Sole Source Justification (SSJ) Test Program for Certain Commercial items for procurements exceeding the Simplified Acquisition

Pursuant to the requirements under the authority of the Simplified Procedures for Certain Commercial Items at 41 U.S.C. 1901 as implemented by Federal Acquisition Regulation (FAR) Subpart 13.501 and consistent with the content requirements of FAR 6.303-2.
1. Agency and Contracting Activity. Identification of the agency and the contracting activity, and specific identification of the document as a ""sole source justification."
The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), intends to award a sole source contract.
2. Nature and/or description of the action being approved.
DHS intends to award a sole source contract to Digital Science, 625 Massachusetts Avenue, Cambridge, MA 02139, for data repository development and delivery services using Simplified Procedures for Certain Commercial Items without seeking competition.
This action is being taken pursuant to FAR 13.501. Digital Science is the only company with the capability to build a DHS data repository in accordance with the Office of the Science and Technology Policy (OSTP) Memorandum and DHS Public Access Policy, while also ensuring public access policy compliance to Findable, Accessible, Interoperable, Reusable (FAIR) principles, standards, and requirements.
3. Description of Supplies/Services. Describe the supplies or services to be acquired. Provide the estimated total value (including options, if any).
The requirement is to build a data repository with a customized DHS Storefront to allow DHS to post publically-releasable scientific digital data from peer-reviewed publications resulting from DHS-funded research. The total cost to build and maintain a DHS data repository for the seven DHS Components is $ (firm-fixed-price). The period of performance is five years: a one-year base period for data repository staging, set-up, and implementation, and four, one-year option periods for operation and maintenance.
