PART 1: GENERAL

1.1 BACKGROUND

The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Center for Domestic Preparedness (CDP) is a federal entity and is the designated federal training center engaged in preparing emergency first responders, emergency management officials, state and local community leaders and managers to combat terrorism including response to weapons of mass destruction and hazardous materials incidents. Training courses provided by the CDP provide specific knowledge and expertise for deterrence, prevention and response to Weapons of Mass Destruction (WMD) and hazardous materials incidents.

The CDP occupies six major areas of the former Fort McClellan, Alabama. They are:

a. CDP Main Complex (Building 61).

b. Advanced Responder Training Complex (ARTC).

c. CDP Responder Lodging Complex (900 Area).

d. The Chemical, Ordnance, Biological and Radiological Training Facility (COBRATF).

e. The Noble Training Facility (NTF).

f. The Warehouse/Maintenance Complex (Building 40).

1.2 SCOPE

The objective of this contract is to evaluate and select a Contractor to provide a temporary kitchen to facilitate meal preparation for the duration of the Noble Training Facility Kitchen Expansion project. The base period duration of the project is 12 months from date of delivery. An additional 6 one-month options shall be included, and unilaterally executed by the Contracting Officer as needed via modification to the base award. The contractor’s price shall also include all incidentals, delivery, and removal of the temporary kitchen.

1.3 GENERAL

The contractor(s) shall provide primary and alternate (if applicable) Point-of Contact person(s) who will have the authority to commit the company, as required to execute the Purchase Order. The contractor(s) shall furnish all professional, technical and clerical services as well as materials, equipment and facilities to meet the stated specifications and project objectives defined in this Statement of Work (SOW).

PART 2: CONTRACTOR DELIVERABLES

2.1 PRODUCTS

Beginning in early FY18, the Center for Domestic Preparedness (CDP), Federal Emergency Management Agency (FEMA), Department of Homeland Security (DHS), will be renovating its campus kitchen facilities located in Noble Training Facility at 490 Care Drive, Anniston, Alabama 36205. During this renovation, with an expected duration of 12 months, the CDP is requesting utilization of a mobile facility for food service to prepare three meals per day, seven days per week, for up to 650 persons per meal. See attachment “A” for the proposed location and utility service locations. The CDP will make available power, natural gas (or propane as applicable), water, and sanitary sewer connections for the temporary kitchen.

The anticipated initial requirements for this facility, although not all inclusive, are as follows:

1. 1000 square feet of cooking space, 400 square foot of meal preparation space, and 400 square feet of dry storage space.

2. An installed ramp for deliveries and loading/unloading contractor semi-trailer and box trucks with double door access.

3. Utility capacity and connections, i.e., natural gas, electricity, and water, which are subject to and must meet applicable State of Alabama, as well as food service industry and Public Health codes, sufficient for the following items:

a. Six burner stove.

b. Double fryer.

c. Double steamer.

d. Two double stacked convection ovens.

e. Flat top grill.

f. Two 40 gallon kettles.

g. Tilt skillet.

h. Commercial grade dishwashing equipment.

i. Hood ventilation and fire suppression.

j. Ice maker with 400 to 800 pounds production capacity per day.

k. Two 8’ X 20’ freezers with ramp or level access to/from the kitchen.

l. Minimum of a 100 gallon commercial water heater.

m. Low temperature smoker oven

4. Grease trap.

5. Gray water drainage connection to existing sanitary sewer.

2.2 QUALITY

Equipment furnished under this purchase order shall be clean, of good quality, in safe operating condition and shall comply with all applicable standards and safety regulations including but not limited to Environmental Protection Agency (EPA) regulations. All safety devices shall be fully functional; to include all manual and automatic emergency shut-off mechanisms. All safety guards, warning labels, and safety related instruction labels shall be properly affixed at all times.

2.3 INSPECTION/ACCEPTANCE

Government inspection and acceptance shall be at destination. The Government reserves the right to conduct source inspection if deemed necessary by the Contracting Officer (CO). For all orders, the contractor shall obtain Proof of Delivery (P.O.D.) including the time of delivery, full delivery address, and the name and signature of the person who accepted the shipment. The contractor shall provide a customer representative/technician at the delivery location to ensure the kitchen is fully operational before acceptance at destination by the Government.

2.4 DELIVERY LOCATION AND SCHEDULE

2.4.1 Delivery Location

The Government will require delivery and installation/setup to the Advanced Responder Training Complex located at 363 Wall Drive, Anniston, Alabama 36205. See Appendix A – Temporary Kitchen Site Map.

Hours of Performance: Work hours depend on local business practices and time zones. The vendor shall schedule all delivery activities with the appropriate delivery point of contact after award (to be provided after award by the Project Officer).

2.4.2 Delivery Schedule
