1. INTRODUCTION

1.1 The purpose of this Procurement Request is to provide payment for U.S. Coast Guard participation in the RHIB Operational Limits at Sea Joint Industry Project for a duration of 1 year. This JIP consists of five participants including foreign navies, (Australian, British, and Dutch) MARIN, and the USCG. Participants decide which topics are to be investigated and carry out the work based on a total budget of 200,000 Euros. This budget is derived from the fee payment provided by each participant.

1.2 The objective of the RHIB Operational Limits at Sea Joint Industry Project is to obtain a detailed picture of the operational limits of RHIB designs and determine the influence of various design parameters on the operational limits. Emphasis will be place on crew performance, to include comfort, fatigue, and injury to accelerations. RHIB dynamic behaviors, such as capsize, broaching, and swamping will be investigated. The product of this project will be used to determine a proper operational envelop for each boat design, including the methodology used to define it. This will be useful from both an operational and acquisition perspective

2. REFERENCE MATERIAL
