DIVISION 01 - GENERAL REQUIREMENTS
01 10 00 - GENERAL PARAGRAPHS
PART 1 GENERAL
1.01 SCOPE OF WORK: The Contractor shall furnish all equipment, labor, materials, supervision and transportation necessary to replace approximately 1,624 SY of carpet tile and approximately 4,002 LF of cove base as identified in the Technical Exhibit. All furniture and associated vending equipment shall be temporarily relocated by the Contractor and returned to their original locations at the completion of carpet installation.
1.02 LOCATIONS: The U.S. Coast Guard Academy located at 15 Mohegan Ave, New London, CT 06320. See Academy Project Location Map for building locations on campus.
A. MUNRO HALL: Dormitory facility. (Harriet Lane)
B. SMITH HALL: Science learning facility. (Hunter Liggett Drive)
1.03 CONTRACT OFFICER'S REPRESENTATIVE: The term COR is an abbreviation for Contracting Officer’s Representative. The COR is designated by the Contracting Officer (KO). The COR may assign an inspector in his or her place. The COR only has the authority to oversee that the technical requirements of the contract are met. The COR cannot make contract changes or resolve disputes.
1.04 PROJECT MANAGEMENT:
A. SITE INVESTIGATION: Any bidder interested in completing the project shall perform a site visit to the locations of the project to become familiar with all the existing conditions under which the project will be performed prior to submitting their bid. Visits to the site may be coordinated with CWO4 Tom Huffman, Assistant Public Works Officer at 860.444.8554. Failure to visit site and make a proper assessment will not relieve the awarded Contractor from contracted work because of under (low) bid.
B. CONTRACTOR SECURITY REQUIREMENTS: The Contractor shall provide a list of all on-site personnel, including Sub Contractors to the COR. The Contractor shall update this list when changes occur. Contractor personnel not listed may be denied access to the Coast Guard facility.
Contractor personnel will be restricted to designated working areas. Any personnel violating this policy may lose access to the Coast Guard facility. Contractor personnel shall have photo identification at all times while working on Coast Guard facilities.
C. NOTIFICATION OF START AND COMPLETION OF WORK: The Contractor shall not commence work until all materials are available to complete the project and upon notification to proceed from the Government. The Contractor shall make the COR aware of any lead times. The Contractor is required to complete the entire project under this contract ready for use on the dates negotiated by the COR and Contractor. The awarded Contractor shall provide the Contract Officer with all necessary documentation requests prior to starting. Targeted period of performance not to exceed February 01, 2019. The purpose of the work schedule is to allow for continued function of Academy operations with minimal interruptions. Immediately following carpet installation, furniture and equipment shall be returned to their respective area.
D. WORKDAY: Typically, Contractor activities are conducted between the hours of 0730 and 1600 local time Monday through Friday excluding all Federal holidays. All work hours will be schedule around planned Government operations. Restricted work hours or workdays will be determined following the award of this contract. Coordination of work schedule will be between COR and Contractor.
1.05 CONTRACTOR USE OF FACILITIES:
A. UTILITIES: Reasonable use of electricity (115V @ 15A) and water at household pressure will be provided by the Government at no cost to the Contractor. Additional utility requirements beyond what the Academy provides shall be the responsibility of the Contractor and utility equipment shall be removed by the Contractor at the completion of the project.
B. SMOKING POLICY: The Coast Guard Academy is a limited smoking/tobacco use facility.
Smoking and other tobacco use is limited to designated areas. See Appendix A provided for designated smoking area locations.
C. SANITARY FACILITIES: Toilet facilities are available for Contractor use at the job site. The Contractor shall ensure the facilities remain clean after their use.
D. PARKING: The Contractor is authorized parking at the Academy during the performance of the project. Overnight parking is not authorized. See COR for parking arrangements.
1.06 DRAWINGS: Technical Exhibit Drawings (TE-1) of Munro Hall and Smith Hall shall be provided to identify the installation location.

01 33 00 – SUBMITTALS PROCEDURES
PART 1 GENERAL
1.01 SUMMARY: This Section applies to all necessary requirements to be taken by the Contractor to comply with submittal requirements specified herein.
1.02 GENERAL:
A. FORWARDING: Forward all paper type and drawing submittals as applicable to the COR by e-mail or by hard copy. The COR will e-mail or provide hard copy with an approval or disapproval of submittals, within 10 calendar days after receipt.
B. APPROVAL: Approval of submittals, corrections and/or comments made during the review, does not relieve the Contractor from compliance with the requirements of the specifications herein.
1.03 HAZARDOUS MATERIAL IDENTIFICATION: Submit the most current Safety Data Sheets (SDS) for any materials defined as hazardous. One copy of each SDS (or sometimes still called Material Safety Data Sheets MSDSs) shall be submitted to the COR no later than the delivery date of the product.
1.04 TILE CARPETING MAINTENANCE DATA: Include maintenance data for maintaining carpet, recommended cleaning, stain removal products and procedures. Include instructions covering precautions for cleaning materials and methods that could be detrimental to the carpeting.
1.05 COVE BASE: Provide cove base samples to the COR that will closely match existing doorframe color.
1.06 PREPARATION AND INSTALLATION MATERIALS: Provide literature for all preparation and installation materials.

01 35 29 – HEALTH AND SAFETY PROCEDURES
PART 1 GENERAL
1.01 SUMMARY: This Section applies to all necessary requirements taken by the Contractor to comply with the health and safety requirements listed herein.
1.02 EPA/OSHA REGULATIONS:
A. EPA COMPLIANCE: During the performance of all work under this contract, the Contractor shall strictly adhere to Environmental Protection Agency Regulations (EPA) as well as all applicable state and local requirements. When the standards differ, the more restrictive standard shall apply.
B. SAFETY CLAUSE: During the execution of this contract, the Contractor shall conform to the rules and regulations as set forth by OSHA Safety and Health Standards, 29 CFR Part 1926 - Safety and Health Regulations for Construction. When the standards differ, the more restrictive standard shall apply.
1.03 ACCIDENT PREVENTION: The awarded Contractor should have in their possession a copy of their “Accident Prevention” “Injury and Illness Prevention Plan” or equal.
1.04 SAFETY GEAR: The Contractor (or Sub-Contractors) shall supply their employees with the required personal safety protection as necessary.

3.01 PROTECTION BARRIERS: The Contractor shall provide and set up barriers and/or signs near work area to prevent unauthorized entry.
3.02 PERSONAL PROTECTIVE EQUIPMENT (PPE): Contract Employees shall wear properly fitted PPE in accordance with the safety measures dictated by the type of work they are performing.

01 40 00 – QUALITY REQUIREMENTS
PART 1 GENERAL
1.01 SUMMARY: This Section includes administrative and procedural requirements for quality assurance (QA) and quality control (QC).
1.02 QUALITY ASSURANCE (QA):
A. MANUFACTURER QUALIFICATIONS: The firm shall be experienced in manufacturing products or systems similar to those specified for this project herein and with a record of successful in-service performance, as well as sufficient production capacity to produce the required units.
B. INSTALLER QUALIFICATIONS: The Contractor shall be an experienced installer who is certified by the Floor Covering Installation Board or who can demonstrate compliance with its certification program requirements.
1.03 QUALITY CONTROL (QC):
A. INSPECTION: The Contractor shall make a request to the COR for an inspection to determine if all of the technical requirements of all carpeting installation have been met. The COR may prepare a Punch List for items that do not meet the technical requirements. Items on the Punch List shall be corrected before the COR will notify the KO of project completion.
B. CONTRACTOR'S WARRANTY: The Contractor shall warranty their installation workmanship for a period of one (1) year. The Contractor shall pay all repair expenses. The primary Contractor shall also be responsible for all Sub-Contractor work.
C. RESPONSIBILITY: Repairs to Government property in the work area shall be the Contractor's responsibility if the Contractor damages it.

PART 3 EXECUTION
3.01 REPAIR AND PROTECTION:
A. PROTECTION: Protect exposed and surrounding finishes and building items to prevent damage.
B. PROJECT REPAIRS: Repair, remove and/or replace defective Contractor work. Repairing includes replacing defective parts, refinishing damaged surfaces and touching up with matching materials. Where damaged or worn items cannot be repaired or restored, provide replacements.

01 74 19 – PROJECT WASTE MANAGEMENT AND DISPOSAL
PART 1 GENERAL
1.01 SUMMARY: This Section includes administrative and procedural requirements for the disposing of non-hazardous project waste.
1.02 PROJECT WASTE: All waste generated from the project shall become the property and the responsibility of the Contractor.
1.03 ACADEMY DUMPSTERS: Disposal in Academy dumpsters is prohibited unless there is an agreement with the COR and the Contractor.

PART 3 EXECUTION
3.01 DISPOSAL OF WASTE: Except for items or materials to be salvaged, recycled, or otherwise reused; remove waste materials from the project site and legally dispose of them in a landfill or incinerator acceptable to authorities having jurisdiction.
A. TRANSPORTING: Remove and transport waste in a manner that will prevent debris or fluids from falling onto adjacent areas, from the jobsite and/or roadways.
3.02 HOUSEKEEPING: The Contractor shall clean up the work area after the end of each workday.

DIVISION 02 – EXISTING CONDITIONS
02 41 19 – SELECTIVE SITE PREPARATION
PART 1 GENERAL
1.01 SUMMARY: This Section applies to all work required for the temporary relocation of furniture, the removal of existing carpeting, thresholds and cove base within the indicated areas described herein.

PART 3 EXECUTION
3.01 FURNITURE: The Contractor shall be responsible for all furniture and/or vending equipment disassembly, movement and reinstallation during this project. Temporary storage areas will be identified as work progresses and dependent on scheduled functions within the work area.
Contractor is not required to supply temporary storage for any items removed from work area. The Contractor shall return all furniture and vending equipment to their respective locations when the carpet tile installation is complete. Notify COR of any existing damages to the furniture or equipment.
3.02 EXISTING CARPET REMOVAL: The Contractor shall remove approximately 1,624 SY of existing carpeting at the Munro Hall and Smith Hall. Plans provided will identify areas of carpet removal.
The Contractor shall also remove and properly dispose of all related vinyl thresholds and cove base.
3.03 HAZARDOUS MATERIAL PROCEDURE: It is not expected that any other hazardous materials will be encountered in the project. If suspected hazardous materials are encountered, do not disturb;
immediately notify the COR. Hazardous materials will be removed by the Government under a separate contract and/or Contractor.

DIVISION 09 - FINISHES
09 68 00 – TILE CARPET INSTALLATION
PART 1 GENERAL
1.01 SUMMARY: This Section applies to all work required for the installation of approximately 1,624 SY of new carpet tile and approximately 4,002 LF of cove base, thresholds in the areas identified within Munro Hall and Smith Hall.
PART 2 PRODUCTS
2.01 PRIMERS, PATCHING COMPOUNDS AND ADHESIVES:
A. TROWELABLE LEVELING AND PATCHING COMPOUNDS: Provide leveling and patching compounds compatible with substrates and in accordance with the carpet tile Manufacturer’s instructions.
B. PRIMERS: Provide the type of floor primer that is in accordance with the carpet tile adhesive Manufacturer.
C. CARPET CLEANERS: Provide Manufacturer recommended carpet tile cleaners to remove any adhesive that may have adhered to any of the carpet tile face.
D. CARPET ADHESIVE: Provide the carpeting Manufacturer’s recommended pressure sensitive adhesive.
E. COVE BASE ADHESIVE: Provide approved adhesive for the installation of cove base that meets Manufacturer’s recommendations.
2.02 COVE BASE: Provide cove base shall be 4" high with a toe on the bottom, approximately 0.08” to 0.125” in thickness. The COR will choose the color from Contractor supplied color samples.
2.03 THRESHOLDS: Provide black vinyl thresholds approximately 1-3/8” wide, standard thickness, and the proper transition to match surface types.
2.04 CARPET TILE SPECIFICATIONS:
A. COLORS AND STYLES:
1) Tandus Abrasive Action II Series (02578) Solar Flare (19109)
2) Tandus Infinity Series (05849) Moonstone (55022).
B. BACKINGS:
1) The primary backing shall be made of Non-woven synthetic fiber.
2) The substrate contact surface (secondary) backing shall be Ethos Modular (Dry Back or Non- Stick).
C. SOIL STAIN PROTECTION: Provide proprietary stain protection.
D. SURFACE FLAMMABILITY: Passes CPSC FF 1-70 (ASTM D-2859).
E. SMOKE GENERATION: Less than 450 (ASTM E-662).
F. PLATFORM SIZE: 24" x 24" Tile
G. WARRANTY INFORMATION: Lifetime limited warranty against excessive surface wear static delamination, edge ravel, zippering and backing resiliency loss.
PART 3 EXECUTION
3.01 CONDITIONS: Ensure that floor substrate conditions are acceptable in accordance with the adhesive and carpeting Manufacturer’s specifications. Correct and/or repair all unsatisfactory conditions before proceeding with the carpet installation. Ensure that surfaces are clean and well prepared.
3.02 TILE CARPET INSTALLATION: The Contractor shall install the carpet tiles according to CRI 104 and Manufacturer’s printed instructions. Installed carpet tiles shall be smooth, uniform and secure;
without patches and pieces. Install carpet tiles in “Monolithic” (same) direction unless there are other directions recommended by the Manufacturer. Cutouts shall be completed in a neat and secure fashion with no gaps visible. Carpet tiles shall butt tightly to vertical surfaces and permanent fixtures.
A. CLEANING AND PROTECTION: Remove excess adhesive and other surface blemishes.
Vacuum carpet tile by using a commercial machine equipped with a face-beater element. Protect all new carpeting against damage caused by project operations.
3.03 ACCESSORY INSTALLATION:
A. COVE BASE INSTALLATION: Install cove base in accordance with the Manufacturer’s instructions. If damage has occurred to the wall by the removal of existing cove base, then the Contractor shall apply patching materials and touch up paint to match existing wall color prior to installing new cove base.
B. THRESHOLD INSTALLATION: Thresholds shall be installed in the doorways between the dormitory room carpet, utility rooms and exit door areas as required.
3.04 EXISTING FURNITURE: Reassemble and/or re-install furniture and return vending machines back to their original locations. Provide any hardware that was lost during disassembly if applicable.
