Sources Sought Notice for FEMA NFIP Direct Program Support

The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Federal Insurance and Mitigation Administration (FIMA) requires support for the National Flood Insurance Program’s (NFIP) Direct Program. FEMA is seeking a Contractor to perform all actions and programmatic support for flood policy administration services. The requirement for contractor support includes the following:

NFIP Direct Operations Standard Services include support for sales and servicing of NFIP policies including Standard Flood Insurance Policies (SFIP), Group Flood Insurance Policies (GFIP), and Severe Repetitive Loss/Repetitive Loss Target Group (SRL/RL TG). This includes contact center operations.

Flood Disaster Services Post-Flood Services include claims, Flood Insurance Claims Office (FICO) operations, and post-flood event analyses to inform program improvement.

NFIP Direct Program Support Program Support includes customer service/experience solutions, correspondence support, statutory/regulatory compliance, financial management, data reporting, support for appeals and litigation, and program enhancements

Information Technology Solutions The contractor will be required to supply IT solutions to support and accomplish all elements of the NFIP Direct requirement, obtain and renew Authorization/Authority to Operate (ATO), and comply with all relevant FEMA and DHS IT standards.

For additional information, please see the attached draft Statement of Objectives (SOO).

FEMA’s current procurement strategy is a full and open competition for award of an indefinite delivery, indefinite quantity (IDIQ) contract. FEMA anticipates that any resulting task orders may be awarded on a Firm-Fixed-Price or Time & Materials basis. The applicable NAICS code is 524292 Pharmacy Benefit Management and Other Third Party Administration of Insurance and Pension Funds.

THIS SOURCES SOUGHT NOTICE IS NOT A REQUEST FOR PROPOSAL

This Sources Sought Notice is a market research tool being used to determine the availability of resources and adequacy of eligible business sources to support FEMA’s NFIP Direct Program support needs.

FEMA is seeking contracting alternatives and sources to meet its requirements. The Government is not obligated to and will not pay for any information received from industry sources as a result of this Sources Sought Notice.

The Government does not request any proprietary information that should be submitted, nor shall it be liable for any consequential damages for proprietary information. Any information submitted to the Sources Sought Notice (e.g., capability statement) is subject to disclosure under the Freedom of Information Act, 5 USC 552 (a).

It is requested that interested vendors submit a brief capability statement package (no more than five (5) pages in length, single-sided, double-spaced, Times New Roman 12-point font) to the contracting office demonstrating eligibility to meet FEMA’s requirements. It is important to note that there is a size limitation on email attachments of ten (10) MB per email message. It is highly recommended that respondents check the total size of the response before sending and if necessary, submit responses on sequential e-mails. Only electronic submissions will be accepted. Electronic files larger than ten (10) MB shall be broken down into multiple files with no one file exceeding ten (10) MB.

SUBMISSION OF CAPABILITY STATEMENT PACKAGES: This documentation should address, at a minimum, the following:

• Company Name, DUNS, Website URL and Point-of-Contact.

• Capability statements to include an explanation of the company's background, technical expertise, experience, staffing and other capabilities that demonstrate the company's ability to perform the objectives outlined in the draft Statement of Objectives (SOO).

• Examples and brief descriptions of relevant work completed in the last five (5) years that aligns with the anticipated scope of work. Please include the email address and phone number of the customer.

• Based on the performance objectives, what do you consider to be the major cost drivers?

• Based on your industry expertise and experience, which objectives/work areas do you believe can be performed on a Firm-Fixed Price (FFP) basis?

• Discuss any concerns, comments, or recommendations you may have with the attached draft Statement of Objective (SOO). No inquiries will be answered at this time and respondents shall not be notified of the results of the market research.

The capability statement packages should be sent via email to Bryan Falcone at bryan.falcone@fema.dhs.gov. Submission of capability packages and comments must be received via email no later than 3:00 p.m. (Local – Washington, D.C.) Friday, February 17, 2023.
