Introduction

1. SCOPE

1.1 Intent. This specification requires the contractor to provide maintenance, and repair for the CG 32-TPSB and trailer utilized by the U. S. Coast Guard Port Security Units (PSU). This contract will cover the CG 32-TPSB and trailer assets.

2. BACKGROUND

In the present state, multiple assets are permanently assigned to a PSU while rotating in a maintenance and operational schedule. A strategy to improve readiness and lower lifecycle costs is to maintain the asset.

3. OBJECTIVES

The SFLC SBPL mission is to develop and execute various alteration and technical support programs to upgrade and maintain in a more cost effective and timely manner the material readiness of each Hull, Mechanical & Electrical (HM&E) systems in order to meet major operational needs. The contracted services provided in this process include maintenance, configuration control modifications and casualty repairs. This contract will be under the administrative control of Coast Guard Surface Forces Logistics Center (SFLC) Small Boat Product Line (SBPL)

General Requirements

1.1 Intent. This standard specification invokes general requirements for conducting boat repairs performed at a commercial contractor’s facility.

The below-listed documents form a part of this specification to the extent specified herein. Approval/publication dates or revision dates/numbers are also identified, to ensure that same document versions are used at time of specification writing and during contract execution.

3. REQUIREMENTS

1.0 2.0 3.0

3.1 Key Personnel Required by Contract: The Contractor shall provide qualified personnel to accomplish the following tasks:

3.1.1 Program Manager:

3.1.1.1 Responsibilities

3.1.1.1.1 Oversee qualification and program.

3.1.1.1.2 Provide administration.

3.1.1.1.3 Submit reports as required.

3.1.1.1.4 Serve as liaison between Contractor and Contracting Officer’s Representative (COR) and KO.

3.1.2 Quality Assurance:

3.1.2.1 Responsibilities

3.1.3.1.1 Inspect government-owned equipment or materials in the possession of the contractor to ensure compliance with the contract or regulations or to prevent misuse.

3.1.3.1.2 Maintain Safety Record and continually work on improving safety policy and procedures within the facility.

3.1.3.1.3 Examine records, reports, and/or other documents to establish facts or detect discrepancies.

3.1.3.1.4 Quality Control

3.1.4 Planner/Estimator: Overall coordination of projects and services assigned by their supervisor.

3.1.4.1 Responsibilities

3.1.4.1.1 Source costs with vendors as needed to complete estimating projects.

3.1.4.1.2 Have a thorough understanding of equipment capabilities to effectively price and schedule projects.

3.1.4.1.3 Ensure all necessary parts/components to complete a job are present and/or available.

3.1.4.1.4 Accepts reports and reviews data to make sure all essential information is present for estimating.

3.1.5 Maintenance Supervisor:

3.1.5.1 Responsibilities

3.1.5.1.1 Coordinate and supervise the work of employees in the maintenance and upkeep of boats and trailers.

3.1.5.1.2 Maintain hull, mechanical, electrical, electronics and related systems.

3.1.5.1.3 Perform the work of employees and other duties as required.

3.1.5.1.4 Responsible for the safe and efficient operation of all equipment in the facility.

3.1.5.1.5 Supervise other maintenance staff personnel to include scheduling, assigning and completion of all maintenance tasks and service orders.

3.1.5.2 Minimum Qualifications

3.1.5.2.1 3 years experience in boat or ship repair as a foreman or leadership position.

3.1.5.3 With the exception of the Quality Assurance Specialist, one person may hold up to two of the key positions.

3.2 Qualified Maintenance Personnel:

3.2.1 Marine Machinery Mechanic:

3.2.1.1 Shall be certified and have a minimum of 3 years of experience as a Marine Machinery Mechanic.

3.2.2 Marine Electrician:

3.2.2.1 Shall be certified and have a minimum of 3 years of experience as a Marine Electrician.

3.3 Personnel Qualifications: The Contractor shall provide personnel capable of performing all tasks detailed in Section 3. Personnel must meet the following minimum qualifications:.

3.3.1 Contractor employees assigned to this task shall be able to demonstrate a working knowledge of Hull, Mechanical and Electrical (HM&E) systems in addition to electronics systems.

Note: These specific minimum experience levels may be waived at the discretion of the government if comparable experience can be proven.

3.3.2 The contractor shall not employ any person who is an employee of the US Government if that employment would, or would appear to, cause a conflict of interest.

3.4 Kick-Off Meeting. The Contractor shall contact the COR no later than five business days after the date of award to schedule the Kick-Off Meeting.

3.5 Progress Meetings: The Contractor shall participate in progress meetings as requested by the Contracting Officer to discuss management and execution of the contract. Meetings may be in person or via teleconference as the Contracting Officer deems necessary.

4.0 QUALITY ASSURANCE

4.1 The Contractor shall establish and maintain a quality assurance program to ensure that all tasks are completed in accordance with the contract’s Statement of Work. The Quality Assurance Plan shall be submitted as part of the Contractor’s proposal.

4.2 The Quality Assurance Plan shall be tailored to the requirements of this contract. A quality system that has been approved in accordance with ISO 9001 standard and accepted by a certified ISO 9000 registrar is an acceptable alternative. In either case, the Contractor shall submit all required processes, instructions, licenses, certificates, standards and other information the KO/COR requires ensuring compliance with this requirement. The prime Contractor is responsible for auditing and certifying that all consultants, subcontractors and suppliers are in compliance with these requirements.

4.3 The Contractor shall ensure Quality Assurance Inspections and Tests are accomplished in accordance with approved Coast Guard Drawings, Technical Manuals, Maintenance Procedure Cards and applicable Government and commercial standards and specifications called out in this SOW and each individual Work Item. Each task shall have quality assurance check sheets developed and submitted to the COR as part of the Post Maintenance Report. The checklists shall contain: Date of action, action(s) taken, including MPC numbers as applicable, QA review and sign off of each action, results of any test or inspections, digital pictures, and signature of the Representative.

5.0 GOVERNMENT FURNISHED EQUIPMENT (GFE)

5.1 Government shall furnish CG 32-TPSB and trailer.

5.2 The Contractor shall ensure material and equipment on asset and trailers are maintained as required of this contract.

5.3 Requests for additional GFE shall be submitted on the Condition Found Report at the beginning of each availability. Requests for additional GFE shall be submitted through the CG Representative to the COR.

*Government-loaned property, which shall be returned to the vessel upon completion of the availability.

**New or refurbished equipment that the Government may provide for installation in place of existing equipment.

***Government-furnished property, which is to be supplied by either the Surface Forces Logistics Center or the C4IT Service Center.

**** Mandatory Turn-In (MTI), to be shipped to SFLC within 15 calendar days of receipt date coordinated with the COR.

6.0 CONTRACTOR FURNISHED EQUIPMENT (CFE)

6.1 The Contractor shall provide all material and equipment not provided by the Government to meet the requirements of this contract.

6.2 The Contractor shall ensure sufficient quantities of material and equipment are maintained on hand to support the requirements of this contract.

6.3 Contractor shall provide crane service or other means for on loading and off loading asset and trailer at contractor’s facility.

6.4 All listed MPC with parts associated in completing the MPC will be CFE unless specified in the consolidated list of government furnished property. MPC’s are to be used as a procedural reference and not to imply the U.S Coast Guard is supplying any parts/GFE other then listed in the government furnished property table. Contractor is responsible for supplying all materials needed to complete all MPC’s, unless specified above in the government furnished property table. All MPC’s labeled “REPLACE”, require the contractor to replace all items. The term “if required” only applies to U.S. Coast Guard personnel. Contractors Shall perform the task in the MPC.

7.0 Facility

7.1 Contractor’s facility shall be in accordance with Occupational Safety and Health Administration (OSHA) standards. Facility will be utilized for asset storage and maintenance.

7.2 Contractor facility shall be located within 45 miles or reasonable commuting distance from U.S. Coast Guard Electronic Support Detachment (ESD).

7.3 U.S. Coast Guard shall have access to facility for approved additional work when required.

7.4 U.S. Coast Guard Representative shall coordinate with the Contractor to access facility when required.

8.0 SECURITY

8.1 Release of information generated for the USCG shall not be allowed without prior written consent of the Contracting Officer.

8.2 Contractor and CG Representative or COR shall coordinate, inspections and meetings when necessary.

9.0 CONTRACTING OFFICER REPRESENTATIVE INFORMATION

9.1 The Contracting Officer will designate Government personnel to act as the Contracting Officer’s Representative (COR) to perform functions under the contract such as review and/or inspection and acceptance of services and other functions of a technical nature. The Contracting Officer will provide a written notice of such designation to the Contractor. The designation letter will set forth the authorities and limitations of the COR under the contract. It shall emphasize that only the Contracting Officer has the authority to modify the terms of the contract/order. The COR is the point of contact through which the contractor can relay questions and problems of a technical nature to the Contracting Officer. If the contractor is unsure whether an effort is outside the scope of the contract, the contractor shall promptly notify the Contracting Officer in writing.

DEFINITIONS AND ACRONYMS

“GFE“: Government-Furnished Equipment.

“CFE“: Contractor-Furnished Equipment.

“CIR”: Critical-Inspection Report - Report submitted to the Contracting Officer’s Representative, either in written or electronic format, describing the condition(s) found while performing a task specified in the work item to process for CFR’s.

“CFR”: Condition-Found Report - Report submitted to the Contracting Officer’s Representative, either in written or electronic format, describing the condition(s) found while performing a task specified in the work item, such as an inspection.

“Coast Guard Representative/CG Representative”: All work items within the contract will be assigned to a Coast Guard Representative, who is appointed by the Contracting Officer. The Representative’s duties are to monitor the assigned work items, to keep informed of how work is progressing, and to ensure that the specifications are being followed. The Representative will witness all tests, measurements and inspections as required.

The Representative will report to the COR.

“KO”: Contracting Officer.

“COR”: Contracting Officer’s Representative – the person delegated by the KO as the representative for matters concerning performance of work; this includes correctness, timeliness, and quality of the Contractor’s work.

“ESD”: U.S. Coast Guard Electronic Support Detachment.

“Hazardous Waste (HW)”: Substances which are defined as hazardous, in accordance with 40 CFR Part 261.

HM&E: Hull, Mechanical and Electrical-Having to do with the boats hull or installed systems (i.e.: Engine, Jet Drive, Appendages, Nav Lights etc). Does not include “ELEX.”

“MDL”: Maintenance Due List – this is a comprehensive list of all depot and organizational-level maintenance due on a platform.

“MPC”: Maintenance Procedure Card – these cards precisely define the actual steps for performing the maintenance tasks in the MRL.

“OEM”: Original Equipment Manufacturer.

“OSHA”: Occupational Safety and Health Administration.

WORK ITEM 1: Pre and Post Operational Test

1.1 Intent. This work item describes the requirements for the Contractor to conduct Pre and Post Operational test for acceptance and completed work item requirements.

1.2 Government-furnished property.

· CG 32-TPSB

· Boat Trailer

Note SFLC-SBPL will observe operational test.

3.1 Operational Test. The Contractor shall operationally test the boat and trailer in the presence of the Coast Guard Representative in accordance to (OEM) specifications and test procedures, upon arrival for acceptance and completion prior to delivery to the U.S. coast Guard. The boat will be considered delivered when all of the following conditions have been met:

· All, work items/maintenance due list have been completed using OEM parts and all equipment fully operational and tested.

· Clean and dry.

· Free of loose debris

· No standing liquid in the bilge

· Free of tools

· Free of protective coverings

3.1.2 Contractor shall notify the CG representative of the pending operational test within 15 days in advance.

3.1.3 Contractor shall provide sufficient fuel to conduct operational test.

3.1.4 Contractor shall provide boat operators with a minimum; to have a current certification from a Coast Guard approved Boating Safety Course. The Contractor is responsible for meeting all State requirements for boat operations. The CG does not require the boat operator to have special' permits/licenses. It is the Contractor’s responsibility to verify the boat is operated in accordance with all applicable laws.

3.1.5 Upon completion of successful operational test. Contractor shall completely defuel and dispose of all removed fuel in accordance with all State and Federal regulations in preparation for shipping.

WORK ITEM 2: Inspection

1.1 Intent. This work item describes the requirements for the Contractor to initiate inspection of a CG 32-TPSB upon arrives at the Contractors Facility.

1.2 Government-furnished property.

3. REQUIREMENTS

3.1 Inspection. The Contractor shall inspect the boat and trailer for all discrepancies in reference to the CG 32-TPSB RFO checklist, and submit a Critical Inspection Report (CIR) to set Condition Found Reports (CFR). The CIR and CFR covers the RFO checklist but is not limited to the following areas:

· Hull

· Deck

· Steering System

· Engine

· Stern drive

· Electrical system

· Boat Trailer

3.1.2 Contractor shall submit CFR’s to the COR no later than one week after CIR’s are completed.

WORK ITEM 3: Maintenance Due List

1.1 Intent. This work item describes the requirements for the Contractor to perform preventive maintenance services for the CG 32-TPSB boat and trailer.

1.2 Government-furnished property.

3. REQUIREMENTS

3.1 Planned maintenance. The Contractor shall complete all planned preventive maintenance on each boat and trailer at the Contractor’s facility within six weeks of acceptance. Maintenance to be completed shall include all calendar and hourly-based maintenance as indicated by the Maintenance Due List (MDL).

3.1.1 Labor and material. The Contractor shall provide all labor and material, except for specified Government Furnished Material (GFM), to complete each task at identified in the Table Maintenance Due List and per the Maintenance Procedure Cards (MPC).

3.1.2 Contractor furnished parts. Contractor furnished parts shall be Original Equipment Manufacturer (OEM) only. Aftermarket parts are not authorized for use in completion of any maintenance or repairs on the CG 32-TPSB and trailer. List all parts used on the Post Maintenance Report as per section

3.1.3 MPC changes. The Coast Guard reserves the right to make changes to allow for equipment updates, configuration changes or modifications to maintenance requirements as needed. The Contractor will be provided with any changes and required implementation dates as they become available.

3.1.4 MPC covers sheets. The Contractor shall submit completed MPC cover sheets for all maintenance procedures accomplished to the COR. The U.S. Coast Guard shall provide completed MPC examples for reference, if required.

WORK ITEM 4: Transom OEM Specification

1.1 Intent. This work item describes the requirements for the Contractor to remove transom assembly and replace to OEM specification. Contractor will remove stern drives and the Coast Guard reserves the right to elect to have vendor service and reinstall existing stern drives or replace with new GFE stern drives and have them serviced.

1.2 Government-furnished property.

3.1 Transom replacement. The Contractor shall replace transom assembly to OEM specification.

3.1.2 Labor and material. The Contractor shall provide all labor and material, except for specified Government Furnished Material (GFM), to complete.

3.1.3 Contractor furnished parts. Contractor furnished parts shall be Original Equipment Manufacturer (OEM) or approved only. Aftermarket parts are not authorized for use in completion of any maintenance or repairs on the CG 32-TPSB.
