1. Nature and/or description of the item/service being procured and anticipated cost:
The Center for Domestic Preparedness (CDP) provides advanced hands-on training for state and local emergency responders. The subject requirement detailed herein will support Respiratory Protection: Program Development and Administration (RP), a specialized, CDP-developed course that provides essential information and the skills required to develop, implement, administer, and sustain a respiratory protection program that fully complies with the laws and regulations regarding emergency-response actions. This course provides emergency responders with the unique opportunity to practice their knowledge and skills in the country’s only toxic chemical-agent training facility dedicated solely to emergency responders, the Chemical, Ordnance, Biological, and Radiological (COBRA) Training Facility.
Known Authorized Distributors of Occupational Health Dynamics (OHD) products are All Safe Industries and Federal Resources.
Subject Requirement
Manufactured and distributed by OHD, the Quantifit2 respiratory fit testing system utilizes OHD’s proven and patented controlled negative pressure (CNP) technology to directly measure respirator leakage. The 10 systems will replace 10 antiquated, earlier models which are now in their final year of the Management & Operational phase of lifespan. Once acquired and implemented into CDP’s RP program, the OHD Quantifit2 will be used alongside TSI’s PortaCount 6038 respiratory fit tester toward meeting the program’s learning objectives which include employing multiple technologies to conduct qualitative and quantitative fit testing in accordance with 29 CFR 1910.134. Created for portability, the Quantifit2’s updated design is more streamlined and lighter than the previous OHD model. The Quantifit2 package includes Logic software, roller case, triple tube assembly, USB cable, shell for battery compartment, power supply and lifetime powertrain warranty.

The learning objectives driving the RP program enable participants to identify administrative components required for employers to establish a respiratory protection program in accordance with 29 CFR 1910.134(c);
apply applicable 29 CFR 1910.120 standards during an emergency response; identify the requirements for personal protective equipment in accordance with 29 CFR 1910.132; and employ multiple technologies to conduct qualitative and quantitative fit testing in accordance with 29 CFR 1910.134. The learning objectives also require the TSI PortaCount 6038 and OHD Quantifit2 respiratory fit testers. As it relates to quantitative analyses, market research has yielded no viable alternatives to these two brands.
CDP presently trains with TSI’s current-generation PortaCount 6038 and the antiquated, first generation OHD Quantifit respiratory fit testers. To satisfactorily meet the learning objects in the RP program, as well as meeting the aforementioned regulatory guidance, it is imperative CDP procures and implements the newer, updated OHD Quantifit2 fit tester.
Since market research has yielded no alternative brand of fit tester capable of replacing the outdated OHD model, the Government asserts a brand-name acquisition necessary. There is no alternative to the subject requirement if CDP is successful in meeting the RP program’s learning objectives. Supporting rationale includes the requirement to remain aligned with existing training configurations in the RP program. CDP has already introduced a competing product in the form of the PortaCount 6038. There are no other brands available to consider. Indeed, if viably competitive fit testers were, in fact, available at this time, it would nonetheless be cost prohibitive and logistically unreasoned to procure and implement them. This is because of the limited amount of time for instruction on instrument operation, learning and understanding of the display screens, teaching instrument capabilities and limitations, and then applying the knowledge by using the instrument in a training situation. Additionally, procedures related to instrument maintenance and training of support personnel have become standard practice at this point. Given this supporting rationale, the Government asserts a brand-name acquisition reasonable and prudent and that the circumstances outlined herein preclude full and open competition relating to this acquisition.
