1. Purpose

Lowest Price Technically Acceptable Acceptable/Unacceptable Criteria and Evaluation Plan

This plan will be used to establish the evaluation criteria to determine technical acceptability of offeror proposals and establishes a controlled and impartial means of evaluating proposals for the subject solicitation. The contract will be awarded to the proposal that submits the lowest bid while meeting or exceeding the standards set for non-price factors.

Proposals shall be submitted in three separate volumes as shown below:

2. Evaluation Factors

The evaluation factors are as follows:

The Government will conduct a technical evaluation on the submitted proposals using the two non-price technical factors listed above, assigning a rating of Acceptable or Unacceptable. It is the Government’s intent to award the contract to the offeror whose proposal has the lowest price after determining technical acceptability for all two technical factors (i.e., the offeror’s proposal must receive a rating of Acceptable for all three factors).

3. Evaluation Standards: Each factor and/or sub-factor will be assigned a rating of Acceptable or Unacceptable. In order to be considered technically acceptable, the proposal must be technically acceptable at each factor. An unacceptable rating at any one factor makes the entire proposal unacceptable.

Factor 1: Technical Capabilities/Approach

Evaluation Criteria: Offeror must demonstrate the firm’s experience in completing the tasks detailed in the SOW.

Provide a draft Phase-In Plan that addresses how you plan to prepare to assume the responsibilities of the Statement of Work.

The phase-in plan shall include a timeline with dates and key tasks to be performed and what steps will be taken during that time to achieve phase-in and assume regular requirements (i.e. finalizing subcontracts, if applicable)

Factor 2: Company Experience

The experience of the Offeror and of proposed subcontractors and/or partners intended to occupy a major role will be considered in evaluation and selection. The government will evaluate each Offeror's corporate experience in providing services, which are of similar nature to the work to be performed under the requirement described in this solicitation. Experience listed shall be for projects which are of similar size, scope, complexity or, in any way, are relevant to the required by this solicitation. Specifically, jobs that are of similar scope, complexity, contract type, and period of performance, in relation to the requirements of this solicitation are of particular interest to the government. Contracts listed may include those entered into by the Federal Government, agencies of State and local governments, and commercial customers.
