PRE-SOLICITATION - MIDDLE RIO GRANDE COLLABORATIVE PROGRAM SUPPORT (140R4022R0001)
This Pre-Solicitation Notice is issued solely for informational and planning purposes; is not a Request for Proposal (RFP). The Government may retain and use any information received from this Pre-Solicitation Notice to determine the best acquisition strategy for future procurement.
THERE IS NO SOLICITATION AT THIS TIME. The submission of any information in response to this pre-solicitation notice is purely voluntary. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submission. This notice is not a request for proposals/quotations and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner.
Interested parties may submit the following at their own discretion.
· Company name and contact information to include phone number and email.
· Contractor capability statement (i.e., brief information about related work experience).
· DUNS number and CAGE code.
· Business type (i.e., Service-Disabled Veteran-Owned small business).
When a solicitation is issued, it will be posted on the https://beta.sam.gov website. It is the sole responsibility of the interested party to keep abreast and to monitor https://beta.sam.gov for future procurement opportunities. Responders are advised that responses to this Pre-Solicitation Notice are not offers and cannot be accepted by the Government to form a binding contract. Not responding to this Pre-Solicitation Notice will not preclude participation in any future RFP, when one is issued.
Project Description: The Bureau of Reclamation, Upper Colorado Region, has a requirement to solicit for Program and Science Support Services that includes coordination of the Middle Rio Grande Endangered Species Collaborative Program. The Collaborative Program (https://webapps.usgs.gov/MRGESCP/) is a group of 17 Memorandum of Understanding (MOU) signatories representing federal, state, and local governments, the University of New Mexico, non-profit organizations, Pueblos, utilities, and irrigators; stakeholders representing diverse interests that collaborate to make more informed management decisions regarding endangered species and water delivery. The objective of the Program and Science Support Services contract is to facilitate achievement of the Collaborative Program’s Long-Term Plan (LTP) by providing program management services, science coordination services, and technical support services.
The primary objectives of the Program and Science Support Services are for the Contractor to provide the services necessary to coordinate the Collaborative Program using the established Administrative Schedule & Tasks and personnel functions within the Performance Work Statement (PWS). The Contractor will provide all personnel, subcontractors, office space, equipment, materials, supervision, and other items and services necessary to complete the tasks defined in this PWS, except as specified in section 4.2 as government furnished property and services.

Period of Performance: Anticipated period of performance is for five years and will be from the date of award for one base year plus four option years.
Contract Type: The Government is anticipating a Firm Fixed Price contract for this project.
Business Type: This procurement will be solicited as a Full and Open Procurement
NAICS & Size Standard: North American Industry Classification System (NAICS) code 541620 and size standard of $16.5 million.
The Government intends to post an actual solicitation within the next 30 days:
· Solicitation materials consisting of the Information for RFP Details, PWS, QASP, and Contract Forms will be available on https://beta.sam.gov in electronic format only.
· All contractors MUST be registered in the System for Award Management (SAM) at https://www.sam.gov/.
