Travel Document Personalization System II
(TDPS II)

1. TITLE OF PROJECT: Travel Document Personalization System II (TDPS II)
2. PERIOD OF PERFORMANCE: The anticipated contract will have a base period of performance of twelve (12) months from date of award plus four 1-year option periods for maintenance and personalization printer consumables.
3. PLACE OF PERFORMANCE
The place of performance will vary based on the development of the travel booklet design and installation of the printers, but will be primarily at the following contract sites:

4. PROJECT BACKGROUND
The Immigration and Nationality Act (INA), as amended, establishes the purpose and responsibilities of the U.S. Citizenship and Immigration Service (USCIS). USCIS is responsible for carrying out a policy that provides for selective immigration and for controlled entry and stay of non-immigrant aliens. USCIS performs a wide range of investigative, adjudicative, enforcement, and administrative activities in support of its legislated mission.
The authority for the issuance of the travel document booklets originates in the INA and the 1951 Refugee Convention. The INA at §223 provides for the issuance of a “…permit to a lawful permanent resident who…intends to depart temporarily from the United States.…” Article 28 of the 1951 Refugee Convention states that, “…Contracting states shall issue to refugees lawfully staying in their territory travel documents for the purpose of travel outside their territory unless compelling reasons of national security or public order otherwise require.…” The associated implementing regulation can be found at 8 CFR §223.1 (a) and (b).
Since 2003, the Department of Homeland Security (DHS) has been installing and using the Toppan MP300US printing system as an integral part of the Travel Document Personalization System (TDPS). The MP300US Toppan was selected through full and open competition procurement by the Department of State (DOS). USCIS currently uses eight MP300US Toppan’s for personalization in the TDPS: four at the Corbin Production Facility (CPF) and four at Lee’s Summit Production Facility (LPF). Additionally, there are two Toppan’s allocated to USCIS Office of Information Technology (OIT )for testing and development. The purpose of this procurement is to replace and update the personalization equipment in the TDPS, purchase maintenance services for the TDPS, and purchase the equipment consumables required to personalize documents using the TDPS, such as ink, toner, and so forth.
The Travel Document Booklets:
USCIS issues 2 travel document booklets: a Travel Re-entry Permit (I-327) issued to certain lawful permanent residents and a Refugee Travel Document (I-571) issued to certain refugees. These booklets, used like passports at U.S. and foreign ports of entry, are printed in a passport-like format with photographs, identifying information, and several blank pages for stamps. USCIS has produced an average of 83,000 travel documents annually from 2015-2017.
The I-327 and I-571 blank travel document booklets are printed and bound by the U.S.
Government Publishing Office (GPO) and provided to the DHS for issuance/personalization. The travel document booklets issued with the TDPS are machine-readable. They conform to the international standards for such documents as prescribed by the International Civil Aviation Organization (ICAO), of which the U.S. is an active member. These standards include specifications on the format and size of the documents and its data page, the variable and non-variable data in the travel document, and the photograph. The standards require the precise printing of variable text data in optical character recognition – B (OCR-B) font in a machine-readable zone, which must be machine-readable at the B-900 near-infrared level of the spectrum.
5. SCOPE OF WORK:
USCIS intends to replace its existing TDPS personalization equipment in order to enhance the security, durability and quality of the I-327 and I-571 (travel document booklets). This procurement includes the personalization printers, printer consumable materials, software, and maintenance services required to ensure that the equipment continues to perform reliably, minimize downtime, and ensure uninterrupted production of USCIS travel documents. The procurement also includes support during the installation of the printers at the USCIS Card Production Facilities. The Contractor shall coordinate with USCIS OIT for the integration of the printers with existing computerized document issuance systems, and technical support services for reliable operations of the current and evolving TDPS system. Any solution proposed by the Contractor must be compatible with USCIS’ current Information Technology systems and be capable of personalizing the data/bio page using the layout that is currently in use for travel document booklet personalization. Any solution proposed must also be Windows 10 compliant.
In this procurement, the contractor shall provide:
1) Personalization Printers
2) Personalization Printer consumables
3) Transition in with installation and setup of new printers at CPF, LPF, and OIT Development Sites
4) Printer integration with computerized travel document issuance system
5) Training
6) Operational availability
7) Maintenance control and warranty (including replacement parts and spares).
6. SPECIFIC TASK
The Contractor shall ensure that the TDPS II personalization equipment and associated software is compatible with and can be successfully integrated with the existing computerized document issuance systems and is able to personalize booklet dat/bio pages using the existing layout/format. The personalization equipment and associated software shall be Windows 10 compliant. The Contractor shall support the USCIS, GPO, and contractors, as designated by the Government, to ensure:
• The successful and continued integration of the personalization printers into the current and future operational environment;
• The successful integration of the document materials into the Travel
Documents;
• That the document materials work with the personalization printers;
• That the travel document photo/biographical data page is and remains highly secure against threats from alteration, counterfeiting, and simulation;
• That technical upgrades are implemented and maintained at USCIS direction;
• That printer drivers and other software applications are maintained and upgraded to work with USCIS supported operating systems;
• That proper color management procedures and software are upgraded in response to USCIS requirements;
• That new and evolving technology are developed and integrated to the USCIS
TDPS II printing system; and
• Attend project Kick-off and Integrated Project Team meetings either virtually or at the Contractor’s site (The format, times, and agendas will be coordinated by the assigned COR)
6.1. Personalization Printer Equipment and Delivery Requirements
6.1.1 Supply
The Contractor shall supply personalization printers that support automated ink jet printing of a photo and biographical information in color and black and white on the data page. The Contractor shall supply personalization printers that support the application of a ID-3 sized full page patch security laminate after the data page is ink jet printed. Retransfer printing/laminating technology is not acceptable. The Contractor must supply an equal number of personalization printers at LPF and CPF. The Contractor shall provide one printer each to each of the two designated OIT test and development sites listed in Section 3, Place of Performance, of this SOW. The Contractor’s proposed solution must be capable of producing a minimum of 1,650 travel documents per week total and must be able to accommodate surge production of up to 2,000 travel documents per week total (total production of both LPF and CPF combined). The Contractor shall also supply two printers to USCIS OIT for testing and development.
Personalization printers must be able to personalize the Visual Inspection Zone (VIZ) and Machine Readable Zone (MRZ of the photo/biographical data page in a manner that is compliant with International Civil Aviation Organization (ICAO) standards for Machine Readable Passports (MRP). Personalization printers must be able to incorporate the MRZ onto the data page to facilitate inspection of travel documents and reduce time taken in the travel process.
Personalization printers must be able to apply/affix secure laminate to the travel document photo/biographical data page in a manner that avoids bubbling, peeling, and is tamper evident and resistant. Personalization printers should be manufacturer agnostic for the type of secure laminates the printer is able to apply/affix to the travel document; e.g., a personalization printer that requires the use of a proprietary secure laminate provided by a sole source is not in the best interest of the government.
Personalization printers must be highly reliable, maintainable, and easy for operators to use.
The personalization printer shall be able to use inkjet to print in any combination of full color, UV reactive (white light invisible) photos, elements or text matter.
6.1.2 Delivery
The contractor shall coordinate with USCIS points of contacts at the LPF and CPF and designated USCIS OIT POC for the delivery of the personalization equipment, using bonded shippers to locations specified by the USCIS.
6.1.3 Installation
The contractor shall coordinate with the designated LPF and CPF and OIT POC to set up and install personalization equipment, according to schedules agreed to with the USCIS, at locations specified by the USCIS. The contractor shall coordinate with the OIT POC to deliver and complete installation of the two printers at IT sites initially. The second delivery of personalization shall be to CPF, to include first article testing (FAT), user acceptance testing (UAT), and achievement of initial and full operational capability (IOC and FOC) prior to starting the installation at LPF. The Contractor must coordinate with USCIS OIT for approval and testing prior to commencement of installation. USCIS POC’s will coordinate with the contractor to establish the installation and testing schedule.
6.1.4 Ink, Toner, and Other Personalization Printer Consumables The contractor shall supply ink, toner, and other personalization printer consumables required by LPF and CPF for the personalization of travel documents by USCIS. The amount of ink and toner required will vary and will be based upon actual usage. For planning purposes, LPF and CPF currently produce 1,500 travel document booklets combined in total per week as of May 2018, which is less than the average of 83,000 travel document booklets produced between 2015-2017. The contractor shall coordinate with the Contracting Officer’s Representative (COR) for the ordering and delivery of printer consumables.
6.2 Equipment Maintenance
The travel document booklet personalization printers are considered mission critical equipment and must be maintained in such a way as to ensure that these printers can reliably personalize travel document booklets during facility hours of operation. Typical hours of operation for CPF and LPF are between the hours of 7:00am – 5:00pm local time, Monday to Friday.
The Contractor will be required to schedule and perform routine maintenance on the printers provided on an at least monthly basis at each of the facilities where the printers are installed during normal hours of operation.
6.2.1 Responsibilities of the Contractor
The Contractor shall provide maintenance (labor and parts) at each USCIS facility where the printers have been installed and ensure that the printers provided are in good operating condition and personalizing travel document booklets properly
The Contractor shall be expected to return malfunctioning printers to full operational capability either via repair or replacement within 48-72 hours of notification of printer failure.
Maintenance does not include performing electrical work to the facility or anything external to the printers.
The Contractor is not responsible for repairs or replacements of printers that are the result of natural disasters, acts of war, neglect, misuse, failure of facility equipment such as air conditioning, sprinkler systems, environmental control systems, or any other causes that fall outside of the normal use of the printers.
The Contractor’s maintenance representative who conduct the on-site maintenance shall be U.S. citizens and have a Public Trust clearance.
The Contractor shall keep all printers and any related equipment fully operationally capable for a minimum of 95% of the total scheduled operational time frame scheduled for travel document booklet personalization. Refer to Section 8, Performance, of this SOW for the operational standards for printers.
Only new parts or equal shall be used in effecting repairs. Parts that have been replaced shall become property of the Contractor.
The Contractor shall provide pricing for maintenance activities and replacement parts as a part of their proposal.
6.2.2 Responsibilities of the Government
Government personnel shall not perform repairs or anything other than day-to-day routine maintenance of printers after receiving initial training provided by the Contractor.
The Government shall permit escorted access by the Contractor’s maintenance representatives for the performance of maintenance activities.
The Government shall facilitate printer modifications and upgrades identified by the Contractor as necessary to keep the printers in full working order.
6.2.3 Warranty Period
The Contractor shall provide an initial warranty period, of at least 90 days, for each printer and any related equipment or connected devices furnished by the Contractor, if any. During this initial warranty period the Contractor shall be responsible for any remedial maintenance, replacement, or repair at no cost to the Government. The initial warranty period commences on the date that the equipment is installed in each facility.
The initial warranty shall not negate or diminish any other standard warranties that are provided and in effect for the printers.
6.2.4 Principal Period of Maintenance
Refer to the Operational Standards performance measure listed in Section 8, Performance, of this SOW.
6.2.5 Preventative Maintenance
The Contractor shall perform once monthly on-site preventative maintenance service calls at each of the sites listed in Section 3, Place of Performance, of this SOW.
Refer to the Operational Standards and Preventative Maintenance Frequency performance measure listed in Section 8, Performance, of this SOW.
6.2.6 Remedial Maintenance
The Contractor shall provide on-call maintenance service within 48-72 hours of request for repair/notification of printer failure. The Contractor shall return the faulty printer to normal operations within the 48-72 hours of notification of printer failure.
If the Contractor is unable to restore a faulty printer within 48-72 hours of notification of failure from CPF or LPF, the Contractor shall provide a temporary replacement at no cost to the Government at CPF and LPF until the Contractor can restore the faulty printer to full operational capability.
The Government will work with the Contractor to determine the cause of the printer failure and/or defect. Items that cannot be repaired,must be replaced if covered by any warranty or through the maintenance agreement.
6.2.7 Replacement Parts
Any parts replaced by the Contractor during Maintenance visits shall be provided by the Contractor at no additional cost. . The Contractor shall also include pricing for complete replacement printers to remain in effect for the life of the contract.
6.2.8 Non-Chargeable Maintenance Items
There shall be no additional charge for:
• Time spent by maintenance personnel after arrival at the site awaiting the arrival of additional maintenance personnel and/or delivery of parts, etc. after a service call has commenced;
• Remedial maintenance required on any equipment due to Contractor’s failure to follow/perform scheduled monthly preventative maintenance unless the
Government directed the Contractor not to provide the regular monthly preventative maintenance
• Additional remedial maintenance to correct a recurring issue for which a remedial maintenance service call has already occurred within the previous five business days.
6.2.9 Malfunction Reports
Upon the completion of each maintenance call, the Contractor shall provide to the designated COR, OIT, and site POC the information provided below in an electronic format agreed upon with the Government. The Contractor shall also, to the fullest extent possible, use standardized codes describing the malfunction and description of action taken, repairs made, parts replaced along with textual notation. In addition, the Contractor shall be available to discuss potential corrective actions and other possible mitigation techniques to prevent recurrence of equipment failure.
At a minimum the Contractor shall provide the following information and any additional information that may be requested by the Government within reason:
Date and time notified Date and time of completion of service call Type and serial numbers of equipment Description of malfunction/failure Date and time equipment was restore to full operational capability/functionality Service call reference number Description of action taken, repairs made, parts replaced.
6.3 Training
The Contractor shall provide all training required facilitating a smooth transition for the use of the printers. Training shall include training of USCIS Staff and USCIS contract personnel in all aspects of printer operations, use, and care. This will be a one time on site training provided for up to 10 personnel per facility.
Training of USCIS staff and USCIS contract personnel shall include all aspects of the daily use of the printer in producing travel documents. This shall include powering up and turning off the printer, changing all materials used in the printing process, removal of jams, security and control, use of all controls, indicator lights or devices, and normal expected housekeeping/daily upkeep of the printer. Training shall also include color management quality control training that will ensure that the printer is consistently printing colors in the proper tones.
Training of USCIS staff and USCIS contract personnel shall include all aspects of setting up the printer and making software and network configuration adjustments which will enable the optimal printer performance in a networked environment.
Training shall be provided by the contractor that may include Senior Programmer/Analyst, Programmer Analyst, Technician, and Administrative Assistant.
6.5 Documentation
The Contractor shall provide clearly written user-friendly manuals and documents in English language. These documents and manuals shall describe maintenance procedures, computer/network interface requirements, diagnostics, and user instructional information.
User instructional information shall reference the use of all user interfaces such as start-up, shutdown, loading the printer with supplies, and removing jams.
6.6 Technical Support:
6.6.1 Printer Support
The Contractor shall provide technical support to USCIS for the installation and integration of the printers into the computerized document issuance systems at LPF, CPF, and IT designated sites. This support shall include the initial setup and calibration of every printer at an installation site. The contractor shall provide continuing technical support and consultation over the period of performance for the contract to USCIS for the operation and possible modified use of the printer.
6.6.2 Document Printing Support
The Contractor shall provide consultative advice and technical support to USCIS and GPO to ensure the successful implementation of any required changes to the current travel document manufacturing and printing processes, equipment, or materials.
6.6.3 Consulting Services
The Contractor shall provide consulting services to the Government in connection with current and evolving requirements for the U.S. travel documents. The Contractor shall provide expert technical advice in connection with changes to the TDPS II processes;
changes in the security characteristics of the passport materials and designs;
modifications of maintenance procedures and schedules; and modifications and adaptations of TDPS II hardware and software. When directed by the Government, the Contractor shall participate in working groups in support of USCIS travel document booklet initiatives. USCIS anticipates redesigning the travel document booklets every three to five years and the Contractor shall participate in working groups for redesign.
6.6.4 Technical Upgrades
The Contractor shall conduct the following, but not limited to:
Investigate, analyze and evaluate upgrades, additions of modifications to the printing system and to travel document materials, data page designs and information elements, security features, and machine readability to increase the cost effectiveness of the TDPS II printing system, hardware and software. At the direction of the Government, the Contractor shall demonstrate and evaluate the feasibility, and merit of upgrades, additions or modifications to the travel documents, to the printing and personalization process, and the travel document production processes at the GPO. The Contractor shall deliver any changes, modifications, and/or upgrades once approved for implementation by the Government.
6.6.5 Image Quality Improvement Program Support
The Contractor shall provide consultative advice and technical support as necessary to help the Government ensure that the printers continue to personalize data/bio page images in accordance to the established standards and specifications provided by the Government. The Contractor shall work with the Government to trouble shoot any degradation or defective personalization of data/bio page images and help the Government to perform causal analysis and institute appropriate corrective actions.
6.6.6 Color Management
The Contractor shall provide color management services in connection with the images being personalized on the data/bio page of the travel document booklets. The Contractor shall help the Government resolve any issues related to the processing and subsequent personalization of images onto the data/bio page of the travel document booklet.
6.7 Software
6.7.1 Printer Control Software
The Contractor shall provide printer control software which successfully and efficiently interfaces the printer with the TDPS II system. This software shall provide connectivity of the printer to the host microcomputer, data page functionality, and USCIS operated support systems. The format of the data page, to include both tombstone and applicant dependent data, shall be able to be defined through the use of the Contractor provided page layout functionality. This functionality may be provided through an integrated use of the printer application software or as a separate utility. The Contractor’s solution shall provide the ability to modify the layout of the data page in the future. The functionality shall be able to define field type (image, numeric, alpha, etc.), location, font, point size, field width, and any other field characteristics the Contractor deems necessary.
6.7.2 Software updates
The Contractor shall provide printer control software updates in keeping with the evolving requirements of the TDPS II.
6.7.3 Special Purpose Software
The Contractor shall supply special purpose software to support the improvement and/or maintenance of the data and images printed by TDPS II.
6.7.4 Software Format
The Contractor shall supply software in the form of executable (compiled) code via Web-based delivery or other means upon USCIS OIT approval in languages compatible with those used in TDPS II. The Contractor shall supply software in other formats, e.g. source code or magnetic media, if requested by USCIS.
6.7.5 Software Licensing and License Restrictions
The Contractor shall identify, in all software deliverables, all third party software and related licenses required for the legal use of Contractor supplied software. Whenever third party software is included in Contractor supplied software, the Contractor shall make all necessary arrangements for legal use of the third party software by the Government.
6.8 Technical Support for Document Security Devices
The Contractor shall provide technical support to USCIS and GPO for the design and implementation of any security device(s) which is/are offered to the USCIS for use in the document. The security devices offered may be in the form of an optical variable device such as a highly secure hologram, diffraction grating device, etc., the purpose of which is to validate the genuineness of the document and to prevent counterfeiting and simulation of the data page.
7. DELIVERABLES:

8. PERFORMANCE
Performance Measure Target
Operational Standards
For each site the Contractor shall keep the printers and related equipment operational 95% of the total scheduled operating hours (eight hour work day, five days per week, between the hours of 7:00am – 5:00pm, Monday through Friday) for all printers, or the total actual operating hours for all printers, whichever is greater. The Contractor shall restore printers to full operational capability within 48-72 hours of request for repair/notification of printer failure.
Preventative Maintenance Frequency
The Contractor shall provide a minimum of one Preventative Maintenance per month per printer. This maintenance shall be scheduled with the appropriate site POC to occur during the hours of 7:00 am – 5:00 pm, Monday through Friday.
9. GOVERNMENT FURNISHED PROPERTY/INFORMATION:
9.1 Government-Furnished Property (GFP):
GFP will not be furnished to the Contractor under this award.
9.1.2 Government-Furnished Data:
The Government shall provide the “Test” (non-sensitive) data for any testing. The Contractor will take required precautions to safeguard any data related to the travel document personalization printers, software, and any Government systems that the Contractor may need to access in the course of performing under this award.
10. DOCUMENTATION
All documentation developed by the contractor shall become the property of the Government.
10.1.1 Project Status Report
The Contractor shall provide monthly reports that reflect the status of on-going activities to support TDPS II at the LPF and CPF, such as the resolution of printer failures or preventative maintenance activities. The report shall compare the actual versus the proposed schedule for this effort. If required, the report shall describe the circumstances that result in any significant deviations from the proposed schedule.
10.1.2 Maintenance Plan
The Contractor shall provide updates to existing maintenance plan as required to incorporate new technology enhancements to contractor software, hardware and personalization printers.
10.1.3 Training Plan
The Contractor shall provide a Training Plan that encompasses the one-time initial training of personalization printer operator. The training plan shall at a minimum include the:
• Training approach
• Personnel Training requirements
• Class Agenda/Syllabus
• Training Schedule
• Lesson Plans
10.1.4 System Documentation
The Contractor shall provide all documentation required to support the operation and maintenance of the personalization printers and supporting equipment. This documentation shall be updated and provided to USCIS, or as tailored by the Government. This documentation shall at a minimum include:
• User Manuals
• Standard Operating Procedures (SOPs)
• Spare Parts List
• System Design document
• Interface control document
10.1.5 Advanced Technology Plan
The Contractor shall provide USCIS a plan that identifies technological advances that could improve the quality and/or effectiveness of travel documents, such as image quality improvements and chip utilization.
10.1.6 Project Management Plan
In addition to the above deliverables the Contractor shall support the development of a project plan that is approved by the USCIS Program Office. The Contractor’s inputs shall include delivery and installation at CPF, LPF, and designated IT sites; security of the installed system software electronic and connectivity at CPF, LPF, and designated IT sites and development of the CPF, LPF, and designated IT sites System Acceptance Testing (SAT) Plan. The details of this work will be provided at the weekly TDPS II status meetings.
11. TRAVEL
Travel is not separately priced for this requirement .
12. Enterprise Architecture (EA) Compliance Language This is a list of EA Architecture Compliance language agreed upon between Components and HQ DHS to be used in preparing SOW, PWS & SOO for IT acquisitions & services. The following Components (CBP, TSA & USCG) have their own customized version listed below that must be used. All other Components must use the DHS Enterprise Architecture Compliance language that follows:
DHS Enterprise Architecture Compliance All solutions and services shall meet DHS Enterprise Architecture policies, standards, and procedures. Specifically, the contractor shall comply with the following HLS EA requirements:
- All developed solutions and requirements shall be compliant with the HLS EA.
- All IT hardware and software shall be compliant with the HLS EA Technical Reference Model (TRM) Standards and Products Profile.
- Description information for all data assets, information exchanges and data standards, whether adopted or developed, shall be submitted to the Enterprise Data Management Office (EDMO) for review, approval and insertion into the DHS Data Reference Model and Enterprise Architecture Information Repository.
- Development of data assets, information exchanges and data standards will comply with the DHS Data Management Policy MD 103-01 and all data-related artifacts will be developed and validated according to DHS data management architectural guidelines.
- Applicability of Internet Protocol Version 6 (IPv6) to DHS-related components (networks, infrastructure, and applications) specific to individual acquisitions shall be in accordance with the DHS Enterprise Architecture (per OMB Memorandum M-05-22, August 2, 2005) regardless of whether the acquisition is for modification, upgrade, or replacement. All EA-related component acquisitions shall be IPv6 compliant as defined in the U.S. Government Version 6 (USGv6) Profile (National Institute of Standards and Technology (NIST) Special Publication 500-267) and the corresponding declarations of conformance defined in the USGv6 Test Program.
13 Section 508 Requirements
Section 508 of the Rehabilitation Act, as amended by the Workforce Investment Act of 1998 (P.L. 105-220) (codified at 29 U.S.C. § 794d) requires that when Federal agencies develop, procure, maintain, or use information and communications technology (ICT), it shall be accessible to people with disabilities. Federal employees and members of the public with disabilities must be afforded access to and use of information and data comparable to that of Federal employees and members of the public without disabilities.

2. When providing installation, configuration or integration services for ICT, the contractor shall not reduce the original ICT item’s level of Section 508 conformance prior to the services being performed.
3. When providing maintenance upgrades, substitutions, and replacements to ICT, the contractor shall not reduce the original ICT’s level of Section 508 conformance prior to upgrade, substitution or replacement. The agency reserves the right to request an Accessibility Conformance Report (ACR) for proposed substitutions and replacements prior to acceptance. The ACR should be created using the on the Voluntary Product Accessibility Template Version 2.1 or later.

4. Contractor personnel shall possess the knowledge, skills and abilities necessary to address the applicable revised Section 508 Standards for each ICT.
5. Exceptions for this work statement have been determined by DHS and only the exceptions described herein may be applied. Any request for additional exceptions shall be sent to the Contracting Officer and a determination will be made according to DHS Directive 139-05, Office of Accessible Systems and Technology, dated January 29, 2016 and DHS Instruction 139-05-001, Managing the Accessible Systems and Technology Program, dated January 11, 2017.
6. Where ICT conforming to one or more requirements in the Revised 508 Standards is not commercially available, the agency shall procure the ICT that best meets the Revised 508 Standards consistent with the agency’s business needs, in accordance with 36 CFR E202.7. Any selection of a product or service that meets less accessibility standards due to a significant difficulty or expense shall only be permitted under an undue burden claim and requires authorization from the DHS Office of Accessible Systems and Technology (OAST) according to DHS Directive 139-05, Office of Accessible Systems and Technology, dated January 29, 2016 and DHS Instruction 139-05-001, Managing the Accessible Systems and Technology Program, dated January 11, 2017 and 36 CFR E202.6.
2. Instructions to Offerors
1. For each commercially available Information and Communications Technology (ICT) item offered through this contract, the Offeror shall provide an Accessibility Conformance Report (ACR). The ACR shall be created using the Voluntary Product Accessibility Template Version 2.1 or later. The template can be found at https://www.itic.org/policy/accessibility/vpat. Each ACR shall be completed in accordance with all the instructions provided in the VPAT template. Each ACR must address the applicable Section 508 requirements referenced in the Work Statement. Each ACR shall state exactly how the ICT meets the applicable standards in the remarks/explanations column, or through additional narrative. All “Supports”, “Supports with Exceptions”, “Does Not Support”, and “Not Applicable” (N/A) responses must be explained in the remarks/explanations column or through additional narrative. The offeror is cautioned to address each standard individually and with specificity, and to be clear whether conformance is achieved throughout the entire ICT Item (for example - user functionality, administrator functionality, and reporting), or only in limited areas of the ICT Item. The ACR shall provide a description of the evaluation methods used to support Section 508 conformance claims. The agency reserves the right, prior to making an award decision, to perform testing on some or all of the Offeror’s proposed ICT items to validate Section 508 conformance claims made in the ACR.

2. For each ICT Item that will be developed, modified, installed, configured, integrated, or hosted by the contractor pursuant to this contract, the offeror shall provide an acknowledgement of the Section 508 requirements and a detailed explanation of the Offerors plan to ensure conformance with the requirements.
The Offeror shall also describe the evaluation methods that will be used to validate for conformance to the Section 508 Standards.
3. Acceptance Criteria
1. Before accepting items that contain Information and Communications Technology (ICT) that are developed, modified, or configured according to this contract, the government reserves the right to require the contractor to provide the following:
o Accessibility test results based on the required test methods.
o Documentation of features provided to help achieve accessibility and usability for people with disabilities.
o Documentation of core functions that cannot be accessed by persons with disabilities.
o Documentation on how to configure and install the ICT Item to support accessibility.
o Demonstration of the ICT Item’s conformance to the applicable Section 508 Standards, (including the ability of the ICT Item to create electronic content – where applicable).
2. Before accepting ICT required under the contract, the government reserves the right to perform testing on required ICT items to validate the offeror’s Section 508 conformance claims. If the government determines that Section 508 conformance claims provided by the offeror represent a higher level of conformance than what is actually provided to the agency, the government shall, at its option, require the offeror to remediate the item to align with the offeror’s original Section 508 conformance claims prior to acceptance.
