1. Nature and/or description of the item/service being procured and anticipated cost:

Canada-United States Maritime Information Sharing Pilot Project: Puget Sound (CANUS). The University of Washington provides research, evaluation and related services to Pacific Northwest U.S. Border Patrol (USBP) units in support of installation, analysis and testing of a system for radar detection of previously dark vessels for enhanced domain awareness and operational coordination. The Airbus workstation will provide enhanced Maritime Domain Awareness (MDA) via a persistent maritime surveillance capability within the Strait of Juan de Fuca, the Salish Sea, and the San Juan Islands.

The signed IGCE estimates a cost of approximately $125,000.

Authority: Specifically 6.302-3(a)(2)(ii): To establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center.

Application: Specifically 6.302-3(b)(2)(i): Establish or maintain an essential capability for theoretical analyses, exploratory studies, or experiments in any field of science or technology.

Requirement for services to be performed: The Canada-United States Maritime Information Sharing Pilot Project: Puget Sound (CANUS) evaluated the effectiveness and mission impact of enhanced radar detection capabilities provided to selected U.S. units along the Pacific Northwest international maritime border. Phase 1 of the pilot project demonstrated potentially game-changing gains for U.S.

and Canadian maritime law enforcement agencies enabling them to more effectively plan and execute their border security missions. Organizations participating in the working group are:

United States: NMIO, US Coast Guard (C3CEN, District 13, Sector Puget Sound, CG Headquarters, Station Bellingham, VTS Puget Sound, Base Seattle), and CBP (AMO Headquarters, AMOC, AMO Bellingham)

Canada: Transport Canada, RCMP, Canadian Coast Guard

Sole Source Determination

Current Situation: USBP units responsible for coastal enforcement saw potential for considerable benefit and joined the CANUS project near the end of Phase 1. Based on the results of the Phase 1 pilot project, U.S. Customs and Border Protection and U.S. Coast Guard operational units need to extend the pilot to Phase 2 of testing and evaluation focused on issues of acquisition, system ownership, and implementation of a formal program of record. The USBP developed a plan to further test enhanced radar in support of their mission with Phase 2 of the CANUS project.

Sole Source Rationale: The University of Washington’s Center for Collaborative Systems for Security, Safety and Regional Resilience (CoSSaR) team has the knowledge and understanding of the Airbus system and of the roles and responsibilities, relationships, plans, and policies involving national maritime security, and international and interagency information sharing efforts to perform the necessary tasks. The research, development and implementation of Phase 1 that has already been performed by the University of Washington has provided the USBP with critical capabilities such as increased detection capabilities, shorter response time, and improved item of interest identification.

The University of Washington has the ability to subcontract to Airbus to lease the necessary proprietary software needed to complete the information sharing network. Without the Airbus software and hardware, information sharing cannot be done.

Delays in implementation of this system would cause a negative impact on surveillance capabilities in the Pacific Northwest USBP stations. Since USBP already has an exclusive licensing agreement with CoSSaR, procuring this requirement from any other source would result in a substantial duplication of cost. A delay in schedule would also lead to increased costs in the pilot testing and would prevent USBP Agents from having the critical tools necessary to do effectively perform their duties.

Neglecting to move forward with this initiative creates a national security risk due to decreased capability to effectively identify, monitor, and track Items of Interest (IoI).

The benefits of this initiative include new U.S.-Canadian information sharing opportunities, enabling law enforcement personnel to detect, monitor, analyze, and share radar tracks of small and previously dark vessels. As a whole, it would improve national security, and the overall effectiveness of the USBP in the mission to prevent terrorists and terrorist weapons, including weapons of mass destruction, from entering the United States. Without this capability, the ability to interdict these items would be greatly delayed or diminished.
