1. INTRODUCTION

1.1 The purpose of this Procurement Request is to provide payment for U.S. Coast Guard participation in the Cooperative Research Ships (CRS) Joint Industry Government Project Studies for a duration of 1 year. The Cooperative Research Ships (CRS) Joint Industry Government Project consists of more than 23 participants including the foreign navies, tow tank basins, ship builders, operators, and classification societies (LRS, DNV, GL, ABS, etc) and the USCG. Participants decide which topics are to be investigated and carry out the work based on an annual budget of 1,625,000€ (Euros). This budget is derived from the payment provided by each participant.

1.2 The objective of CRS Joint Industry Government Project Studies is to perform studies in applied naval architecture having mutual interest and benefit to the participants. Projects within CRS are performed by Working Groups to include:

· SHIP STRUCTURE/FATIGUE LOADS

· COMPOSITE PROPELLERS II

· MANOEUVRING OPERATIONS REQUIREMENTS

· PROPELLER EFFICIENCY AND LOADS

· ADDED RESISTANCE IN WAVES

During this year, several prediction tools for Coast Guard Cutters will be developed. In the SLAMFLOW Project, a tested and validated tool will be developed which will enable the engineers to assess various levels of slamming behaviors in the bow flare region. A Composite Propeller project will extend performance prediction capabilities of flexible propellers from the open water case to the behind the cutter condition. A Manoeuvring project will combine previous MPP and MANWAVE manuevering models into one stand alone tool. Insight to changes in propulsive efficiency in wind and waves will be assessed in the Propeller Efficiency and Loads Project.

2. REFERENCE MATERIAL

2.1 The Tasks of this project require information specific ship structures hydrodynamic codes to Include PROCAL, COGNAC, MAN3, MPP, PRECAL, PRETTI, STRUC, and CRSLAM. This information is already held by CRS participants. No information is required for the Coast Guard.

3. SCOPE OF WORK

The work is to be accomplished through the following tasks.

3.1 Task 1 – CRS JOINT INDUSTRY GOVERNMENT PROJECT STUDES PARTICIPATION. The objective of this task is to provide the US Coast Guard payment for the studies. Work to be performed under this task includes:

· Continue to develop and validate structures predictions to predict slamming and fatigue

· Extension of existing flexible propeller predictions from open water to behind ship condition.

· Development of a low to medium speed maneuvering tool for monohull surface ships.

· Investigate changes to added resistance in wind and waves due to changes in propulsive efficiency.

· A summary report will be delivered at the end of each year documenting progress, along with design tools associated with structures calculations as mentioned above.

4. DELIVERABLES AND SCHEDULE

4.1 DELIVERABLES – The Contractor shall include in the letter report deliverables to SFLC-ESD-NAME-NAVARCH all photographs, illustrations, charts, graphs, tables, calculations, text, analyses, algorithms, conclusions and recommendations developed as a part of this project. After receiving NAME-NAVARCH’s comments, the Contractor shall produce the updated deliverable within four weeks. Each deliverable, both draft and final, shall be transmitted to the SFLC-ESD-NAME-NAVARCH with a documenting cover letter and a copy of the cover letter shall be provided directly to the Contracting Officer.

4.2 Modifications to contractor submittals required by the government reviewers, if judged by the contractor to be outside the scope of this Statement of Work, shall be discussed at a meeting of the government technical and contracting personnel with contractor representatives.

4.3 SCHEDULE – The following schedule of events shall be followed by both the U.S. Coast Guard and the Contractor in carrying out the provisions of this Statement of Work. When either party becomes aware of their inability to conform to this schedule, they shall so advise the other party, in writing, propose an alternate schedule, and provide justification.

5. QUALITY ASSURANCE

5.1 The government reserves the right to witness the validation procedures and validation processes of any part of the project development at whatever site such action is taking place.

5.2 The government will review the contents and format of the deliverables in their entirety prior to issuing approval.

6. SECURITY CLEARANCE

6.1 This work is not classified. No security clearance is required.

7. USE OF GOVERNMENT FURNISHED MATERIAL

7.1 Government furnished material shall be used for the delivery order only and shall not be used or disseminated for any other purpose.

8. NOTES

8.1 DELIVERY DESTINATION – All items to be delivered under this work statement shall be delivered to the SFLC-ESD-NAME-NAVARCH technical point of contact, Mr. William L. Thomas, with a documenting cover letter at the following address:

8.2 RIGHTS IN DATA – All data regardless of form or medium are considered to be solely the property of the USCG and shall not be released without the written consent of the USCG.

8.3 PROPRIETARY MATERIAL – This work involves the use of proprietary analysis tools. Reports, presentations and deliverables generated as a part of this project are not to reveal technical details of the PROCAL, MAN3, PRECAL, PRETTI, STRUC, CRSLAM and Harbor Maneuvering programs, their algorithms or theory that are considered proprietary to the Co-operative Research Ships (CRS). Algorithms or analyses developed in support of this project are not to be considered proprietary to CRS. The U.S. Coast Guard may freely distribute the project deliverables and developed methodology without restriction.
