Statement of Work – Los Angeles Downtown Parking

1.0 Background

DHS/ICE’s primary mission is to promote homeland security and public safety. The mission of the Enforcement and Removal Operations Program (ERO) is the planning, management and direction of the broad program relating to the supervision, detention, and removal of detainees who are in the United States illegally and is responsible for the detention of detainees in removal proceedings and detainees subject to a final order of removal.

2.0 Objective

The intent of this Statement of Work (SOW) is to obtain parking for government vehicles located in the Downtown Los Angeles area.

3.0 Place of Performance

Los Angeles Field Office, 300 N. Los Angeles St., Los Angeles, CA 90012

4.0 Period of Performance

Base period and two (2) option years with six (6) months extension.

5.0 Scope

The contractor shall provide 25 individual parking spaces (50 parking spaces may be required to accommodate the vans) within 2 miles from the Los Angeles Federal Building located at 300 North Los Angeles Street, Los Angeles, CA 90012. Deportation Officers and Contractors (i.e. G4S Officers) are required to have quick and easy access to government vehicles and parking is required to be within very close proximity to the employee locations in case of emergency situations that require them to be in any location within minutes. The close proximity is also required as the officers are often in full uniform and will need quick access to and from the vehicle to the office. The parking structure will need to be secured as the vehicles are law enforcement vehicles and require security measures to be taken for safety. The contractor shall be able to provide 24-hour/7-day a week access to the parking structure and designate assigned spaces to ICE that are available at all times. The contractor shall also provide key card/FOB access (if available) to the parking structure and provide additional cards/FOBS for visiting personnel. The contractor shall also have a vehicle in place in case of lost or stolen cards/FOBS.

6.0 Performance Standards

Services shall be monitored by the Government to ensure that all parties are under compliance with the contract.

7.0 Quality Assurance

The government will perform those quality assurance procedures that are necessary to verify that services have been performed. Quality assurance will be performed routinely by the government on either a scheduled or unscheduled basis.

8.0 Quality Control

The contractor shall ensure that all parking spaces are available and properly marked for ICE utilization and security is monitoring the facility 24/7.
