STATEMENT OF WORK
NEW PURCHASE ORDER
WITH FOUR OPTION YEARS
JANITORIAL SERVICES
U.S. CUSTOMS AND BORDER PROTECTION
BUFFALO FIELD OFFICE
AREA PORT OF BUFFALO, NY
BLACKROCK RAIL VACIS
1. OBJECTIVE
The Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), Area Port of Buffalo, New York has a requirement for Janitorial services at the Blackrock Rail VACIS building. This is an ongoing requirement; typical performance requires the contractor to provide janitorial services in support of operations at the Blackrock Rail VACIS building location.
2. PERORMANCE LOCATION
Area Port of Buffalo Black Rock Rail VACIS Building 1765 Niagara St.
Buffalo, New York 14207
3. PERIOD OF PERFORMANCE
ESTIMATED
Base Period: 12/1/21-11/30/22 Option One: 12/1/22-11/30/23 Option Two: 12/1/23-11/30/24 Option Three: 12/1/24-11/30/25 Option Four: 12/1/25-11/30/26
4. SCOPE OF WORK
The contractor shall provide all supervision, personnel, equipment, labor and supplies necessary to perform Janitorial Services to the U.S. Customs and Border Protection, Area Port of Buffalo, Blackrock Rail VACIS building.
5. PERFORMANCE REQUIREMENTS
5.1 Blackrock Rail VACIS Building – Office Area. The contractor shall provide the following services:
5.1.1 Empty trash baskets and replace liners - Daily /7 days a week
5.1.2 Dust and clean desk, other furnishings, file cabinets, - Daily / Mon. – Fri.
floor and woodwork
5.1.3 Disinfect telephones - Daily /7 days a week
5.1.4 Dust window blinds - 2 times per week
5.1.5 Damp mop floors and vacuum carpet if installed - Daily /7 days a week
5.1.6 Strip and wax floors - 2 times per year
5.1.7 Clean and sanitize wash area, replenish supplies - Daily/7days a week
(towels tissues and hand soap)
5.1.8 Clean windows (interior and exterior) - 1 time per week
5.2 Blackrock Rail VACIS Building – Restroom. The contractor shall provide the following services:
5.2.1 Empty trash baskets and replace liners - Daily/7 days a week
5.2.2 Damp mop floors - Daily/7 days per week
5.2.3 Strip and wax floors - 2 times per year
5.2.4 Clean and sanitize wash area, replenish supplies - 3 times per week
(towels, tissues, and hand soap) (2 stainless steel C-fold lockable paper towel dispensers, 2 foaming soap dispensers - Gojo)
5.2.5 Clean and sanitize toilets, replenish supplies - 3 times per week (2 double roll toilet paper dispensers)
6. SECURITY REQUIREMENT
6.1 Identification of Personnel: The contractor shall provide a current and up-to-date list of the names, date of birth and social security numbers of all personnel who are performing service at the identified service location is in accordance with the Agency Access Security Program requirements. All personnel for the contractor must be vetted and approved at the discretion of CBP for any security concerns prior to the award of contract.
7. COMPENSATION FOR SERVICES
The contractor shall provide an invoice once a month, at the end of each billing cycle for services provided though the Invoice Processing Platform.
8. NEW requirement for Janitorial Service needed for Blackrock Rail VACIS building as per attached Statement of Work and Request for Quote documents. Please review attachments carefully to understand requirements. This will be Small Business Set-aside, based on Best Value to the Government. There are Security Requirements, as well as COVID Vaccinations requirements.
When scheduling, Ms. Colvin will need the following from vendors for the vetting:
Full legal names, dates of birth, country of citizenship, driver’s license state and driver’s license number.
