REQUEST FOR INFORMATION (RFI)
FOR
9MM LUGER CALIBER
READILY IDENTIFIABLE TRAINING AMMUNITION (RITA)

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY.
This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP. The RFI does not commit the Immigration and Customs Enforcement (ICE) to contract for any supply or service. ICE is not seeking proposals at this time.
Responders are advised that ICE will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP. The information provided in this RFI is subject to change and is not binding to ICE. All submissions become the property of the ICE and will not be returned.
I. PURPOSE
ICE is issuing this Request for Information (RFI) to increase ICE’s understanding of capabilities and offerings of vendors who provide 9mm Luger Readily Identifiable Training Ammunition (RITA). Through this RFI, ICE seeks to improve its understanding of the market place, vendor capabilities and technologies, identify qualified vendors capable of providing 9mm Luger RITA and opportunities for small business participation. The information obtained will be used for market research and planning purposes only.
II. BACKGROUND AND OBJECTIVES
ICE may have a future requirement for 9mm Luger RITA. RITA ammunition is used for training purposes and is readily distinguishable from current ICE duty ammunition through specific color identifications. Each Responder will be allowed to submit up to two samples representing two different part numbers. Any difference in the design, construction, or manufacturing location of the ammunition sample’s critical components (projectile, cartridge case, primer, and/or propellant) will necessitate a different and distinct part number to be assigned. The Responder shall be the manufacturer of the ammunition.
The program strives to achieve the following outcomes:
• Contract to provide up to a total of 57,500,000 rounds of 9mm Luger RITA for one base year plus four option years, delivered to numerous Department of Homeland Security (DHS) component locations nationwide, U.S. Department of Defense, U.S. Federal Law Enforcement Agencies, including those in the continental U.S., Alaska, Hawaii, Guam, the Northern Marianna Islands, Puerto Rico, and the U.S. Virgin Islands.
III. RESPONSES TO THIS RFI
ICE is seeking information from vendors with experience and expertise with the manufacturing of ammunition. The following sections provide a recommended outline for a response to this RFI.
This outline is intended to minimize the effort of the respondent and structure the responses for ease of analysis by the Government.
All responses must:
• Provide company name, Data Universal Numbering System (DUNS) number, and business size.
• Provide the company’s point of contact; to include: name, telephone number, and e-mail address.
Section 1 – Corporate History/Expertise Describe the company, product and services, history, ownership, business size, socio-economic status, and relevant experience serving Government customers. Specify the customer, and the scale (dollar value and numbers of relocations) of current and completed contracts with Government customers over the last five years.
Section 2 – Capabilities Statement Describe your capabilities in the following areas:
• Capability to produce up to a total of 57,500,00 rounds of 9mm Luger RITA over a five-year contract period.
• Quality management system in place that enables the organization to identify, measure, control, and improve key manufacturing processes.
Section 3 – Pricing Model Provide pricing information including any tiered pricing or discounts for volume purchases. Identify if pricing is for federal or commercial customers. Identify if pricing is General Services Administration (GSA) Schedule pricing; and if so, what is associated GSA Schedule number; and, relevant Special Item Numbers.
The submission shall not exceed 5 pages on standard letter (8.5 X 11) sized paper in Times New Roman 12 pt. font and 1-inch margins in Microsoft Word (doc/docx) or Adobe (pdf) format. Submissions must be organized in accordance with the instructions in this document.
Responses to this RFI must be submitted to the DHS via electronic mail to ian.somppi@ice.dhs.gov and Muharrem.Sayan@ice.dhs.gov no later than Friday May 18, 2018, by 2:00PM, EST.

All information received in response to this RFI that is marked “Proprietary” will be handled accordingly. The Government will not return or pay for any information provided in response to this announcement; no basis for a claim against the Government shall arise as a result from a response to this notice or Government use of any information provided. Responders are solely responsible for all expenses associated with responding to this announcement.
