DESCRIPTION/SPECIFICATION/WORK STATEMENT

FOR PEST CONTROL

Work Statement

In the performance of this contract, the contractor shall provide the services of - Pest Control for:

Residence: 4018 River Park Dr, Suffolk VA 23435 QUARTERLY

Station Little Creek Monthly 1100 Abbott Road, Virginia Beach VA 23459 MONTHLY

Station Cape Charles 1 Marina Rd Cape Charles VA 23310 MONTHLY

Station Milford Haven 63 Mill Point Road Hudgins VA 23076 MONTHLY

BASE YEAR: 10/1/2019 - 09/30/2020

OPTION YEAR #1: 10/1/2020-09/30/2021

OPTION YEAR #2: 10/1/2021-09/30/2022

OPTION YEAR #3: 10/1/2022-09/30/2023

OPTION YEAR #4: 10/1/2023-09/30/2024

The contractor shall provide all management, licenses, laboratory testing, tools, supplies, equipment, transportation and labor to develop and implement an Integrated Pest Management (IPM) plan at USCG facilities in a manner that will ensure the health and general well being of installation personnel.

Scope of Services

Areas to be treated shall include the interior and exterior of the home and shall include non-routine treatments. Period covered: 01 October 2019 - 30 September 2020.

Service to include treatment for the prevention of rodents, ants, carpenter ants, fire ants, pharoah ants, flies, fleas, American roaches, smoky brown roaches, oriental roaches, banded roaches, crickets, spiders (all species), store product pests and all other pests native to this area.

The contractor shall furnish trained, qualified personnel and any required special tools or equipment necessary to complete any work task which may be issued. The contractor shall develop an IPM plan, for approval by Facility Managers, to address all insect and rodent issues. The contractor’s IPM plan shall establish the strategy and methods for conducting a safe, effective, and environmentally sound pest management program. Contractor may review the installation’s historical records of pest activity and abatement actions (if available), survey facilities and grounds. The IPM approach should use targeted (effective, environmentally sound) methods including habitat/facility modification, biological/genetic/cultural control, mechanical/physical control, and where necessary, the judicious use of least hazardous pesticides. The IPM plan shall comply with all applicable Environmental Protection Agency (EPA), Occupational Safety and Health Administration (OSHA), state/local regulatory guidance on pesticide storage, disposal and applications.

Contractor Performance Requirements

Services shall be provided at a minimum, on a monthly basis and as needed, during normal business days and hours of operations. The contractor shall develop and maintain a quality control program to ensure systematic inspection of facilities and grounds for pests, a customer service call/ emergency response system for pest removal, and a continuous pest prevention education program for facility managers, food handling managers, and housing occupants. The contractor shall develop and implement procedures to identify and prevent defective services from reoccurring. As a minimum, the contractor shall develop quality control procedures that address the areas identified. USCG will periodically evaluate the contractor’s performance in accordance with the Quality Assurance Surveillance Plan.

(1) All contract employees that apply pesticides must have a state pesticide application certificate/license.

(2) The contractor will be responsible to ensure that the licenses/certificates and training of contractor personnel are kept current.

(3) All mixing and storage of pesticides shall be performed off the installation.

(4) If the contractor spills or releases any hazardous substances, the contractor should immediately notify the facility representative.

(5) Contractor is responsible for all cost associated with mitigating any spills or releases of hazardous substances.

Quotes will be evaluated on a lowest price technically acceptable basis (LPTA). The lowest priced quote will be evaluated for technical acceptability. If it is found to be acceptable, award will be made. If it is not found acceptable, the next lowest quote will be evaluated.

As prescribed in 17.208(g), insert a clause substantially the same as the following:

Option To Extend the Term of the Contract (MAR 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within ___ [insert the period of time within which the Contracting Officer may exercise the option]; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least __ days [60 days unless a different number of days is inserted] before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed __ (months) (years).

52.232-18 Availability of Funds.

As prescribed in 32.706-1(a), insert the following clause:

Availability of Funds (APR 1984) Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
