Title: Ten (10) year shelf life water replenishment for Guam distribution center.
Solicitation#: 70FB7019Q00000015 Q&A
Questions from vendors
Page 4 states:
"Primary Container: The water shall be packaged in a 1-liter re-closable and biodegradable packaging (box, pouch or similar biodegradable package) suitable for water consumption. The container shall not contain any sharp edges that could possibly injure the user."
Question 1: Will the government consider accepting a proposal for water that is filled in a plastic 1-liter bottle as the "primary container?"
Answer: The spec does not exclude plastic bottles. "Primary Container: The water shall be packaged in a 1-liter re-closable and biodegradable packaging (box, pouch or similar biodegradable package) suitable for water consumption.
The contractor recognizes that water stored in 1L plastic bottles is generally 7-10 times cheaper than water stored in a box or pouch. Given that the government is seeking the lowest price technically acceptable, the vendor would like to confirm that a proposal including plastic
1L bottles would be considered "technically acceptable."
Page 33 states:
"Volume I-Technical Proposal:
The content of the Technical Proposal must not exceed 5 single spaced pages using font size 12. Each page is one sheet, 8 ó” x 11”, with at least one inch margins on all sides using Times New Roman font. Pages shall be consecutively numbered. The Government will not review content exceeding the 3 page limitations."
Question 2: Is the Volume 1- Technical proposal response limited to 3 pages or 5 pages?
Answer: 5 page limitation
