SUBJECT: REQUEST FOR PROPOSAL (RFP) 70Z02318RMSA06000

Firearms Training and Evaluation Program-Pistol Phase IV Airsoft Kits United States Coast Guard (USCG), Office of Specialized Capabilities (CG-721)

REF: FAR Subpart 13.5 - Simplified Procedures for Certain Commercial Items

The United States Coast Guard (USCG) requests your company to submit a proposal for 450 firearms training force on force kits. See the attached Statement of Work (SOW) provided herein as Attachment (1) and the Case Layout as Attachment (2).

The Government intends to award a firm-fixed price contract for a twelve month period in accordance with FAR subpart 13.5 Simplified Procedures for Certain Commercial Items.

The acquisition will be treated as an acquisition of commercial items in accordance with 12.102(f)(1).

I. Proposal Instructions

Cover Sheet

The Offeror shall submit a cover sheet and provide the following information:

Company name, address, DUNS, CAGE, proposal number and dates valid, Contract manager name, phone number, and email address.

The Offeror shall provide a brief written narrative that shall contain information addressing the requirements listed in the SOW. The information provided must be specific, detailed, and comprehensive enough to enable the Government to confirm that your company can provide all items in the kit and can meet the brand name requirements for the Sig Sauer p229 licensed airsoft pistol and magazines.

Price

The Contractor shall submit a proposal on a firm-fixed price basis. Pricing shall contain the following:

(1) The Schedule (SF 1449) – The Schedule shall be filled out with the summation of the total contract price. Each Contract Line Item Number (CLIN) must include a unit price and extended amount. The Schedule shall be signed and dated in block 30.

(2) The Offeror shall include a completed, signed copy of the entire solicitation with all appropriate “fill-in” sections completed. Any amendments to the solicitation shall be signed. If any exceptions are taken to the terms and conditions of the solicitation, they shall be clearly set

forth in a cover letter, and they shall be explained by the Offeror with the understanding that the exceptions may render the Offeror’s proposal unacceptable to the Government.

(3) The total price of each kit is inclusive of all of the items in the kit, assembly costs, and delivery costs. Please provide a detailed break out of the proposed price of each item in the kit, assembly costs, and delivery.

(4) Please submit prices paid (if applicable) for the same or similar commercial items under comparable terms and conditions by both Government and commercial customers.

(5) Document any discounts provided.

All information requested above will be utilized by the Government to develop a price analysis and make a determination of fair and reasonable pricing.

II. Proposal Submission Instructions

Questions

Offeror questions or concerns regarding any aspect of this RFP (inclusive of attachments) shall be forwarded the Contracting Officer Candice Rininger at Candice.Rininger@uscg.mil by 05:00 PM Eastern Time (ET) Friday August 24, 2018.

Quote Submission Deadline

Proposals must be submitted and received not later than 12:00 PM ET on Friday August 31, 2018. The Government will not accept hand delivered proposal submissions, facsimile submissions, and/or U.S. Postal mail delivery submissions.

Proposals shall be submitted via e-mail to the Contracting Officer Candice Rininger at Candice.Rininger@uscg.mil. Please include “Proposal for RFP 70Z02318RMSA06000” in the subject line of the e-mail.

Please note this RFP shall not be considered direction to proceed with the subject effort, nor a promise of future direction to proceed. Contractors are solely responsible for quotation submission costs.

NOTICE FOR FILING AGENCY PROTESTS

United States Coast Guard Ombudsman Program It is the policy of the United States Coast Guard (USCG) to issue solicitations and make contract awards in a fair and timely manner. The Ombudsman Program for Agency Protests (OPAP) was established to investigate agency protest issues and resolve them without expensive and time-consuming litigation. OPAP is an independent reviewing authority that is empowered to grant a prevailing protester essentially the same relief as the Government Accountability Office (GAO).

Interested parties are encouraged to seek resolution of their concerns within the USCG as an Alternative Dispute Resolution (ADR) forum rather than filing a protest with the GAO or some external forum. Interested parties may seek resolution of their concerns informally or opt to file a formal agency protest with the Contracting Officer or Ombudsman.

Informal Forum with the Ombudsman. Interested parties who believe a specific USCG procurement is unfair or otherwise defective should first direct their concerns to the applicable Contracting Officer. If the Contracting Officer is unable to satisfy their concerns, interested parties are encouraged to contact the U.S. Coast Guard Ombudsman for Agency Protests. Under this informal process the agency is not required to suspend contract award performance. Use of an informal forum does not suspend any time requirement for filing a protest with the agency or other forum. In order to ensure a timely response, interested parties should provide the following information to the Ombudsman: solicitation/contract number, contracting office, Contracting Officer, and solicitation closing date (if applicable).

Formal Agency Protest with the Ombudsman. Prior to submitting a formal agency protest, protesters must first use their best efforts to resolve their concerns with the Contracting Officer through open and frank discussions. If the protester’s concerns are unresolved, an Independent Review is available by the Ombudsman. The protester may file a formal agency protest to either the Contracting Officer or as an alternative to that, the Ombudsman under the OPAP program.

Contract award or performance will be suspended during the protest period unless contract award or performance is justified, in writing, for urgent and compelling reasons or is determined in writing to be in the best interest of the Government. The agency’s goal is to resolve protests in less than 35 calendar days from the date of filing. Protests shall include the information set forth in FAR 33.103(d) (2). If the protester fails to submit the required information, resolution of the protest may be delayed or the protest may be dismissed. To be timely protests must be filed within the period specified in FAR 33.103(e). Formal protests filed under the OPAP program should be submitted electronically to OPAP@uscg.mil and the Contracting Officer or by hand delivery to the Contracting Officer.

Election of Forum. After an interested party protests a Coast Guard procurement to the Contracting Officer or the Ombudsman, and while the protest is pending, the protester agrees not to file a protest with the GAO or other external forum. If the protest is filed with an external forum, the agency protest will be dismissed.
