Statement of Work – DRC Disability Kits

A. Objective

The objective of this contract is to procure 200 Illuminated Magnifiers to be shipped to the location listed in this Statement of Work (SOW).

B. Background

The Federal Emergency Management agency will procure 200 Illuminated Magnifiers for use in our Disaster Recovery Center (DRC) to provide equal access to effective communication for the 56.7 million Americans with disabilities who may be affected by disasters.

FEMA has a legal obligation to provide equal access to effective communication. The Rehabilitation Act of 1973 prohibits discrimination on the basis of disability in programs conducted by Federal agencies, in programs receiving Federal financial assistance, in Federal employment, and in the employment practices of Federal contractors.

Section 504-states that "no qualified individual with a disability in the United States shall be excluded from, denied the benefits of, or be subjected to discrimination under" any program or activity that either receives Federal financial assistance or is conducted by any Executive agency.

Section 508 - establishes requirements for electronic and information technology developed, maintained, procured, or used by the Federal government. Section 508 requires Federal electronic and information technology to be accessible to people with disabilities, including employees and members of the public.

To meet the disaster recovery needs of survivors with disabilities, FEMA will make effective communication access available in every DRC through the purchase, installation and operation of equipment included in these kits.

C. Tasks

1. The contractor shall purchase items listed in this statement of work based on the specifications of the brand name item to either supply the brand name item or the equivalent to that item (meet or exceed). Prior to purchasing an equivalent item the contractor shall confirm acceptance of change with the Contracting Officers Representative (COR).

2. The contractor shall include all warranty information with each item in each assembled kit.

3. The contractor shall provide a weekly status update on the status of the purchase as well as provide a confirmation of delivery to the COR once shipped.

D. Delivery and Deliverables

The 200 illuminated magnifiers shall be delivered to the following location:

E. Type of Contract

Firm-Fixed Price (FFP)

F. Period of Performance

The period of performance shall not exceed 45 days after the contact award to include the period of kit assembly and the shipping date of assembled kits.
