About this file

This is a Justification for Other Than Full and Open Competition (J&A) document from U.S. Immigration and Customs Enforcement (ICE) for additional on-call stationary guard support services. The document is for a contract modification with Akima Infrastructure Protection (AIP), LLC to provide 24-hour custody and safeguarding of detainees at medical appointments, overnight hospital stays, juvenile and family court hearings, and other locations. The contract will increase the number of on-call stationary guard hours based on updated historical data showing increased detainee population needs.

The sole-source justification for selecting AIP is that they currently manage the entire Port Isabel Detention Center facility and are the only contractor capable of immediately providing these services without disruption. Market research determined no other contractors could provide immediate support, and using multiple contractors would pose security risks. The modification represents a small contract value increase, and OAQ publicized the requirement on sam.gov. The contract covers Option Years 2-4, with a total contract period spanning from April 1, 2022 to May 5, 2025, and uses FAR Subsection 6.302-1 authority for the sole-source procurement.
