Statement of Work (SOW) for the Software and Support Services Required to Upgrade the
Aircraft Electrical Component Test Stand (AECTS) to Support the MH-60 Helicopter
A. GENERAL
The Department of Homeland Security, United States Coast Guard (USCG), Aviation Logistics Center
(ALC), Industrial Operations Division (IOD) has a requirement to upgrade its existing Aircraft Electrical
Component Test Stand (AECTS) to perform functional and diagnostics testing on a variety of alternating generators and auxiliary power unit (APU) generators used on the USCG’s MH-60 helicopters. To achieve this objective, the USCG intends to solicit and award a sole source, firm fixed-price (FFP)
Purchase Order for the following goods and services as further detailed in this SOW.
a. Software and hardware required for the AECTS to perform testing and calibration on a variety of generators installed on the MH-60 aircraft.
b. Installation of software on the AECTS as well as the installation or mounting of the hardware and fixtures used when testing each type of generator. Installation includes conducting the operational testing as outlined in the training requirements.
c. On-site training of USCG personnel in the operation and maintenance of the upgraded AECTS to test generators used on the MH-60 aircraft. Training shall include hands-on instruction in how to determine and interpret faults in support of repair efforts.
d. Remote technical support on software discrepancies and fault codes on an occasional, intermittent basis.
All requirements are intended for and/or related to the USCG’s AECTS, commonly referred to as the
Generator Test Stand, which was manufactured and installed by Testek, LLC (Commercial and
Government Entity (CAGE) code 06659) in ALC’s Electrical Shop, Building 63.

B. REQUIREMENTS
1.0 Software and Hardware to Upgrade the AECTS
1.1 The Contractor shall provide the software and hardware required to enable the AECTS to conduct operational and diagnostic testing on the list of known generators used on the MH-60 aircraft as provided in Section 1.5.
1.2 This portion of the work outlined in this SOW is to be performed at the Contractor’s facility or
USCG approved facility. The Contractor shall provide all necessary parts, materials, labor, tooling, test equipment and facilities to develop and evaluate the components listed in this purchase order at the firm-fixed prices listed in the schedule (or modification). Requests for clarification shall be directed to the Contracting Officer.
1.3 The development and production of the software and hardware shall be performed in accordance with (IAW) the procedures established in this SOW. The documents listed are in order of precedence. Latest revisions of any instruction or manual shall apply. The information contained within is not intended to be all inclusive nor to detract from or modify procedures outlined in the manuals. If the applicable technical manual does not cover a procedure, the
Contractor shall utilize the Original Equipment Manufacturers’ (OEM) technical instructions and documentation. If the OEM manual does not cover a procedure, the Contractor shall utilize the best commercial business practice. Where an application of “best commercial practice” is in conflict with these manuals, the Contracting Officer may approve deviation from requirements.
When applicable, each manual will specify if the Export Control Act applies. The following document(s) are required to complete the services required by this acquisition. The USCG does not own nor can it provide the technical documents specified herein.
a. Oil-Cooled Alternating Current Generator – Depot Maintenance Work Requirement
(DMWR), DMWR 1-6115-504 dated January 2, 2014
b. Alternating Current Generator – DMWR 1-6115-502 dated May 3, 2010
c. Generator Alternating Current – DMWR 1-6115-513 dated July 15, 2011
d. All OEM shop, inspection, overhaul, repair, or other OEM Component Maintenance
Manuals (CMM)
e. All OEM service bulletins, amendments, modifications, and specifications as applicable
1.4 The contractor may be required to provide written proof to the Contracting Officer prior to contract award that it physically has in its possession or the ability to obtain all necessary parts, material, labor, tooling, manuals, test equipment, and facilities for completing the tasks within this SOW. The contractor must have accessibility to obtain the latest versions and changes to all
DMWRs listed above. The USCG may review manuals and performance/test/acceptance criteria as required. The Contractor is solely responsible for obtaining all specifications required for this effort. Original design or functional capabilities of the end component and parts thereof shall not be changed unless authorized or directed by the requirements of this SOW.
1.5 The following table contains the list of known approved generators for use on the MH-60 aircraft.

1.6 Software shall be able to read the calibration requirements contained in the appropriate DMWR for each manufacturer’s part number. Manufacturers of the generators are Honeywell
International Inc. (CAGE code 64547), Allied Signal Inc., Aerospace Equipment Systems
(CAGE code 83298), and GE Aviation Systems LLC (CAGE code 07639).
1.7 At a minimum, the hardware provided by the Contractor shall be capable of securely mounting each of the listed generators for testing on the AECTS.
1.8 The Contractor shall provide copies of and/or electronic access to any operating and/or technical documentation normally provided to customers who purchase of the software and hardware. Any documentation provided by the Contractor will not be released outside of the USCG.
1.9 Warranty
The Contractor’s standard commercial warranty, including extended warranties, provided to the
Government at no additional cost shall apply. The Contractor shall provide a copy of their standard commercial warranty. IAW FAR 46.706(a), Warranty Terms and Conditions, the warranty shall clearly state:
a. Exact nature of the item and its components and characteristics that the Contractor warrants;
b. Extent of the Contractor’s warranty including all the Contractor’s obligations to the
Government for breach of warranty;
c. Specific remedies available to the Government; and
d. Scope and duration of the warranty.
Acceptance of the standard commercial warranty does not waive the Government's rights under any "Inspection" clause that may be in the order nor does it limit the Government's rights with regard to the other terms and conditions of this order. In the event of a conflict, the terms and conditions of the order shall take precedence over the standard commercial warranty. The standard commercial warranty period shall begin upon final acceptance of the applicable material and/or services listed in the Schedule. The warranty shall cover a minimum period of twelve
(12) months.
2.0 Installation of Software and Hardware on the AECTS
2.1 The Contractor’s performance of the actions listed under Sections 2.0 and 3.0 of this SOW shall be performed at:

2.2 The Contractor shall provide one Engineer for two working days (8 hours each day) to install the software and hardware required to upgrade the AECTS and to provide the training outlined in Section 3.0. This includes performing any required recalibration and conducting the tests specified in Section 3.0 to verify the equipment’s proper operation.
2.3 The firm-fixed price listed in the schedule includes: travel time; on-site engineering hours;
airfare; lodging; local transportation; and any other travel costs. The Testek engineer shall provide all tools and test equipment required to provide these services. The price does not include the cost of any hardware that is required to be repaired or replaced. The Contractor is not authorized to exceed two days without prior written approval from the Contracting
Officer via a modification to this Purchase Order.
2.4 The Contractor’s representative shall perform all work between the hours of 7:00 a.m. and
4:00 p.m. ET, Monday through Friday (excluding Federal holidays).
2.5 The Contractor’s representative shall travel to ALC to perform services based on a mutually agreed upon schedule. The Contractor’s technical point of contact (POC) for this effort is Mr.
Leland Midgett. He should be contacted either by phone at (252) 335-6248 or by email at
Leland.C.Midgett@uscg.mil to schedule the visit.
3.0 Training on How to Perform Operational and Diagnostic Tests on Each of the Generators
Listed in Section 1.5
3.1 The Contractor shall provide hands-on demonstration and instruction for up to four personnel on the proper testing of each listed generator. Training shall include a thorough and detailed explanation and demonstration of the equipment’s operation and maintenance as well as any troubleshooting guidance. Training shall include the testing of at least three of the listed generators to demonstrate equipment operation and different mounting methods. The
Contractor shall provide a training syllabus with their offer outlining the topics to be covered and what training materials, if any, will be provided to student. Any documentation provided by the Contractor will not be released outside of the USCG.
4.0 Remote Technical Support
The Contractor shall provide reasonable technical support remotely via telephone and/or email on an occasional and intermittent basis to assist the USCG in resolving any software or fault code discrepancies.
C. OTHER APPLICABLE CONDITIONS
1.0 Contractor Personnel

1.1 Qualified Personnel
The Contractor shall provide personnel qualified to perform all requirements specified in this
SOW. Qualified personnel shall have been trained and authorized by the OEM to perform these services.
1.2 Identification of Contractor Employees
The Contractor shall ensure all employees present a professional appearance appropriate for the position held. All Contractor personnel shall be identified by a distinctive nameplate, emblem, or patch attached in a prominent place on an outer garment so as not to present a Foreign Object
Debris (FOD) hazard and clearly identify the employee as a Contractor representative.
2.0 Policies and Regulations
2.1 Access to USCG Base Elizabeth City
ALC is a tenant command of Base Elizabeth City. The Contractor shall be met at the gate by a
Government representative and shall be continually escorted by the representative for the duration of the visit. Base access requires 100% hands on ID checks. Drivers of vehicles must show a state driver license, valid vehicle registration, and current proof of insurance. All vehicles are subject to random search under Title 18 U.S.C 1382.
2.2 Compliance with Local Regulations, Instructions, Directives
Contractor personnel shall comply with all local base regulations, instructions, directives, orders, and special procedures as promulgated by the Commanding Officer, USCG Base Elizabeth City
(and all tenant commands), Elizabeth City, NC. All visitors to ALC shall review the ALC
Visitor/Contractor Safety & Environmental Health Brochure information which is included after page 7 of this SOW.
2.3 Removing Contractor Employees for Misconduct/Non-Performance/Security
Reasons
The Contracting Officer may, at their sole discretion, direct the Contractor to remove any
Contractor employee from performance of contract work for any contract related matters such as misconduct or non-performance. Removal does not relieve the Contractor of the responsibility to continue providing the services required under the task order. The Contracting Officer will provide the Contractor with a written explanation to support any direction to remove an employee.
2.4 Tobacco Policy
The USCG prohibits the use of smoking tobacco and smokeless tobacco in the workplace to protect the health of all its workers. The workplace includes any area inside or outside of a building or facility under the custody and control of the USCG where work is performed by active duty personnel, civilian employees, or personnel under contract to the USCG. The use of tobacco is prohibited in all USCG Government vehicles (including Cushman type), in all USCG aircraft, floating unit, or any other aircraft contracted for use in the USCG. The use of tobacco products (smoking and smokeless) is permitted only in designated areas as defined in USCG
ALC Instruction 6280.1 (series). Contractors may only use tobacco products in designated smoking areas and are accountable for appropriately discarding their smoking material and/or spit tobacco. Tobacco spit and residue shall be held in containers with sealing lids to prevent odor and accidental spills and disposed of in a sanitary manner that prevents public exposure.
Employees caught violating the tobacco policy may be subject to immediate removal IAW
Section 2.3.
2.5 Environmental, Safety, And Occupational Health (ESOH)
The Contractor is solely responsible for compliance with all federal, state and local laws, including but not limited to the Occupational, Safety and Health Act (OSHA) (Public Law 91-
596) and the resulting standards, OSHA Standard 29 CFR 1910 and any ALC Instructions as applicable, and the protection of their employees. Note: ALC Instructions are annotated because many of the USCG/ALC standards exceed the OSHA standard criteria. If a conflict is noted, the most stringent requirement takes precedence. The USCG shall assume no liability or responsibility for the Contractor's compliance or non-compliance with such requirements. In addition, the Contractor is required to flow down the safety requirements/specifications to all subcontracts/subcontractors. Safety requirements listed herein that do not concern Contractor’s operations or services shall be considered self-deleting as mutually agreed by the Contracting
Officer and the Contractor.
2.5.1 The Contractor shall be subject to safety inspections of its work sites by the USCG.
Contractor safety records shall be available upon request by the Contracting Officer. The
Contractor shall be liable for, and shall indemnify and hold harmless the USCG against, all actions or claims pertaining to the “personal” safety requirements of employees. The Contractor shall provide all personal protective equipment (respiratory protection, hearing protection, gloves, steel-toed shoes, safety glasses, protective clothing, etc.). In addition, the USCG is not responsible for medical examinations, hearing testing, substance abuse testing, or any other type of testing for Contractor employees.
D. DELIVERY INFORMATION
1.1 F.O.B. Point
The F.O.B. point for this order is F.O.B. Destination. Prices in the schedule include all charges for: travel time; on-site training hours; airfare; lodging; local transportation; and any other travel costs as well as any applicable customs, duties, and taxes. The Government shall not be liable for any amount expended by the Contractor in excess of the applicable firm fixed price reflected in the schedule unless prior written authorization has been given by the Contracting Officer.
1.2 Delivery
The USCG requires delivery of all goods and services within twelve (12) to sixteen (16) weeks after receipt of the order (ARO). However, early deliveries are desired and will be accepted.
1.3 Inspection and Acceptance Criteria
Inspection and acceptance of the required goods and services shall be performed at destination by the technical POC identified on this order. Performance under this order will not be accepted by the USCG until the technical POC considers all goods and services to be delivered or all objectives to have been met IAW SOW.
