SECTION II - SPECIFICATIONS/STATEMENT OF WORK (SOW)
1.0 GENERAL
1.1 BACKGROUND
The Office of the Chief Human Capital Officer (OCHCO) is responsible for the Department’s human capital program, which includes human resources policy, systems, and programs for strategic workforce planning; recruitment and hiring; pay and leave; performance management; employee development;
executive resources; labor relations; work-life; and safety and health. OCHCO's work is critical to supporting and enabling the Secretary’s workforce strategy to build an effective, mission-focused, diverse, and inspiring cadre of leaders; recruit a highly qualified and diverse workforce; retain an engaged workforce; and solidify a unified Department of Homeland Security (DHS) culture of mission performance, adaptability, accountability, and results. As a result, the DHS utilizes the opportunity to present awards to key employees for mission critical contributions and accomplishments at the various Secretary’s Ceremonies held from April – June annually. The 2024 DHS Secretary’s Awards Ceremonies will officially recognize the mission critical contributions of key DHS Employees in an open forum that demonstrates an organizational appreciation for the hard work and resilience of key employees.
1.2 SCOPE AND OBJECTIVES
The Contractor shall manufacture the award devices and plaques with the minimum requirements listed below in section 2.0.
The objective is for award device support services for the 2024 Secretary’s Award ceremonies.
2.0 SPECIFIC REQUIREMENTS/TASKS
The award devices will need to have the following:
• Award devices must display the DHS Seal and the award name.
• Award devices must be personalized with the individual awardee’s or team’s name(s).
• Award devices must be delivered no later than 14 business days after the names are submitted.
• Award devices must meet the specifications identified below.
• Award devices must be packaged bearing an external label that shows the awardee’s name, team’s name (if applicable), and component.
The award devices must be delivered no later than fourteen (14) calendar days from when DHS provides the Contractor the awardees and teams names.
2.1 TASK ONE: Award of Valor
The contractor shall provide forty-six (46) Award of Valor crystal awards with the following specification:

The contractor shall provide three hundred and twenty-five (325) Award of Innovation crystal awards with the following specification:

2.3 TASK THREE: Champion of Equity Award

3.0 OTHER APPLICABLE CONDITIONS
3.1 GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION
The Government will provide all necessary information, data, and documents to the Contractor for work required under this contract.
3.2 CONTRACTOR FURNISHED PROPERTY
The Contractor shall furnish all equipment necessary to fulfill the requirements of this contract.

SECTION III - DELIVERIES AND PERFORMANCE
1.0 PERIOD OF PERFORMANCE
The period of performance is from January 15, 2024 to January 14, 2025.
The first option period will be from January 15, 2025 to January 24. 2026.
The second option period will be from January 15, 2026 to January 24. 2027.
2.0 PLACE OF PERFORMANCE
The primary place of performance will be the Contractor’s facilities.
3.0 DELIVERABLES
The Contractor shall consider items in BOLD as having mandatory due dates.

• Delivery date – as defined on the award document, partial deliveries may be accepted with written agreement of the Contracting Officer’s Representative.

The vendor will coordinate all deliveries with the TPOC.

4.0 GOVERNMENT ACCEPTANCE PERIOD
The government Technical Point of Contact (TPOC) will review deliverables (Refer to Section 4 -
Award Device Support Services Page 7 of 28
Deliverables) prior to acceptance of all work produced under this contract in accordance with FAR 52.212-4 Contract Terms and Conditions—Commercial Products and Commercial Services and provide the Contractor with an e-mail that provides documented reasons for non-acceptance. If the deliverable is acceptable, the government TPOC will provide notification of the acceptance to the Contractor via email and copy the COR of record.
The TPOC will have the right to reject or require correction of any deficiencies found in the deliverables that are contrary to the information contained in the Contractor’s accepted proposal at no additional cost. In the event of a rejected deliverable, the Contractor will be notified in writing by the COR of the specific reasons for rejection. The Contractor shall provide a corrected deliverable and ship it per delivery instructions at no cost to the government. Should the correction be based on Government error, the contractor shall submit a cost estimate quote for approval to the government TPOC, COR and CO for modification to the original contract for a cost adjustment. Under no circumstance shall the contractor or government make changes to the scope of the contract without a signed/countersigned modification issued by the contracting officer.
The TPOC will have fifteen (15) business days to review deliverables and make comments. The Contractor shall have five (5) business days to make corrections and redeliver.
All other review times and schedules for deliverables shall be agreed upon by the TPOC and Contractor with notification to the COR. The Contractor shall be responsible for timely delivery to Government personnel in the agreed upon review chain, and at each stage of the review. The Contractor shall work with personnel reviewing the deliverables to assure that the established schedule is maintained.
A mutually agreed deliverables formats and schedule will be established ten (10) days prior to first delivery.

2.0 CONTRACTING OFFICER’S REPRESENTATIVE (COR)
The Contracting Officer will designate a COR to assist in monitoring the work under this Purchase Order.
The COR is responsible for the technical administration of the Purchase Order and technical liaison with the Contractor. The COR is not authorized to change the scope of work or specifications as stated in the Purchase Order, to make any commitments or otherwise obligate the Government or authorize any changes which affect the Purchase Order price, delivery schedule, period of performance, or other terms or conditions.
The COR for this Purchase Order will be provided at Purchase Order award.

3.0 CONTRACTING OFFICER’S AUTHORITY
A warranted Contracting Officer is the only person authorized to issue modifications to the Purchase Order clause/provision contained elsewhere in this Purchase Order, the authority to modify the Purchase Order remains solely with the Contracting Officer. If the Contractor makes any Purchase Order changes at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the Purchase Order to cover any increases in charges that may result. The Contracting Officer has the authority to perform any and all post-award functions in administering and enforcing the proposed Purchase Order in accordance with its terms and conditions.

SECTION V - INVOICE AND PAYMENT PROVISIONS
1.0 Invoices shall be prepared in accordance with FAR Clauses 52.232-25 Prompt Payment and 52.212-4 Contract Terms and Conditions---Commercial Items Alt I. In addition to invoice preparation as required by the FAR, the Contractor's invoice shall include the following information:
a) Cover sheet identifying DHS;
b) Purchase Order Number;
c) Modification Number, if any;
d) Unique Entity Identifier (UEI) Number;
e) Dates of provided service; and
f) Associated CLIN
2.0 The Contractor shall submit one invoice by the 5th business day of each month.
3.0 Contract Line Item Number (CLIN) for each billed item

The contractor shall submit invoices to the email addresses above. Additionally, the contractor shall prepare and submit a sufficient and procurement regulatory compliant invoice for technical certification of inspection/acceptance of services and approval for payment. The contractor shall attach back up information to the invoice substantiating all costs for services performed. The Contractor's written or electronic acceptance by the COR and date of acceptance shall be included as part of the backup documentation. If the invoice is submitted without all required back up documentation, the invoice will be rejected.
The Government reserves the right to have all invoices and backup documentation reviewed by the Contracting Officer and COR prior to payment approval.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the
Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)
(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1), in a subcontract for commercial products or commercial services.
