1. Nature and/or description of the item/service being procured:

The FEMA Mobile Emergency Response Support (MERS) team has requested the procurement of 12 each of the following:

MSAT G2 SATRAD Rapid Deployment Kits, P/N: SATRAD-RDK SATRAD Mobile Integration System, P/N: SATRAD-MIS Satellite Radio Activiation Fee (per satellite radio) (one time charge)

The aforementioned items are required for the provision of additional communication capabilities at critical FEMA community resource facilities supporting disaster recovery operations in Puerto Rico. These items will replenish the MERS – Maynard, MA cache that were used during the MERS response to Hurricane Maria under disaster declaration DR-4339-PR.

2. Sole Source Justification Rationale in accordance with FAR 13.106-1(b)(1)(i) and (ii).

Explanation: The specific items being requested are required to compliment FEMAs ongoing recovery effort in Puerto Rico. The capabilities of these items will further necessitate recovery operations by providing reliability to Puerto Rico’s fragile communication infrastructure. FEMA personnel at these critical community support facilities must have communication capabilities available that can operate independent of commercial infrastructure in order to provide continuity of operations.

3. The anticipated price will be determined fair and reasonable based on one or more of the price analysis techniques described below in accordance with FAR Part 13.106-3(a)(2). (Check one and provide short explanation or description of action taken):

Price will be determined fair and reasonable by soliciting competition. This requirement is considered brand name in nature due to the current inventory and adaptability to FEMAs continued disaster recovery operations in Puerto Rico. FEMA intends to advertise this requirement on FedBid under a small business set-aside, with preference given to local firms in Puerto Rico.
