DESCRIPTION OF REQUIREMENT

A. SUMMARY OF WORK AND PLACE OF PERFORMANCE
The Federal Bureau of Prisons (FBOP), Federal Correctional Complex (FCC) Coleman, Florida, located at 846 NE 54th Terrace, Coleman, Florida 33251, is soliciting a vendor to supply backflow preventers and reduced pressure principle assemblies for the complex.
B. SCHEDULE
Vendor shall have all items procured and delivered within forty-five (45) calendar days from the date the Delivery Order is executed.
C. DESCRIPTION OF EQUIPMENT
The Vendor shall provide all the following items:
Five (5) quantity of 350ASTR 6 SS double check valve backflow preventer, Zurn 6” OS & Y, 773350ASTR6 or approved equal meeting or exceeding specifications herein.
One (1) quantity of 3-375ASTR reduced pressure backflow preventer, Zurn 3” OS&Y red press backflow pre (0773375ASTR3) or approved equal meeting or exceeding specification herein.
One (1) quantity of 350ASTR 8 SS double check valve backflow, Zurn 8” OS&Y backflow preventer (0773350ASTR8) or approved equal meeting or exceeding specifications herein.
Four (4) quantity of 350ASTR 4 SS double check valve backflow, Zurn 4” OS&Y backflow preventer (0240350ASTR4) or approved equal meeting or exceeding specifications herein.
One (1) quantity of 975XL2, 1 LF RP backflow preventer, 1-975XL2 Wilkins 1” reduced (0773975XL21) or approved equal meeting or exceeding specifications herein.
All 350ASTR SS double check valve assemblies, no matter the diameter, shall comply with:
o ASSE Listed 1015 o AWWA Compliant C510 and C550 o UL Classified o C-UL Classified o FM Approved o CSA Certified o Approved by the Foundation for Cross Connection Control and
Hydraulic Research at the University of Sothern California o IAPMO Listed o Meets the requirements of NSF/ANSI/CAN 61* o All double check backflow prevention assemblies shall be supplied with full port gate valves.
o Main valve body shall be constructed of 304L Stainless Steel o Access covers shall be constructed of 304L Stainless Steel

P a g e | 2 o Internal components shall be constructed of Stainless Steel, 300 series NORYL.
o Fasteners and springs shall be constructed of Stainless Steel, 300 Series o The stem shall be stainless steel (ASTM A 276) o The seat disc elastomers shall be EPDM, FDA approved o O-rings shall be Buna nitrile, FDA approved.
o The checks shall be accessible for maintenance without removing the device from the line.
o Maximum working pressure shall be 175 psi o Maximum working water temperature shall be 140 F o Hydrostatic test pressure shall be 350 psi o Maximum weight with maximum spool length and OS&Y gate shall be
220 pounds for a 4” BFP; 364 pounds for a 6” BFP; and 573 pounds for an 8” BFP.
All 375ASTR SS double check valve assemblies, no matter the diameter, shall comply with:
o ASSE Listed 1013 o AWWA Compliant C511 and C550 o UL Classified o C-UL Classified o FM Approved o CSA Certified o Approved by the Foundation for Cross Connection Control and
Hydraulic Research at the University of Sothern California o IAPMO Listed o Meets the requirements of NSF/ANSI/CAN 61* o All double check backflow prevention assemblies shall be supplied with full port gate valves.
o Main valve body shall be constructed of 304L Stainless Steel o Access covers shall be constructed of 304L Stainless Steel o Internal components shall be constructed of Stainless Steel, 300 series NORYL.
o Fasteners and springs shall be constructed of Stainless Steel, 300
Series o The stem shall be stainless steel (ASTM A 276) o The seat disc elastomers shall be EPDM, FDA approved o O-rings shall be Buna nitrile, FDA approved.
o Coatings shall be FDA approved electrostatic epoxy finish o Sensing line shall be stainless steel, braided hose.
o The checks shall be accessible for maintenance without removing the device from the line.
o Maximum working pressure shall be 175 psi o Maximum working water temperature shall be 140 F o Hydrostatic test pressure shall be 350 psi o Maximum weight with maximum spool length and OS&Y gate shall be
145 pounds for a 3” BFP.

All 975XL2 reduced pressure principle assemblies, no matter the diameter, shall comply with:
o ASSE Listed 1013, rated to 180 F o AWWA Compliant C511 o UL Classified (less shut-off valves or with OS&Y valves) o C-UL Classified o CSA Certified B64.4 o Approved by the Foundation for Cross Connection Control and
Hydraulic Research at the University of Sothern California o IAPMO Listed o Meets the requirements of NSF/ANSI/CAN 61* o All double check backflow prevention assemblies shall be supplied with full port gate valves.
o Main valve body shall be constructed of low lead cast bronze ASTM B o Access covers shall be constructed of low lead cast bronze ASTM B o Fasteners and springs shall be constructed of Stainless Steel, 300
Series o The seat ring and all internal polymers shall be Noryl o The seat disc elastomers shall be silicone o Elastomers and O-rings shall be Buna nitrile, FDA approved.
o Ball valve handles shall be stainless steel o The first and second checks shall be accessible for maintenance without removing the relief valve or the entire device from the line.
o Maximum working pressure shall be 175 psi o Maximum working water temperature shall be 180 F o Hydrostatic test pressure shall be 350 psi o End connections shall be threaded per ANSI B1.20.1 o Maximum weight with ball valves shall be 14 pounds for a 1” reduced pressure principle assembly.
The Vendor shall verify quantities and all variables with FBOP Facilities staff prior to placing the order for the materials. The Vendor awarded the contract shall notify the Government of any conflicts and/or discrepancies. The Vendor will be responsible for delivery of the materials, components, accessories, etc. to FCC Coleman, 846 NE 54th Terrace, Coleman, FL 33521.
Bid pricing to include delivery to FCC Coleman. Bids should not include sales tax, as the Federal Bureau of Prisons is a tax-exempt organization.
Materials being purchased under this solicitation are being installed into an existing plumbing system of an operational prison, it is imperative the parts procured will easily fit into the existing plumbing system. FCC Coleman reserves the right to disqualify bids that provide materials that do not meet the specifications herein, including any materials proposed which will create additional plumbing work and delay returning the plumbing system to normal operations as quickly as possible.

D. SECURITY ISSUES
All Vendor’s personnel and delivery drivers are required to complete a medical screening each day they come onto FCC Coleman property. As of the date of this Description of Requirement, the medical screening consists of three medical questions and a temperature reading. More intense medical screenings may be imposed at a future date, which cannot be known at this time. Any personnel that fail the medical screening currently in effect for the designated work day will not be allowed on the property to work for that day. The decision of the screening staff is final and not open for discussion or exceptions.
Furthermore, should a Vendor or their personnel begin to develop typical symptoms related to COVID-19 during the work day, they must immediately inform the escorting FBOP staff. The Vendor will be assessed by FBOP Medical staff. If the FBOP Medical staff determine the Vendor is highly likely to be infected with COVID- 19, they will immediately be escorted from the property. That vendor will not be allowed back on the property for a minimum of 15 calendar days. The decision of the Medical staff is final and not open for discussion or exceptions.
Protecting our staff, inmates, and the introduction of COVID-19 into FCC Coleman is our top priority. As this is a fluid situation with regular changes, more intense medical screenings and/or restrictions may be imposed at a future date, based on guidance from the Center for Disease Control (CDC), the World Health Organization (WHO), and/or the Central Office of the Federal Bureau of Prisons. Any future medical required Personal Protective Equipment (PPE), as with current non-pandemic related PPE, will be the responsibility of the Contractor to provide for their staff. The vendor will ensure their staff have adequate PPE and required training, and will maintain required documentation as required by OSHA, CDC, or any other Authority Having Jurisdiction (AHJ).
