STATEMENT OF WORK
Department of Homeland Security
Customs and Border Protection Office of Border Patrol Headquarters
El Paso Sector, El Paso Station 1 Monitors/Caregivers for Unaccompanied Children
1.0 BACKGROUND
As a component of the Department of Homeland Security (DHS), US Customs and Border Protection (CBP) is responsible for protecting our Nation’s borders in order to prevent terrorists and terrorist weapons from entering the United States, while facilitating the flow of legitimate trade and travel. CBP is also responsible for apprehending individuals attempting to enter the U.S. illegally; stemming the flow of drugs and other contraband; protecting our agricultural and economic interests from harmful pests and diseases; protecting American business from theft of their intellectual property; and regulating and facilitating international trade, collecting import duties, and enforcing U.S. trade laws.
2.0 SCOPE OF WORK
The United States Border Patrol (USBP), El Paso Sector requires a Contractor to provide Monitor/Caregiver services to detainees classified as Unaccompanied Alien Children (UAC) and Family Units (FMUA) at the El Paso Station 1 Soft side Centralized Processing Center (CPC). The duties and responsibilities of each of the Monitors/Caregivers (hereinafter “Providers”) are listed in Section 3.1 of this SOW. Due to the nature of the CPC and the Government’s responsibility in providing security and proper care, the Providers must meet the qualifications listed in Section 10.2 of this SOW.
The Contractor shall provide routine, non-technical work to foster the well-being of the UAC and FMUA at the CPC. The Contractor shall have one supervisor on site at all times who will be the single Point of Contact (POC) for the USBP representative listed in Section 10.4.1 of this SOW.
Contractor shall clean/sanitize shower stalls between uses, in a manner established by the POC listed in Section 10.4.
During the course of the contract actions, there will be service provided 24/7 days each week.
Regular Operations will be constant throughout the contract period of performance, and will consist of normal day-to-day services as required by the El Paso Station 1 CPC as outlined in Section 3.0 of this SOW. During Regular Operations the Contractor will provide four (4) Providers and one (1) Supervisor each shift during the required times of day as outlined in Section 4.1 of this SOW.
3.0 DESCRIPTION OF TASKS AND DELIVERABLES
3.1 Provider Duties and Responsibilities
Contractor shall be responsible for the operation and cleaning of the Shower Facilities and the care of children and infants in the following manner:
3.1.1 On a Regular schedule, Contractor shall provide four (4) Providers during the times listed in Section 4.0.
3.1.2 On a Regular schedule, Contractor shall provide one (1) Supervisor at all times.
3.1.3 Contractor shall provide a mixed gender staff to include at least one male and one female staff member at all times.
3.1.4 Contractor shall coordinate the collection and bagging of dirty laundry.
3.1.5 Contractor shall issue and collect Government-furnished shower/hygiene supplies.
3.1.6 Contractor shall monitor (i.e., maintain visual contact) at all times all detainees going into and out of showers, from start to finish, taking care to adhere to DHS regulations implementing the Prison Rape Elimination Act (see, e.g., 6 C.F.R. § 115.115(d)).
3.1.7 Contractor shall assist in bathing children, as required.
3.1.8 Contractor shall be responsible for storing Government-furnished clothing in designated shelves and issuing it to UAC detainees while the detainees’ clothing are being washed.
3.1.9 Contractor shall maintain a safe working environment, observing and encouraging adherence to safety rules and health guidelines.
3.1.10 Contractor shall maintain inventory of the clothing, towels, and hygiene kits available for use and notify USBP staff of any low-inventories in order to initial procurement actions.
3.1.11 Contractor shall assist with the general care of children to include monitoring, changing diapers, assisting with toilet use and hand-washing, feeding when a child is not able to feed him or herself, and identifying and tending to other similar basic needs of children as they arise, all duties being performed at a level of quality and according to industry safety standards commensurate with those required of caregivers employed at state-licensed daycare facilities in the State of Texas.
3.1.12 Help with distribution of meals as delivered to facility.
4.0 Hours of Operation Instructions
4.1 Contractor shall provide services identified in this SOW during the following time-periods:
Seven days a week – Monday through Sunday 24/7 Consistent with section 2.0 Scope of Work
5.0 Government Furnished Equipment
5.1 Government shall provide Shower and Laundry facilities (Trailers).
5.2 Government shall provide shower/hygiene supplies.
5.3 Government shall provide clothing, diapers, lotions, detainee food, and protective equipment for handling soiled items (e.g., disposable gloves).
5.4 Government shall provide shelves to store Government supplies and equipment.
5.5 Government shall provide supplies required for cleaning and disinfecting shower stalls between uses.
6.0 General Information
Disclosure of Information
6.1 Any information made available to the Contractor by the Government or its customers shall be used only for the purpose of carrying out the provisions of this contract. This information shall not be divulged or made known in any manner to any persons except as may be necessary in the performance of the contract.
6.2 In the performance of this contract, the Contractor assumes responsibility for the protection of the confidentiality of Government records and agrees to handle sensitive information, including personally identifiable information, in compliance with DHS policy, which includes mandatory training requirements (see http://www.dhs.gov/dhs-security-and-training-requirements-contractors).
6.3 The Contractor will adhere to the requirements found in Federal Acquisition Regulations (FAR) Part 24 - Protection of Privacy and Freedom of Information.
7.0 Place of Performance

8.0 Period of Performance
The period of performance will be Four (4) months from Date of Award.
OPTION MONTHS
Four (4) 1-month Option Months.
· Option Months may be exercised to extend the period of performance based on the requirements of and at the discretion of the Government.
9.0 Security Requirements 9.1 Contractor shall provide documentation of background checks performed at Contractor’s expense for all personnel presented for work at the CPC. Background checks should include, at a minimum, a name-based criminal history check, a fingerprint-based criminal history check, and a Department of Public Safety central registry check to include all out of state registry for child and sexual abuse. Also will require information be entered into e-Qip. See State of Texas Administrative Code Title 40, Part 19, Chapter 745, Subchapter F – Background Checks. The (3) attached security forms must be typed and submitted prior to Notice to Proceed (NTP).
9.2 Contractor shall submit a list of employee names, for anyone working on this contract, to the El Paso Sector Security Specialist listed in [UPDATE] Upon award, Security Specialist will provide any additional forms to Contractor for vetting purposes that may not have been attached. Work will not proceed until employees are formally vetted by the Security Specialist from (3) forms attached.
9.3 Contractor employees shall present company issued identification/credentials to on-duty Border Patrol Supervisor for verification each time Contractor arrives to perform services.
9.4 The Contractor shall provide names of employees who quit or are dismissed after award of the contract to the Contracting Officer’s Representative (COR) and the Security Specialist. Contractor shall notify the COR via electronic transmission, no later than one work day after any personnel changes occur. This includes, but is not limited to, name changes, resignations, terminations and reassignments.
9.5 Vehicles shall be conspicuously marked with Contactor identification.
9.6 Contractor shall provide employee information and meet all other documentation requirements for any subcontractors performing work under this contract.
9.7
If Contractor uses a subcontractor, the Contractor shall provide subcontractor employee names and other required information to the COR and the Security Specialist for clearance prior to having the subcontractor report for work at the CPC.
10.0 Special Considerations 10.1 Work Schedule
10.1.1 The CPC is a 24/7 operational facility. During times of unplanned influx of detainees, Contractor shall have the capacity to add additional staff and increase the hours of operation as requested by the Contracting Officer (CO) and in accordance with the terms and conditions of the resulting contract.
10.2.
Qualifications Required
10.2.1 Contractor Personnel Qualifications
· Written documentation of successful passage of the background checks required above.
· Experience and training in the following caregiver areas of responsibility commensurate with the level required of caregivers employed at state-licensed daycare facilities State of Texas:
· Supervisory/Management Training and Skills (Supervisor Qualification only)
· Communication Skills
· Personal Care and Toileting
· Basic Hygiene and Basic Infection Control
· Maintaining a Clean, Safe and Healthy Environment
· Basic Personal and Environmental Safety Precautions
· Emergency Procedures, including Basic First Aid
· Understanding Abuse and Neglect
· Ability to perform vigorous physical activity (bending, standing, walking, sitting, etc.) for extended periods.
· Ability to hear and see well enough to monitor children and keep them safe at all times.
· Ability to lift 40 lbs.
· Ability to communicate effectively in English and Spanish.
10.3 Holiday and Administrative Leave
10.3.1 Contractor shall have the capacity to maintain all services during days the Federal Government observes as Holidays. Federal Government Holiday periods are outlined in the solicitation terms and conditions.
