STATEMENT OF WORK

40’ Straight Frame Chassis Trailers Federal Emergency Management Agency

1.1 PURPOSE:

The purpose of statement of work is to purchase twenty (20) 40’ Straight Frame Chassis Trailers in support of the Federal Emergency Management Agency (FEMA) emergency response mission. The purchase of these new trailers will augment FEMA’s capability to support disaster survivors in St. Thomas, VI. This effort will mitigate any potential shortfalls caused by the unavailability of trailers and the long lead times associated with acquiring leased trailers during an emergency. The FEMA has a requirement to provide life-sustaining commodities for rapid deployment to disaster stricken area, Incident Support Bases and staging areas when a disaster is declared or forecasted. These Trailers will be purchased and distributed in: St. Thomas, VI.

1.2 SCOPE:

The contractor shall delivery ten (20) 40’ Straight Frame Chassis Trailer in accordance with the specifications identified in section 1.4 and delivery terms as identified in section 1.3 of this

Statement of Work.

1.3 DELIVERY TERMS:

Delivery Schedule:

o No Later Than (NLT): 31 October 2017 o Delivery must be completed within 3 days of their first trailer delivery o Trailers may be double stacked for DELIVERY purposes only – if double stacked must be downloaded upon arrival at delivery location

1.4 SPECIFICATIONS:

The contractor shall provide twenty (20) 40’ Straight Frame Chassis Trailers in accordance with the following specifications:

General Specs

Tare Weight: Approximately 6,600 lb.

Steel & Fasteners: All structural steel is ASTM-A572, Grade 50, or ASTM-A607, Grade 50 or better. All structural fasteners are Grade 5 or better and are zinc coated

Main Beams: Fabricated I-beam with high-tensile steel

Cross Member: Fabricated steel

Fifth Wheel Height: 48 inches

ICC Bumper: Tube: 47" long

Mud Flaps: 24" × 30" white plastic with 4 hole mounting

Electrical System: 12 volt, 7-way split pin receptacle plug; modular wiring harness

Must be Association of American Railroad (A.A.R) Approved

Must have Grease Pack Wheel Bearings

Must meet all California State Regulations and US EPA Certified Smart Way.

Comply with the “Buy American Act”

Free On Board (FOB) destination, if double stacked downloaded as well

Manufacture warranty coverage will meet industry standards

1.5 TECHNICAL EVALUATION:

The contractor shall provide a Specification Checklist, and may submit a supplement which shall not exceed three (3) single-sided pages with a clear font

This acquisition will utilize the Lowest Priced Technically Acceptable (LPTA) procedure to make a best value award.

Factor (1) Technical Acceptability: Each offeror’s technical quotations shall be evaluated to determine if the trailer proposed by the offeror meets the minimum specification and delivery requirement as specified in this Statement of Work.

Factor (2) Delivery Schedule: Each offeror’s delivery proposal shall be evaluated to determine if the terms proposed by the offeror meets the minimum delivery requirement as specified in this

Statement of Work.

Factor (3) Price Quotations: The offeror’s price quotation shall be evaluated, for award purposes, based upon the total price proposed for the total requirement.
