Statement of Work (SOW) Physical Fitness Facilities and Services

1. BACKGROUND:

In support of the Department of Homeland Security (DHS), U.S. Customs and Border Protection’s (CBP), Directive NO. 51410-023 Physical Fitness Program’s (Pilot) goal to create and support a culture within CBP where physical fitness is promoted across CBP, the Office of Acquisition (OA) and United Stated Border Patrol (USBP) seeks a contract with a fitness center to support and promote employees health and wellness.

2. SCOPE:

The contractor shall provide access to physical fitness facilities for CBP/OA/USBP uniformed service and government personnel assigned to 1901 South Bell Street, Arlington, VA 22202 (Crystal City Area Location Only). If contractors have other facilities in the National Capital Region, personnel will be encouraged to visit those locations primarily during non-working hours, but the primary emphasis for this procurement will be on the fitness center location or locations with accessibility to employees whose work location is at 1901 South Bell Street, Arlington, VA 22202.

The Government intends to issue a firm-fixed-price contract with an award term of one (1) 12-month base period, and four (4) 12-month option periods for a possible contract length of 5 years. The Government will not purchase individual memberships. Rather, the Government will purchase unlimited access for active members and will pay the same price every month, regardless of the number of active members.

3. APPLICABLE DOCUMENTS:

U.S. Customs and Border Protection’s, Directive NO. 51410-023 Physical Fitness Program’s (Pilot)

4. SPECIFIC TASKS:

4.1 FACILITIES: The contractor shall provide:

· (1) unlimited access to a fitness center facility that is located no greater than a half mile radius distance from the workplace address specified throughout this document. The fitness center shall be open for use, at minimum, 5:00 am to 8:00 pm, Monday through Friday, for CBP/OA/USBP personnel located at 1901 South Bell Street, Arlington, Virginia, 22202, and;

· (2) unlimited access to multiple fitness facilities in the National Capital Region so that OA and USBP personnel will be encouraged to visit those locations on their personal time any day of the week and on weekends.

4.2 The contractor shall provide at a minimum (but not limited to):

1. Facilities that contain a wide variety of cardiovascular/aerobic exercise equipment. Examples include elliptical machines, treadmills, stair climbers, rowing machines, and stationary bikes.

2. Facilities that contain a wide variety of weight training machines and equipment. Examples include stack/rack and plate-loaded machines such as arm curl, chest press, leg press, leg extension and lat pull-down. Weight room or area with a variety of free standing weights of different weights. (i.e. dumb bells, barbells and kettle balls).

3. Facilities that contain a wide variety of fitness/resistance exercise equipment. For example, fitness balls (i.e. medicine/weighted balls, yoga and/or bosu balls) and resistance bands.

4. Facilities that offer a variety of exercise classes. Examples include group exercise classes (i.e. Scheduled Pilates, yoga, dance, step, kickboxing, sports specific programming and cycle) which shall be included in the membership price.

5. Facilities with locker rooms and shower facilities.

6. Fitness center staffs are to be certified by nationally recognized personal training organizations. Fitness center staff should have current CPR certification, and nationally recognized instructor certification or degree from: The American Council on Exercise (ACE), The Athletics and Fitness Association of America (AFAA), American College of Sports Medicine (ACSM) preferred.

4.3. The fitness center access being purchased belongs to the Government, not to individual Government employees. The Government Contracting Officer Representative (COR) or Contracting Officer (CO) will determine which individuals are eligible to become active members with access to the fitness facility/facilities and will communicate that list to the contractor. The contractor shall provide numbered, individual identification cards to individuals at no additional cost to the government and maintain a listing of all cards issued and cancelled each month. If the COR or CO determines that an active member with access to the contractor’s facility or facilities should no longer have access, the COR or CO will communicate that information to the contractor and the contractor shall remove that individual’s access within 3 business days.

4.4. The contractor shall prepare a monthly active member usage report to be provided to the Government no later than the 10th of the following month.

4.5 In accordance with FAR 52.212-4(i)(1), the Government will not prepay for services not yet delivered to the Government or accepted by the Government. The Government will pay the contractor on a monthly basis in arrears. For example, for the January 1 through January 31 monthly timeframe, the contractor shall invoice the Government no earlier than February 1 – after services have been delivered to the Government.

5. DELIVERABLES AND DELIVERY SCHEDULE:

5.1. The contractor shall prepare a monthly member usage report, in addition to, an active membership roster to be provided to the Government no later than the 10th of the following month.

5.3. The contractor shall provide numbered, individual identification cards to members at no additional cost to the government and maintain a listing of all cards issued and cancelled each month.

6. GOVERNMENT-FURNISHED INFORMATION:

List of approved OA personnel eligible to become active members with access to the fitness facilities.

7. PLACE OF PERFORMANCE:

At contractor’s fitness facilities.

8. PERIOD OF PERFORMANCE:

Base Period:November 22, 2019 – November 21, 2020
Option Year 1:November 22, 2020 – November 21, 2021
Option Year 2:November 22, 2021 – November 21, 2022
Option Year 3:November 22, 2022 – November 21, 2023
Option Year 4:November 22, 2023 – November 21, 2024

9. SECURITY:

Performance under this SOW is considered unclassified and a security clearance is not required.

10. POINTS OF CONTACT:
