PUBLIC NOTICE
DEPARTMENT OF HOMELAND SECURITY
REQUEST FOR PROPOSAL NO. 70RDAD20R00000003
AUTOMATED EXTERNAL DEFIBRILLATION
This is a public notice in accordance with the Federal Acquisition Regulation 5.10l(a)(2) -
Methods of dissemination information. All responsible sources may submit a response which, if timely received, must be considered by the Agency.
Request for Proposal no 70RDAD20R00000003 closes on Friday, January 31, 2020 at 10:00 am
Eastern Standard Time (EST).
All responses shall be in adherence to the attached Combined Synopsis/Solicitation
Combined Synopsis/Solicitation Description:
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Proposals are being requested and a written solicitation will not be issued. The Government intends to award a Firm Fixed Price contract under the Simplified Acquisition Procedures using FAR Part 13.
(ii) The solicitation reference number is 70RDAD20R00000003. This requirement is issued as a Request for Proposal (RFP).
(iii) This RFP and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular (FAC) 2020-03.
(iv) This solicitation is100% set aside for small business. The associated North
American Industry Classification system (NAICS) code is 423450 Medical, Dental, and Hospital Equipment and Supplies Merchant Wholesalers.
(v) The Contract Line Item Numbers, Items, Quantities, and Units of Measure are listed in Attachment A
(vi) The contract shall provide for Automated External Defibrillation (AED) in accordance with Attachment A.
(vii) The period of performance: One Year from date of award. The place of performance shall be: Center Building to include the West Addition located at the St. Elizabeth’s Campus, 2701
Martin Luther King Avenue, Southeast, Washington, DC 20032.
(viii) The provision at 52.212-1, Instructions to Offerors - Commercial Items (Oct.
2018) applies to this acquisition.
ADDENDUM TO 52.212-1:
Offeror’s submission must include the following information: Dun and Bradstreet Number
(DUNS); Northern American Industrial Classification System (NAICS) Code; Contact
Name; Contact Email Address; Contact Telephone and Fax Number; Complete Business
Mailing Address. Each Offeror shall submit Pricing as a separate document that shall include the format shown on Attachment A.
The Offeror shall not submit more than two (2) pages for their Pricing Proposal. The
Technical Capability Proposal shall be no more than two (2) pages. The entire submitted
Proposal shall be no more than four (4) pages. No price information shall be in the
Technical Capability Proposal.
(ix) The provision at 52.212-2, Evaluation - Commercial Items (Oct 2014) applies to this acquisition. This contract will be awarded on a Lowest Price
Technically Acceptable basis. Vendors will be evaluated based on their adherence to the requirements set forth in Attachment A.
Technical Acceptance: Offeror shall address each of the technical requirements outlined in Attachment A. Technical Capability will be evaluated on an Acceptable or Unacceptable basis. Acceptable Rating: Proposal clearly meets the minimum requirements of the solicitation. If any of the requirements are considered
Unacceptable then the entire Technical Proposal will be considered Unacceptable and the Offeror will no longer be considered for award.
a) EVALUATION AND AWARD: It is the intent of the Government to award a single Firm Fixed Price Purchase Order from this solicitation. All interested parties must quote on all items. Award will be made to the Lowest Price
Technically Acceptable (LPTA), responsible contractor. To be technically acceptable, the items being quoted must meet all requirements listed under
Attachment A.
b) The Government intends to award upon the basis of initial proposals.
Discussions are not anticipated; however, the Government reserves the right to hold discussions at the sole discretion of the Contracting Officer. Offerors are therefore cautioned that each initial proposal must contain the Offeror’s best quote.
Price Analysis: The Government will conduct its price analysis using one or more of the techniques listed below:
1. Comparison of proposed prices received in response to the solicitation.
2. Comparison of proposed prices with independent government cost estimates.
c) A written notice of award or acceptance of a proposal, mailed or otherwise furnished to the successful Offeror within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party.
(x) FAR 52.212-3 Offeror Representations and Certifications - Commercial Items
(Dec 2019), applies to this acquisition. The Offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the system for Award
Management (SAM) Web site access through www.sam.gov/portal. The
Offeror is hereby required to complete the annual Offeror representations and certifications prior to the response due date.

SECTION I
INTRODUCTION
1.0 Background
Sudden Cardiac Arrest (SCA) can strike anybody, anytime, anyplace and often without warning.
It is believed that increasing age and existing coronary problems lead to an increased risk. Unlike a heart attack in which blood flow to the heart muscle is temporarily blocked, the primary cause of SCA is ventricular fibrillation. This is a life-threatening condition in which the heart’s normal electrical signals become disorganized and erratic, causing the heart to cease pumping blood effectively. Defibrillation or restoring the heart’s natural rhythm by applying an electrical shock is the only definitive treatment for SCA.
According to the American Red Cross, an AED is a device that analyzes the heart’s rhythm and, if necessary, may help the heart to reestablish an effective rhythm of its own. An AED is about the size of a laptop computer, is portable, fairly easy to use, and can vary in cost considerably based on features. The accessibility of AEDs is important when Emergency Medical Services
(EMS) arrival times may be delayed due to traffic congestion or remoteness of location. In order for AEDs to assist in saving lives, a comprehensive AED use program must be in place to ensure trained and qualified AED operators are on site to use the cardiopulmonary resuscitation (CPR) and advanced life support techniques. Immediate contact of EMS by calling 9-1-1 or the local emergency services number must also occur when an AED is used. A preventive maintenance program, as well as medical oversight, must also be components of the AED use policy.
2.0 Purpose
To meet appropriate portions of the Federal Cardiac Arrest Survival Act and the requirements pertaining to AED deployment and use under District of Columbia AED Bill No. B13-0735.
The purpose of this acquisition is to acquire Automated External Defibrillation (AED) Program and Services. This request for proposal (RFP) is 100 % set aside for Small Business (SB), under the Socio-Economic Category.
3.0 Purchase Order Type
This purchase order will be awarded on a Lowest Price Technically Acceptable (LPTA) basis.
This is a Firm Fixed Price Purchase order with a period of performance for one year from date of award.
SECTION II
STATEMENT OF WORK (SOW)
1.0 Scope of Work
The Contractor shall provide the following AED services:
Oversight:
Conduct annual AED Oversight Subscription Service for 250 AED units that include:
- Maintaining the established AED program protocol document;
- Providing full medical leadership and oversight, guidance, mock drill, SCA event reports and reviews, consultation, and annual prescriptions (policy review);
- Providing updates to the protocol as needed by the Agency (including staff changes, site relocation, etc.);
- Ensuring the AED Program and each of the AEDs with the local Board of Health as required;
and
- Conducting ongoing management of the AED program; i.e., unit updates, updates to algorithms for CPR based on industry guidelines and other handbook materials and assist Agency and manufacturers with notification of recalls.
• Training:
Conduct 15 Adult/Child CPR/AED/FA Combo classes including evacuation chair training
(initial and/or recertification) classes of 8 students minimum per class. Training shall be held on a monthly, quarterly, or continuous basis to certify responders’ skills are efficient to comply with the AED program requirements. The goal is to have four responders per AED unit. The Agency has the option to choose courses that range from CPR/AED/FA, CPR/AED/FA/BBP, CPR/AED/BBP, and CPR/AED.
• Twelve (12) Physio-Control LifePak 1000 Automated External Defibrillators (or AEDs) that include: - Two Sets of Adult Electrode Pads;
- Battery and Spare Battery Packs (4-Year Lithium);
- Semi-Rigid Carrying Case;
- Quick Reference Card;
- User’s Manual and Quick-Start Guide;
- Rescuer CPR/AED Pack;
- Three-Dimensional AED Wall Sign;
- AED Check Tag; and
- AED and CPR Guidelines Reference Poster.
• Procure and install twelve (12) Evac Chairs for the West Addition located at the St.
Elizabeth’s Campus, 2701 Martin Luther King Avenue, Southeast, Washington, DC 20032.
Procure and install the following AED products and supplies for the Center Building to include the West Addition located at the St. Elizabeth’s Campus, 2701 Martin Luther King Avenue, Southeast, Washington, DC 20032:
Additional Information
Provide products and services as described above. Install the AED wall cabinets, signage and
AEDs at the St. Elizabeth’s Campus along with the stairwell evacuation chairs in accordance with the American with Disability Act requirements.
