Statement of Work Mobile Forensic Device Upgrade and License Renewal

1. BACKGROUND:

The Del Rio Sector US Border Patrol Intel Unit requires the upgrade of three (3) Mobile Forensic Devices (MFDs) from Touch 1 to Touch 2. The Del Rio Sector requires the annual renewal of eight

(8) MFDs licenses.

2. SCOPE:

It is the intent of CBP to procure the MFD equipment upgrade and license renewals from a responsible vendor meeting all of the requirements and specifications detailed in Section 4.

3. APPLICABLE DOCUMENTS:

Commercial standards shall be used wherever practicable.

4. SPECIFIC TASKS/REQUIREMENTS:

a. Three (3) Cellebrite UFED equipment trade-in upgrade from Touch 1 to Touch2 Logical Standard (equivalent or better)

b. Eight (8) Physical Analytic Software License renewal for each MFD as described below:

(1) One Cellebrite UFED Touch 2 Ultimate Standard License renewal (equivalent or better)

(7) Seven Cellebrite UFED Touch 2 Logical Standard License renewal (equivalent or better).

The MFDs upgrades and license renewals must include the following:

Physical Analytic Software License Logical license dongles so further analysis can be conducted on desktop computers or laptops using software provided by the MFD vendor to read and analyze the logical data extractions.

Options for annual license renewals.

The MFDs will be able to perform logical extraction of the mobile electronic devices. The MFDs must be a portable self-contained computer hardware and software unit. The MFDs must include a device cable kit with the proper number and type of cables to connect the supported phones to the MFDs.

The MFD units must be capable of being powered using 110V AC power, 12V (vehicle)

DC power, and battery power.

The MFDs will have the ability to extract information from feature cell phones and smartphones.

Each MFDs will be compatible with and extract data from different operating systems to include, but not limited to, Android, iOS, Blackberry and Windows.

The MFDs must be able to extract data from GPS devices and tablets The MFDs will be able to extract rich sets of data to include

App data Passwords IM (instant messaging) Calendars Call logs Contacts Short Message Service (SMS) messages Multi Media Service (MMS) messages, Multimedia (images, videos, music, etc.)

Chats Email Map / GPS Data iCloud Backup Translation of foreign text

The MFDs will be able to extract phone details like the Electronic Serial Number (ESN) and International Mobile Station Equipment Identity (IMEI)

The MFDs will be able to extract SIM Information like the Temporary Mobile Subscriber Identity (TMSI), Mobile Country Code (MCC), Mobile Network Code (MNC) and Location Area Code (LAC). The MFDs will include adaptors for Micro and Nano SIM cards.

The MFDs will be able to generate and customize reports in a variety to formats to include PDF, HTML, XML and Excel. The MFDs must be capable of outputting the data to both USB flash devices connected directly to the MFDs, and also to an external computer using a vendor provided data cable.

The reports generated must be currently compatible for upload into computer systems and custom analysis programs in use by CBP, including but not limited to ATS.

A software license dongle must be provided so further research can be conducted on the logical extracted data on a desktop computer or laptop using vendor provided software designed to analyze the extracted data.

The MFDs must be supported by the Customs and Border Protection (USCBP), Office of Information Technology (OIT), Laboratories and Scientific Services Directorate (LSSD) for physical extraction and LSSD internal training for the U.S. Border Patrol.

Frequent software updates will be provided so the MFDs is compatible with the newest mobile electronic devices on the market. Updates must be able to be performed offline without connecting the device to the Internet or other network. The software maintenance period shall be no less than (1) one year from the date the MFDs units is received, or annual license renewal options are approved.

The vendor will be required to provide technical support by phone and email during the duration of this contract. Technical support shall include the replacement of broken and lost cables as part of the software maintenance package at no additional charge.

The vendor will provide the Contracting Officer or designee a list of the supported mobile devices, including a total number of supported mobile devices using a logical data extraction (see para. 4.2 above). This list shall include the specific types of data (i.e.

call logs, SMS, MMS, contacts, etc.) the MFDs can retrieve from each supported mobile device on a logical extraction.

5. DELIVERABLES AND DELIVERY SCHEDULE:

The Contractor shall deliver the MFDs Free On Board (F.O.B) Destination no later than 30 days after contract award.

6. GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION:

The Government does not anticipate providing any GFE.

Information related to existing equipment necessary to produce the bid/service will be provided at the time of request by the POC listed on item 10 of this Statement of Work.

7. PERIOD OF PERFORMANCE:

a. The Contractor shall have 30 days after contract award to deliver the Equipment listed on this Statement of Work.

b. It is also the intent of this procurement to obtain services for a base year, 365-day Fixed Price contract, with two (2) option years for the license renewal of the devices on hand.

Services shall begin on the next day after expiration date of the licenses.

8. SECURITY: (In the event a site visit is required)

All vendor representatives/employees are subject to a security screening.

The vendor will be required to submit names or perspective representatives/employees (to include date of birth, valid government photo identification and social security number) no less than five business days prior to the commencement of work on the premises.

All vendor representatives/employees will be required to sign in at the front reception desk when arriving on the premises. They will be issued visitor badges and escorted by a BBT employee at all times. Visitor badges must be worn prominently on one’s person while on the premises. Before leaving the premises the vendor representatives/employees must sign out at the front desk and return any visitor badges issued to them.

Disclosure of Information

Any information made available to the contractor by the government or its customers shall be used only for the purpose of carrying out the provisions of this contract. This information shall not be divulged or made known in any manner to any persons except as may be necessary in the performance of the contract.

In the performance of this contract, the contractor assumes responsibility for the protection of the confidentiality of government records.

The contractor will adhere to the requirements found in Part 24 of the Federal Acquisition Regulation, Protection of Privacy and Freedom of Information.

9. SPECIAL CONSIDERATIONS:

Changes to the SOW

No changes to this SOW or cost increases shall be incurred without written prior approval of the Contracting Officer (CO) as coordinated by the COR/POC. Any changes or cost increases will not take effect until the CO executes a written bilateral modification to the purchase order. The CO is the only individual with the authority to amend this contract

Billing Procedures

The award Contractor shall invoice CBP in accordance with CBP invoicing clause, “Electronic Invoicing and Payment Requirements – Invoice Processing Platform (IPP) (Jan 2016).

The contractor shall provide electronic invoices through the Invoicing Processing Platform (IPP), www.ipp.gov, and must be registered in System for Award Management (SAM), www.sam.gov.
