ATTACHMENT 2 - APPENDIX TO THE SOW 1
Recreational Boat Testing and Compliance
Inspection Program
Boat Test Engineer Training Personnel
Qualification Standard (PQS)
BOAT TEST ENGINEER
Overview
Boat Test Engineers must be subject matter experts in the following:
Statutory authority for USCG regulations;
Applicability and interpretation of USCG regulations;
Recreational boat construction techniques and standards;
Testing of recreational boats for flotation/level flotation and capacity in accordance with
USCG regulations and/or policy; and
Recreational boating organizations, their roles and how they interact with each other.

Prerequisites
________ Meet all requirements and certify as a Compliance Inspector.
Testing Requirements
________ State all Personal Protective Equipment (PPE) required for testing.
________ State all OSHA requirements for the facility (crane/gantry certification, fire extinguisher requirements, etc).
________ State each test conducted for a boat and its purpose.

________ Explain the failure criteria for each test.
________ Demonstrate all preconditions for testing a boat, such as marking the Passenger
Carrying Area (PCA) for 70%, 40%, and 30% and explain how these percentages apply to testing.
________ Demonstrate measuring boat length, transom width, transom height and calculate safe powering limit. Discuss various transom width options.
________ Discuss hard chine / flat bottom determination.
________ Discuss in what circumstances can fuel tanks be integral with the hull of the boat.
________ Discuss in what circumstances air chambers can be used for flotation.
________ Demonstrate the testing of a sample of foam from a test boat for compliance with the CFR.
________ For outboard powered boats over 2 Horsepower (HP); determine person, motor, gasoline and gear loads.
________ For rowboat and outboard powered boats under 2 HP; determine persons and gear loads.
________ State the boat test pass/fail criteria. Demonstrate proficiency with the use of the inclinometer.
________ For capacity label with incorrect MWC/MPC differential, determine maximum capacity TEST weight.
ATTACHMENT 2 - APPENDIX TO THE SOW 3
________ Prepare a boat for, and complete, an outboard powered maximum weight capacity test- with photographs.
________ Explain how to handle boats that have trolling motors and/or “kicker” motors when factoring in the weight.
________ Determine when dry a stability test is required; determine persons weight; explain weight placement.
________ Prepare a boat for, and complete, outboard boat flotation and stability tests - with photographs.
________ For outboard powered boats failing flotation and stability tests, determine persons, motor, and gear weights for secondary testing to the old table 4 weight requirements.
________ Explain special conditions for inboard powered boat testing.
________ Prepare the USCG cover letter and test report with comments.
Break-in & Shadowing Requirements
________ Conduct a minimum of 10 Boat Tests, two of which must be conducted without assistance from your field training test engineer. Denote which two tests were successfully completed unassisted with an asterisk before the date. One of which must be an outboard powered boat and the other an inboard or I/O powered boat.
