STATEMENT OF WORK (SOW)

Modify and Upgrade Circuit Breakers, USCGC TRACEN Yorktown

1. BACKGROUND

TANCEN Yorktown EM “A” school trainer breakers are out of date and need to be brought up to fleet standards to ensure the best possible training.

2. REFERENCE

Contractor shall use the OEM and/or USCG drawings and specifications (To be presented by TRACEN Yorktown).

3. REQUIREMENTS

The contractor shall provide the field engineering labor, engineering support and test equipment to accomplish the following:

1. Supply three (3) 800 Amp Magnum DS electrically operated/draw-out circuit breakers (MDS4083WEA0852ANAA6YNNNPX), minimum 42kAIC, equipped with Digitrip 520 true RMS sensing electronic trip units.

2. Supply the switchgear components needed for this project, including breaker cassette, necessary cell bus, insulators, bus bracing, new door with escutcheon and all necessary hardware for field installation.

3. Provide field engineering labor to make all inspections, measurements and evaluations to design and supply the necessary switchgear components to modify the existing switchboard to accept the new breakers, and provide PM drawings as required.

4. Inspect the existing switchboard assemblies and report any deficiencies that need correcting prior to new breaker installation. Submit CFR.

5. Provide field engineering labor for installation of cell components and breakers.

6. Provide field engineering labor for start-up and commissioning of the new equipment, including the inspections and testing.

7. Provide one (1) day of training on the new system.

4.0 ADMINISTRATION.

4.1 CONTRACTOR PERSONNEL

4.1.1 Qualified Personnel.

The Contractor shall provide qualified personnel and subject matter experts to perform all required tasks specified in this SOW.

4.1.2 Employee Conduct.

Contractor employees shall present a professional appearance and their conduct shall not reflect discredit upon the U.S. Government, and any involved Departments or Agencies. Contractor employees shall comply with all applicable Government regulations, policies, and procedures (e.g., fire, safety, sanitation, environmental protection, security, “off limits” areas, wearing of parts of military uniforms, and possession of weapons) when visiting or working at Government facilities.

4.1.3 Conflict of Interest.

The Contractor shall not employ any person who is an employee of the U.S. Government if that employment would, or would appear to cause, a conflict of interest. The Contractor shall take appropriate precautions as delineated in the Federal Acquisition Regulation (FAR) to preclude actual or apparent conflicts of interest.

4.2 PLACE OF PERFORMANCE.

The primary place of performance shall be at TRACEN Yorktown located at below address.
