Contractor Questions-Government Response Reference RFQ#: 70FA2019Q00000002

1) Would you clarify whether the quote for Item #0002 needs to be for up to 105 units or 120 units. Page 1 lists it as 105 units, while Page 4 lists it as 120.

Governments Response: The total number of research proposals, CLIN #0002, on Standard Form 18 was stated incorrectly at 105 each. CLIN #0002 should reflect a quantity of 120 each. A corrected RFQ package has been uploaded to this opportunity in FedBiz Opps.

2) Is there a sample Applied Research Project (ARP) that can be shared in order to get a better sense of the time it may take to review one? If no sample is able to be shared, are there instructions/guidelines that EFOP participants are given as they prepare their ARPs?

Governments Response: A sample ARP is not available. The instructions/guidelines given to the EFOP student participants can be found at:

3) Is there any place to include our team’s qualifications? For example, the RFQ asks that the contractor have certain experience. Where do we include that information?

Government Response: Section A.19 of the RFQ indicates, “Offeror must submit information that documents their formal education, professional accomplishments, scholarly works, instructional and/or academic activities, and experience with applied research per the minimum qualifications shown in Section A.15 of this Request for Quotation. This information may be contained in the offerors resume or curriculum vitae.” You should submit an individual resume or curriculum vitae for each reviewer proposed. Once assigned a research proposal and feedback is provided to the EFOP student, the expectation is that the same individual who provided that feedback will review the student’s final research project.
