Comment Response Factor 1 – Technical Approach: b) Performance of the replacement cost data for Harris County, TX: Please provide a description of content delivered by FEMA for replacement cost analysis (fields, percent single family/condo, multi-family, commercial, etc.)
FEMA will not be delivering content for replacement cost analysis. Offerors are to submit available replacement cost data for Harris County, TX.
Factor 1 – Technical Approach: c) National coverage for all fields. Is request for a single number by data field, or is there a preference on a county-by-county, state-by-state basis?
FEMA's preference is to understand national coverage at the county level, but will accept the state level.
Regarding the phrase “The Government will append”, what is the expected deliverable to FEMA? The sentence connotes a file or spreadsheet-type deliverable, from which values could be extracted. Without knowledge of the 4 million structure addresses, a much larger universe of addresses would be required. Would FEMA consider/approve a) distributing the addresses to the winning vendor, so that the append is more focused and cost efficient? Or in the alternative, b) permit a full authorized/FEMA credentialed vendor employee onsite access to append the data?
The expected deliverable to FEMA is a spreadsheet type file. Due to security and time constraints, FEMA will not consider distributing addresses to the winning vendor nor permitting the contractor to assist in appending the data.
The Government will require data on every location in the US, but will only append data for the NFIP's approximately 4 million locations. Information for non-FEMA locations will not be used and will be destroyed due to privacy concerns.
What is the make-up of the approximately 4 million properties, in terms of single family/condo, multi-family, commercial? The make-up of structures are single family, multi-family, and commercial properties.
Given the statement “FEMA will not consider software solutions for this effort”, where does the FIPS 140-2 infosec requirement (page 7, Item 9 of Replacement_Cost_Data_SOW document) play a role?
FIPS 140-2 compliance only applies to software solutions, which are not being considered for this procurement.
10 data elements/fields are listed under Requirement 2. What other identifying information is required? Please list all that are required or desired (please designate required or desired). Suggestions are: APN, Tax Identification Number, Site Address, Latitude/Longitude, Parcel Boundary. If Latitude/Longitude is necessary please indicate minimum precision required (Interpolated Geocode, Parcel Centroid, etc)
The 10 data fields listed are the only fields required, however, the following fields are desired:
site address, latitude/longitude, parcel boundary. If pricing differs significantly due to the addition of desired data fields, please price these items separately.
Would FEMA consider purchase of replacement cost software in the future, if it becomes commercially available?
At this time, FEMA is not considering software solutions for this effort, since it does not currently exist. FEMA cannot speculate on future requirements at this time.
How will the data be expected to be delivered to FEMA?
The Contractor will work with the Program Office to determine the best mechanism for delivering the data. FEMA is considering using FTPs, external hard drives, and other storage solutions for receipt of data.
Would FEMA consider extending the due date for proposals due to the magnitude of data requested for the evaluation? No, FEMA will not consider extending the due date for receipt of proposals.
Will performance of the replacement cost data for Harris County, TX be shared amongst other offerors? No, this data will be treated as proprietary and source selection sensitive.
What type of Contract is anticipated. FEMA plans to award a firm fixed price contract.
