About this file
This document is a U.S. Coast Guard Justification for Other Than Full and Open Competition using Simplified Acquisition Procedures (SAP). The Coast Guard intends to purchase two specialized pieces of equipment from Fatigue Technology Inc. (FTI) on a sole source basis: a Medium Brute Hydraulic Offset (MBHO) Puller (Part Number MBHO-20) and an FT-200D Hydraulic Powerpak. These tools are specifically designed for FTI's patented Cold Expansion (Cx™) technology, which improves the fatigue life of metal structures, particularly around fastener holes, and has been approved by USCG Engineering for use on H60 helicopters.
The justification for sole source procurement is based on FTI's ownership of all technical data, specifications, and drawings, which are not owned by the government and would be uneconomical to purchase. The equipment must meet critical safety, durability, and reliability requirements that necessitate sophisticated testing. The purchase request number is 2025140-CC01, and a combined synopsis/solicitation will be posted on SAM.gov, allowing all responsible sources to submit capability statements or proposals. The contracting officer will determine fair and reasonable pricing through comparison with previous purchases and similar items in related industries.

As the OEM, FTI owns all rights to the technical data, specifications, and drawings required for the manufacture of this equipment. The rights to the technical data necessary to acquire this equipment from sources other than the OEM or an OEM approved source are not owned by the Government, and it has been determined that it is uneconomical to purchase these rights. The equipment must meet critical safety, durability, and reliability requirements, the achievement of which require extensive and/or sophisticated testing. The Government does not own or possess any rights to the relevant technical data, specifications, and drawings required to develop an adequate purchase description. In addition, the Government has not developed the technical data required to reverse engineer this equipment and has no plans to do so.
