JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
SIMPLIFIED ACQUISITION PROCEDURES (SAP) FAR 13.106-1(b)
SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLY AVAILABLE. THIS DETERMINATION MUST BE SUPPORTED WITH FULL JUSTIFICATION FOR SOLE SOURCE FROM THE CUSTOMER. WHEN THE CUSTOMER DESCRIBES AN ITEM WITH A PURCHASE DESCRIPTION WHICH LIMITS THE AVAILABILITY TO ONE SOURCE, THE JUSTIFICATION MUST EXPLAIN WHY THE ITEM IS THE ONLY ONE THAT WILL MEET THE GOVERNMENT’S REQUIREMENT.

IDENTIFICATION OF THE AGENCY AND THE CONTRACTING OFFICE, AND SPECIFIC IDENTIFICATION OF THE DOCUMENT AS A “JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION.” PLEASE CITE THE AUTHORITY AND TYPE OF JUSTIFICATION.
The United States Coast Guard (USCG), Aviation Logistics Center (ALC), Industrial Operations Division (IOD) anticipates the award of a firm-fixed price purchase order on a brand-name basis. This justification for other than full and open competition is submitted for approval in accordance with (IAW) Federal Acquisition Regulation (FAR) 6.303-1(a) using the authority in FAR 6.302-1(c) – only one responsible source and no other supplies or services will satisfy agency requirements.
BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED, AND THE INTENDED USE.
IOD intends to purchase the items shown in the table below on a brand-name basis. The printer is manufactured and sold by Stratasys Ltd who uses their authorized sales agents for delivery and setup.

UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR
SERVICES CAN BE USED.
The Stratasys Fortus F900 is the only 3D printer found that utilizes ULTEM 9085 resin to 3D print material in a large format. ULTEM 9085 is the only material currently used to manufacture parts for the aerospace industry using 3D printing technology that is certified for use by the Federal Aviation Administration (FAA). The material is not only strong and lightweight, but flame retardant as well. ULTEM 9085 is the only known material meeting the requirements of the FAA’s Federal Acquisition Regulations (FAR) 25.853 which covers aircraft compartment interiors and specifies applicable test criteria. For this reason, ALC has designated UTELM 9085 as the only material to be utilized for the manufacture of parts created through additive manufacturing in ALC Engineering Specification GEN05000.05. The material is stable, has a high strength to weight ratio, and does not present any off-gassing properties. The 3D printer is also capable of using other materials for use in non-aerospace additive manufacturing applications should the need arise.

A DESCRIPTION OF EFFORTS MADE TO ENSURE THAT QUOTATIONS OR OFFERS ARE SOLICITED FROM AS MANY POTENTIAL
SOURCES AS PRACTICABLE (INCLUDE YOUR MARKET RESEARCH EFFORTS HERE).
The market was surveyed through internet research and direct contact with seven 3D Printer manufacturers to verify whether or not they could provide equipment with a large build format capable of utilizing ULTEM 9085 material.
Further, Maintenance, Repair and Overhaul (MRO) facilities within DoD including Fleet Readiness Center East (FRCE) aboard USMC Air Station Cherry Point, NC; Warner Robins Air Logistics Complex (WR-ALC) aboard Robins AFB, GA; Ogden Air Logistics Complex (O-ALC) aboard Hill AFB, UT were each contacted. Each of these activities utilize Stratasys 3D printers combined with UTELM 9085 in their additive manufacturing process for the same statutory reasons as the USCG.
In accordance with FAR 5.201, the intent to contract directly with Stratasys, Inc. for the Fortus F900 will be advertised on the Federal Business Opportunities (FBO) website as a combined synopsis solicitation under streamlined acquisition procedures for commercial items utilizing FAR 12.6 and 13.5. Any responsible vendor may submit a quotation; all responsible offers will be considered. If any responses are received as a result of this solicitation, the file will be documented accordingly and the requirement competed among all eligible offerors.
REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES.
As the OEM, Stratasys owns the rights to the technical data, specifications, and drawings required to manufacture these items. Stratasys has not licensed the rights to the technical data required to manufacture these items so there are no other sources capable of their manufacture.
The USCG is conducting a brand-name acquisition. Any offeror that is able to provide the brand name item and part number including the ability to submit documentation showing clear traceability to the OEM or to demonstrate that they are a distributor officially authorized by the OEM will be considered for award.
EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL AND OPEN
COMPETITION HAS NOT BEEN DEVELOPED OR ARE NOT AVAILABLE.
The items to be purchased are complex and must meet critical operational and reliability requirements, the achievement of which require unique production techniques and extensive and/or sophisticated testing. The Government does not own or possess any rights to the technical data, specifications, and drawings required to manufacture these items and it has been determined that it is uneconomical to purchase them. In addition, the Government has not developed the technical data required to manufacture this part and has no plans to do so.
PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO
COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED.
Stratasys is currently the only provider of the required size equipment utilizing the mandated build material. As the industry continues to evolve, the ALC will continue to conduct market research for new entries into the marketplace that could foster a competitive environment.
