engineer Officer and/or COTR, continue to run engine at no load and increase engine speed from idle to full speed over a 15 minute period and in accordance with the ships Engineering Operating Procedures.
12. Continue to run the engine at no-load full speed for an additional 15 minutes.
13. Stop the engine and check the J/W system for leaks.
14. The Contractor shall ensure that the Coast Guard Inspector is present during all flushing sampling and inspections. The Contractor's final sampling and inspection shall be approved in writing by the Engineering Officer.
Note: Ships force shall drain the system and any residual fluids prior to the contractor reporting onboard.
4. 4.0 ADMINISTRATION.
4.1 CONTRACTOR PERSONNEL
4.1.1 Qualified Personnel.
The Contractor shall provide qualified personnel and subject matter experts to perform all required tasks specified in this SOW.
4.1.2 Employee Conduct.
Contractor employees shall present a professional appearance and their conduct shall not reflect discredit upon the U.S. Government, and any involved Departments or Agencies. Contractor employees shall comply with all applicable Government regulations, policies, and procedures (e.g., fire, safety, sanitation, environmental protection, security, “off limits” areas, wearing of parts of military uniforms, and possession of weapons) when visiting or working at Government facilities.
4.1.3 Conflict of Interest.
The Contractor shall not employ any person who is an employee of the U.S. Government if that employment would, or would appear to cause, a conflict of interest. The Contractor shall take appropriate precautions as delineated in the Federal Acquisition Regulation (FAR) to preclude actual or apparent conflicts of interest.
4.2 PERIOD OF PERFORMANCE.
The contractor shall travel with special tools and material to Key West, FL and have work completed NLT July 27, 2018.
4.3 PLACE OF PERFORMANCE.
The primary place of performance shall be onboard USCGC MOHAWK located at below address:
