Combined Synopsis/Solicitation Description:
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government intends to award Firm Fixed Price contract under Simplified Acquisition Procedures (SAP) using FAR Part 13.
(ii) The solicitation reference number is 70RDAD18R00000003. This requirement is issued as a Request for Proposal (RFP).
(iii) This RFP and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-63.
(iv) This solicitation is not set aside for small business. The associated North American Industry Classification System (NAICS) code is 812930, and the Small Business size standard.
(v) The Contract Line Item Numbers, Items, Quantities, and Units of Measure (including options) are listed in Attachment A (CLIN Structure). The anticipated date for contract award is February 12, 2018.
(vi) The contractor shall provide: (a) Unreserved parking spaces in a covered and fully secured structure (herein referred to as “facility”) that is well lit and secured 24 hours a day seven (7) days a week. (b) A facility located at or near (within a .25-mile radius or 1 block whichever is less) 1201 New York Avenue, NW, Washington, DC 20005-3917. (c) Permits by which permit holders shall have access to the parking facility twenty-four (24) hours per day, seven (7) days a week (including holidays). (d) Parking spaces that may be individual spaces, or tandem (with 2 vehicles per space), or a combination of tandem and individual spaces. (e) A facility that shall be monitored by garage attendant, at a minimum, between the hours of 7:00am and 7:00pm, Monday through Friday. (f) Parking structure shall have a clearance of at least 7’ 0”. Parking spaces should be accessible for mid-size vehicles and SUVs. (g) Secure access to the facility via key security card or a number pad. If the key security card is used, the Contractor shall issue security card keys to the Department of Homeland Security (DHS). If the number pad is used, the DHS will control the numbers. (h) Parking area shall be kept clean. All trash shall be picked up and disposed of in appropriate containers a needed. Dirt, grime, and oil accumulation shall be removed.
(vii) Date(s) and place(s) of delivery and acceptance and FOB are as follows.

(viii) The provision at 52.212-1, Instructions to Offerors – Commercial Items (Jan 2017), applies to this acquisition. The following addendum is hereby attached to this provision:
Each Offeror shall submit Pricing as a separate document that shall include the format identified in Attachment A.
(ix) The provision at 52.212-2, Evaluation – Commercial Items (Oct 2014), applies to this acquisition. The following factors shall be used to evaluate offers: 1) Technical Capability, Past Performance, and Price.
1.1. Technical Capability is more important than Past Performance. When combined, the technical evaluation factors of
(i) Technical Capability, and
(ii) Past Performance are more important than Price.
As the technical evaluation of quotations approaches equality, greater will be the importance of price in making the award determination. In the event that two or more quotations are determined not to have any substantial technical differences, award may be made to the lower priced quotation. It should be noted that award may be made to other than the lowest priced quotation if the Government determines that a price premium is warranted due to technical merit.
The Government may also award to other than the highest technically rated quotation, if the Government determines that a price premium is not warranted.
Past Performance Assessments: The Quoter (s) past performance will be evaluated on the basis of information contained in the Quoter (s) submission and the information that the Government obtains through reference checks or other means. The past performance evaluation will assess the Quoter (s) record of providing high quality services of a similar nature in a manner that ensures maximum accuracy, cost effectiveness and overall client satisfaction. Past Performance includes relevance of experience and past performance quality.
1.2 Awards may also be made on the basis of initial proposals without discussions. Quoter (s) are therefore cautioned that each initial proposal should contain the Quoter (s) best terms.
1.3 Price Analysis: The Government will conduct its price analysis using one or more of the techniques listed below:
1. Comparison of proposed prices received in response to the solicitation.
2. Comparison of proposed prices with independent government cost estimates.
3. Comparison of proposed prices with prices obtained through market research for the same or similar items.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the options(s). The Government will evaluate FAR clause 52.217-8 Option to Extend Services (NOV 1999).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful Quoter within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(x) FAR 52.212-3 Offeror Representations and Certifications—Commercial Items (Nov 2017), applies to this acquisition. The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website located at https://www.sam.gov/portal. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u) of this provision.
(xi) The clause at 52.212-4, Contract Terms and Conditions – Commercial Items (Jan 2017), applies to this acquisition. The following addendum has been attached to this provision:
Addendum
The clause 52.217-9 Option to Extend the Term of the Contract (MAR 2000).
(a) The Government may extend the term of this contract by written notice to the Contractor at any time within the term of the contract, provided that the Government gives the Contractor preliminary written notice of its intent to extend at least (30) days before the contract expires.
The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 58 months.

(xii) The provision at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items (Nov 2017), applies to this acquisition.
(xiii) The following additional FAR provisions and clauses are necessary for this acquisition and consistent with customary commercial practices:
The following additional clauses provisions are cited: HSAR 3052.209-70 Prohibition on contracts with corporate expatriates; and HSAR 3052.242-72 Contracting Officer's Technical Representative.
