Statement of Work Special Studies for Structural Reliability Condition Database Implementation

1. INTRODUCTION
The USCG SFLC has been involved in a number of structural analysis efforts requiring risk based assessments to support engineering, operational and maintenance decisions. The structural analysis includes both ultimate hull girder strength and fatigue life evaluations. Variability of corrosion experienced on USCG Cutters is a specific example of factors affecting structural integrity requiring evaluation using a probabilistic risk based evaluation approach. Effects of homeport rotations on structural fatigue loading and corrosion are subject to variability only understood in a probabilistic framework. Factors affecting structural integrity such as operational environment and structural response are probabilistic based and require a probabilistic based approach to evaluate risk associated with various alternatives being considered for design criteria, maintenance and repair.
The objective of this outline Statement of Work (SOW) is to continue the development of corrosion database and ship structural service life assessment tools that enable the USCG SFLC ESD to perform structural reliability based analysis on aging cutters to determine the remaining strength of structure in its current and future conditions including corrosion and damage (buckling and fatigue cracking) evaluations, support CASREP decisions, and provide proactive guidance on sustainment decisions for planned Dry Docking Availabilities (DDAs). In order to perform this analysis, the structural condition of the cutter must be known and documented in a form usable for the structural analysis. The results of this condition database will also be used to guide structural repairs and future surveys of problematic structure required to ensure operational availability. The structural condition information is then used in connection with Finite Element Analysis (FEA) programs to conduct ultimate strength and fatigue analysis of ship structural details.
2.0 REFERENCE MATERIAL
The tasking described in this outline statement of work follows on to the tasking that has been performed by MAESTRO MARINE on this subject. Related reference material includes:
· The Rhinoceros 3D corrosion survey database tool that has been prototyped by MAESTRO Marine
· The interface code between the Rhinoceros 3D corrosion database tool and the MAESTRO code for ship structural design and analysis
3. SCOPE OF WORK
The following tasks shall be performed to achieve the objectives of the project and include:
Task 1 Corrosion data input automation. The contractor shall develop an automated process for the input of UT scan survey data of the hulls of the 87 WPB Class vessels into the existing MAESTRO-Corrosion Database. The data will be input so that it correlates with the shell expansion of the vessel and with the MAESTRO finite element model. The original input data will be provided as GFI in the form of an Excel spreadsheet.
Task 2 - MAESTRO Corrosion Database modifications. The contractor shall develop improvements and refinements to the input and output (I/O) for the SLASH analysis components of the Corrosion Database toolset. The contractor shall identify, then select and implement candidate improvements such as: 1) input of fatigue related inputs for panel level evaluations and semi-automated duplication of panel details to other locations, 2) color plot the probability of failure generated by SLASH calculations, 3) summation of probability of failure output based on correlated groupings and number of similar panels/structural details and structural response, and 4) reduce the SLASH runtime by implementing parallel programming procedures.
Task 3 – MAESTRO modifications for corrosion data handling. The contractor shall identify, evaluate, and implement selected additional survey data input/mapping methods to the MAESTRO model geometry and scantlings to expand the methods of survey data input to the database. This effort shall include automating averaging and correlating survey data to make changes to finite element scantlings for corroded state evaluation. The additional methods will enhance the speed and accuracy of applying survey data to the finite element analysis-based evaluation of the vessel’s structure, and forecasting of future corroded states.
Task 4 - Corrosion Statistics. The contractor shall implement corrosion data statistical analysis for the 87 WPB to include: 1) the statistics of corrosion rates for the 87 UT data parsed according to location and corrosion type (i.e. general, pitting, groove), 2) insights into probability of detection of corrosion based on 87 corrosion data; and, 3) an approach to predict 100% corrosion (general wastage, pitting, groove) and associated loss of watertight integrity with related probabilities based on review of sample statistics developed from the 87 WPB data set.
Task 5 – Technical Reviews and Reports
· Kick-off meeting with USCG SFLC
· Quarterly technical Review Meetings with USCG SFLC
· Final Technical Review Meeting demonstrating functionality of features added
· Final Technical Report and Copies of developed software and data sets The contractor shall present the findings from the project at the USCG SFLC in Baltimore MD.
4. DELIVERABLES AND SCHEDULE
4.1 DELIVERABLES – The Contractor shall include in the report deliverables of Tasks 1 through 5 to SFLC-ESD-NAME-Nav Arch all photographs, illustrations, charts, graphs, tables, calculations, text, analyses, algorithms, conclusions and recommendations developed as a part of this project. After receiving SFLC-ESD-NAME-Nav Arch comments, the Contractor shall produce the updated deliverable within four weeks. Each deliverable, both draft and final, shall be transmitted to the SFLC-ESD-NAME-Nav Arch with a documenting cover letter and a copy of the cover letter shall be provided directly to the Contracting Officer.
4.2 Modifications to contractor submittals required by the government reviewers, if judged by the contractor to be outside the scope of this Statement of Work, shall be discussed at a meeting of the government technical and contracting personnel with contractor representatives.
4.3 SCHEDULE – The following schedule of events shall be followed by both the U.S. Coast Guard and the Contractor in carrying out the provisions of this Statement of Work. When either party becomes aware of their inability to conform to this schedule, they shall so advise the other party, in writing, propose an alternate schedule, and provide justification.

5. QUALITY ASSURANCE
5.1 The government reserves the right to witness the validation procedures and validation processes of any part of the project development at whatever site such action is taking place.
5.2 The government will review the contents and format of the deliverables in their entirety prior to issuing approval.
6. SECURITY CLEARANCE
6.1 This work is not classified. No security clearance is required.
7. USE OF GOVERNMENT FURNISHED MATERIAL
7.1 Government furnished material identified in this SOW shall be used for the delivery order only and shall not be used or disseminated for any other purpose.
8. NOTES
8.1 DELIVERY DESTINATION – All items to be delivered under this work statement shall be delivered to the SFLC ESD technical point of contact, Mr. Karl Stambaugh, with a documenting cover letter at the following address:

8.2 RIGHTS IN DATA – All data produced exclusively and completely based on this effort, regardless of form or medium, are considered to be solely the property of the USCG and shall not be released without the written consent of the USCG.
