Q1) Does this solicitation contain a HUBZone price evaluation preference in accordance with FAR 52.219‐4, Notice of Price Evaluation Preference for HUBZone Small Business Concerns?

A1) See Section M of solicitation for evaluation process.

Q2) RFI‐001: Please reference Section L.14 (Page L‐7). The solicitation states that Factor 1 (Proof of contractor completing, within the past seven (7) years, clearing of demolishing office buildings and asbestos removal as the Prime construction contractor) does not designate the minimum and maximum number of projects to be submitted for this factor. Please advise.

RFI‐002: Please reference Section L.14 (Page L‐7). The solicitation states that Factor 2 (Proof of contractor completing, within the past seven (7) years, building pad site preparation projects involving clearing, utility relocation and storm water management systems with a total award value of at least $5 million dollars as the Prime construction contractor) does not designate the minimum and maximum number of projects to be submitted for this factor. Please advise.

RFI‐003: Please reference Section L.14 (Page L‐7). The solicitation states that Factor 3 (Proof of Prime contractor’s proposed Project Manager, Superintendent and Quality Control Manager completing, within the past seven (7) years, site clearing, utility relocation and storm water management system installation as the Prime construction contractor) does not designate the minimum and maximum number of projects to be submitted for this factor. Please advise.

A2) One or more.

Q3) Please provide as‐builts and or more information regarding the buildings shown to be demolished. Information necessary would be; Building dimensions, # of Floors, total height of building above grade and below grade, building construction material type. Structural, and Mechanical as‐builts would also be helpful.

A3) Drawings for Buildings 708, 709, 711, 712 and the Pop‐Up antennas are available at the FTP site identified in the solicitation under a new folder for this Amendment 00002. If you require access to this FTP site, see Attachment A in the solicitation.

Q4) Section L.14 Proposal Content – Technical – Volume II indicates that the offeror must provide the following information:

“Factor 1: Proof of contractor completing, within the past seven (7) years, clearing of demolishing office buildings and asbestos removal as the Prime construction contractor.

Factor 2: Proof of contractor completing, within the past seven (7) years, building pad site preparation projects involving clearing, utility relocation and storm water management systems with a total award value of at least $5 million dollars as the Prime construction contractor.”

Would it be acceptable for the contractor to utilize the experience of a subcontractor to demonstrate this experience along with a letter of commitment from the subcontractor that they will perform the work in the event of award?

A4) The intent was not for the Prime to only self‐perform the entire project. Use of sub‐contractors is allowable as that’s an industry standard practice in construction. However as Prime contractor, you will have had to have been the Prime contractor on a previous project that meets the evaluation criteria.

Q5) Section L.14 Proposal Content – Technical – Volume II indicates that the offeror must provide the following information:

“Offeror shall provide summary of past performance information for up to three projects/contracts performed in the past five years…”

Would it be acceptable for the contractor to utilize the experience of a subcontractor to demonstrate this experience along with a letter of commitment from the subcontractor that they will perform the work in the event of award?

A5) No, the request is for past performance information on the Prime contractor.

Q6) A one‐line‐ electrical diagram was not provided with the contract documents. Please advise if a one‐line‐ electrical diagram will be issued.

A6) A one‐line diagram for the buildings to be demolished or the general area will not be provided. Primary electric service is not being modified and building electrical systems are being demolished in total.

Q7) The contract documents do not include a sequence of operations for the electrical scope of work. Please provide.

A7) An electrical sequence of operations is not required. The scope of work is clearly defined on the plans.

Q8) Is there a sequence of operations as it relates to the A‐1 Auto sales trailer relocation in the overall project schedule?

A8) The Diesel Shop Office Trailer relocation is to be completed before any demolition or clearing operations commence. The Diesel Shop disruption is to be minimized. Expectations are for the disruption period to be not more than one week.

Q9) IFC Specification Section 011000 Summary refers to the project as a “LEED Project” (011000.1.1.B). This bullet indicates spec section 018113 – Sustainable Design Requirements. Please provide specification section 018113 as it is not included with the current project documents.

a. If this project has a LEED requirement, please advise what the LEED goal is to include the ratings that will be used.

A9) This is not a LEED Project. Paragraph 1.1.B in specification section 011000 is to be deleted. See revised section 011000 available at the FTP site identified in the solicitation under a new folder for this Amendment 00002. If you require access to this FTP site, see Attachment A in the solicitation.

Q10) If the Prime Contractor is to bring an office trailer on site, where can it be located?

A10) One office trailer will be permitted on site. At the Contractor’s option, the trailer can be located along Valley View Drive across from Building 768 or it can be located within the designated construction laydown area noted on plate C‐102. Temporary power and telephone lines are to be provided by the Contractor. Final connection of the telephone line is to be performed by MWITS. Water and sanitary utilities are not available for use. The Contractor will not be charged for electricity or up to two telephone lines.

Q11) Will a general construction permit as issued by the VA‐DEQ be required?

A11) The Engineer of Record is getting the Stormwater Management and Erosion and Sediment Control design reviewed and approved by VA Department of Environmental Quality (DEQ). A Virginia Stormwater Management Program (VSMP) general permit is required. The Contractor shall be responsible for preparation of a site‐specific Stormwater Pollution Prevention Plan (SWPPP) for issuance of the VSMP Permit. The Contractor shall be responsible for payment of the Construction Permit Fee and for payment and purchase of the offsite Best Management Practices (BMP) credits for the project.

Q12) Is there information on the type of rock on Site 1?

A12) The Geotechnical Report for the project by Schnabel Engineering, dated May 21, 2018 describes the site geology and characterizes how the elevation to “rippable rock” and to bedrock were determined. The Geotechnical Report was included with the solicitation documents. The Geotechnical Report provides seismic profiles taken on site 1 which give good information in the immediate vicinity of the seismic line shown in the report. The report notes that variability of the rock surface can be substantial and that there is also the possibility of large boulders which would require breakup and disposal as rock. Note that blasting is not allowed on site. The CLIN for rock is a good faith estimate of the rock that is likely to be encountered to establish a unit price for the excavation and hauling of the rock.

Q13) What is the frequency of fuel deliveries to the power plant Building 714?

A13) Fuel is generally delivered not more than once per week. Shut down of the roadway to the north and west of Building 714 can be accommodated for 2‐3 days at a time. Access east of Building 714 can be limited but not shut down in order for Diesel Shop personnel to access their office. Additionally, access to the site perimeter gravel road is not to be closed.

Q14) Is the old generator pad that is located north of Building 604 to be removed as part of this project?

A14) The generator concrete pad, bollards, hand holes, conduit and any other appurtenances associated with the generator pad are to be removed as part of this project. Conduit and piping that runs under the asphalt is to be abandoned in place if they are below the elevation of the bottom of the sub‐base for the parking. The generator has been removed under an earlier project. Reference the Building 604 Generator noted on plate C‐123.

Q15) Can suitable fill that has been cut from the Building 604 north parking lot be stockpiled on Site 1?

A15) Suitable fill material is permitted to be stockpiled on Site 1 but shall not to impede future FM Building construction. Reference plate C‐151 for location of stockpile area. Should fill material require area in excess of the stockpile shown, the material shall be stockpiled in a location within 2 miles of the project site. Reference plate C‐506, Suggested Construction Sequencing and Staging Plan, Site 1 Building Area, note 12 for additional recommendations.

The Contractor is responsible to maintain silt fence (SF) around all stockpile areas as part of Erosion and Sediment control requirements.

Q16) The design analysis included information on the Stormcapture detention system and dual‐vortex separators, but information on the perkfilter system was missing. Is there information on this system?

A16) Information on the perkfilter system as manufactured by Oldcastle Precast is available at the FTP site identified in the solicitation under a new folder for this Amendment 00002. If you require access to this FTP site, see Attachment A in the solicitation.

Q17) On plate C‐121, there is a box located next to sanitary manhole W3C. What is this box?

A17) The box is a transformer that is fed from Building 709. The electric feeder is shown to be removed. The transformer is to be returned to the Government.

Q18) Are As‐Built drawings available for buildings B708 and B712? Please provide if available.

A18) As built drawings for Buildings 708 and 712 as compressed zip files are available at the FTP site identified in the solicitation under a new folder for this Amendment 00002. If you require access to this FTP site, see Attachment A in the solicitation.

Q19) Are As‐Built drawings available for the Existing Antennas #1 shown to be removed on C‐122? Depth and composition of pit is required to be able to estimate the cost of this removal. Pictures would also be helpful as we were unable to see inside.

A19) Pop‐Up Antennas #1 and #3 are identical. As built drawings for these antennas are available at the FTP site identified in the solicitation under a new folder for this Amendment 00002. If you require access to this FTP site, see Attachment A in the solicitation. Pictures are not available.

Q20) Are As‐Built drawings available for the Existing Antenna #3 shown to be removed on C‐122? Depth and composition of pit is required to be able to estimate the cost of this removal. Pictures would also be helpful as we were unable to see inside.

Q21) Confirm on C‐121 that the only trees to be removed are in the two areas labeled “Remove Existing Trees Within Limits of Clearing and Grading”.

A21) All trees shown outside of the Limits of Clearing and Grading are to remain. All trees within the limits of clearing and grading shall be removed.

Q22) On C‐122 no note is given to the existing trees. Are the trees inside of the LOD labeled “Limits of Clearing and Grading” to be removed?

A22) All but a few trees within the limits of clearing and grading shall be removed. The few trees to remain are located to the west of the proposed construction lay down area.

Q23) On C‐123 no note is given to the existing trees. Are the trees inside of the LOD labeled “Limits of Clearing and Grading” to be removed? Does that also include the area of the Diesel Shop Trailer relocation?

A23) All trees within the limits of clearing and grading shall be removed.

Q24) Please confirm contractor is not installing the pavement markings in the parking lots.

A24) The contractor is not required to provide pavement markings in the parking lot shown on Plate C‐132 or C‐133.

Pavement markings that are disturbed on roadways shall be remarked.

Q25) Please confirm that in order to keep the access road open for Police Access to Route 601 perimeter road that the upper half of the 604 parking lot must be completed prior to closing the access road.

A25) Access to the perimeter roadway shall be maintained throughout construction. Do‐Not‐Enter signage is to be relocated from Valley View Drive to the new access point. Construction phasing is up to the Contractor, so long as access is maintained to the perimeter road.

Q26) Are as‐built drawings for the buildings that are to be demolished be supplied available?

A26) As‐built drawings for Buildings 708, 709, 711 and 712 are available at the FTP site identified in the solicitation under a new folder for this Amendment 00002. If you require access to this FTP site, see Attachment A in the solicitation. Building 709 is plate A‐14 within the Building 712 drawings.

Q27) Are there as‐built drawings for the antenna foundations that are to be removed? If so, would you please provide them to us for review?

A27) As‐built foundation drawings for Antennas #2 and #4 are not available.

Q28) There are no details for the underground pop‐up antennas that are to be removed. Please provide the details for all of the underground pop‐up antennas that are to be removed. Including but not limited to, depth, structure details, etc.

A28) Pop‐Up Antennas #1 and #3 are identical. As built drawings for these antennas are available at the FTP site identified in the solicitation under a new folder for this Amendment 00002. If you require access to this FTP site, see Attachment A in the solicitation. Pictures are not available.

Q29) Within the plans, a gravel and asphalt road is to be removed. Can the materials be disposed of on‐site or will the asphalt need to be removed and disposed of off‐site?

A29) Gravel can be placed with suitable fill storage. Asphalt is to be removed from the site.

Q30) During the site‐visit there was mention of Fuel Tanks requiring removal. Please advise on the below questions pertaining to these tanks:

a. Are they underground storage tanks (UGT’s) or aboveground storage tanks (AST’s)?

b. How big are the tanks? (Dimension or volume of each tank to be removed)

c. What product was in each of them?

d. If they are USTs will Mt. Weather be responsible for testing soil under the tanks, as required for VA

D.E.Q Closure Report or is it the contractor’s responsibility?

e. Will Mt. Weather be submitting the VA D.E.Q Closure Report or will that be the responsibility of the contractor?

f. If contaminated soils are found, will a change order be granted for remediation of the contamination?

A30) Underground fuel tanks for Building 708 and 712 are shown on plate C‐121. Information pertaining to each tank are as follows:

Building 708, heating fuel oil, installed in 2002, single wall, steel, 1,000 gallons, residing in a recessed liquid containment vault, registered as an above ground storage tank with VA‐DEQ.

Building 712, heating fuel oil, installed in 2005, single wall, steel, 2,000 gallons, residing in a recessed liquid containment vault, registered as an above ground storage tank with VA‐DEQ.

The contractor is responsible for obtaining VA DEQ closure of the tanks.

As they are ASTs in vaults with no known spills no contamination is anticipated. If contamination is discovered it would be the basis for an equitable adjustment.

Q31) The waste areas; are we responsible for restoration of these areas as they are not presently temporary seeded or restored? Perimeter sediment control: are we responsible for these devices as they are not part of the E&S plan?

A31) Rock and Concrete taken to the designated area west of B‐768 does not require E&S measures by the Contractor. Stockpile areas for suitable fill or topsoil must be surrounded by Silt Fence (SF) until stabilized. This is the case whether on Site 1 or an alternate site within 2 miles of the project site.

Q32) Will unsuitable materials if encountered by the CBR testing be paid by a change condition or should there be a unit price established?

A32) Unsuitable material, as defined in the Geotechnical Report, shall be removed from the site and is part of the lump sum price for the project.

Q33) Are we able to obtain a set of communication drawings for the project?

A33) Communication raceways to be demolished and installed are noted on the plans. No additional communication plans are to be provided.

Q34) Reference document named, “A‐02 Site 1 Development IFC Specifications.” There is conflicting information pertaining to the responsibility of marking existing utilities. Specification section 17000 Part 3.1 (B)(2) – Existing Utilities, indicates existing utilities shall be marked by the Government. Whereas specification section 17320.3.2(C) – Utility Services, indicates/implies the contractor shall locate, identify, disconnect…utilities servicing areas to be secretively demolished. Please advise who is responsible for locating utilities.

A34) The Government is responsible for marking all utilities. Spec Section 17320 has been edited.

Q35) Section 260533 Part 2.3(A)(4)(b) –PVC Conduit – indicates that all types of conduit joints are to be made using a coupler. Does this apply when connecting full length pieces that contain a bell end for connection?

A35) Specification requires Carlon PVC or equivalent. For full length pieces with an integral bell meets the intent of the specification.

Q36) Drawing C‐121, sector A‐3 has an existing pole and guy wires with a note indicating that they are to be relocated.

Is there a drawing or note that references the relocation point?

A36) Drawing plate C‐121, sector A3. Note to remove pole and guy wires can be eliminated. This pole has already been removed.

Q37) Are there conductors on any of the utility poles that are to be removed? If yes, are they currently in service?

A37) The utility pole to be removed is shown on Plate C‐122, sector E4. There are no conductors on this pole. Other poles listed are no longer in service and have already been removed.

Q38) On Plate C‐146 is the communication conduit required to be underground?

A38) Yes. Conduit will run from handhold 5 to the trailer underground.

Q39 Where is electrical power for the Diesel Shop trailer routed?

A39) Plates C‐146 and E‐602 are being modified to show power for the trailer and exterior lighting in the immediate vicinity of the trailer being served from building 714. The Contractor is to provide power poles and a suitable overhead service including weatherhead at the penetration into building 714. The service size is to be 208VAC, 1 phase, 50Amp. Height of service is to be a minimum 15ft above grade.
