PRE-SOLICITATION NOTICE/MARKET SURVEY
NOTICE TO PROSPECTIVE BIDDERS
The General Services Administration (GSA), Heartland Supply Operations Center, intends to issue a solicitation on or about February 15, 2009 for:
Solicitation No.: 6FLS-J5-100424-N Federal Stock Class: 8030 Commodity: 8030 – Miscellaneous Items
Contract Type: 2-Year SOP Requirements, Negotiated, Fixed Price with Economic Price Adjustment
Contract Period: 6/1/2010 or DOA – 5/31/2012 (with three one-year options)
Number of Items: Nineteen (19)
Comments Due: December 18, 2009 The solicitation will result in a two-year SOP requirements, fixed price, with three one-year options. The contract will include an Economic Price Adjustment clause. Pricing is not required in response to this notice. Delivery will be FOB Origin and 30 DARO.
A notice of the solicitation will be placed on the FedBizOpps web site (no hard copies will be mailed). Firms requesting notification of the posting date will receive an e-mail advising them when the notice is posted. However, it is the vendor’s responsibility to monitor FedBizOpps. The solicitation is scheduled to issue on or about February 15, 2010. Award will be made on an item by item basis using factors which could include past performance and cost/price as evaluation tools.
If you are interested in bidding, please fill out the attached questionnaire. Your input will be used in an effort to improve and expand the competitive procurement process.

DESCRIPTION
A medium strength, anaerobic, methacrylate ester with Teflon in a thixotropic paste form for sealing and preventing galling on tapered pipe threads.
Size: The product shall be furnished in 50 mL quantities in the manufacturer's original, collapsible metal or plastic tubes made and fitted for a vapor-tight, resealable, screw cap. A two-part, room temperature curing in place, polyurethane coating compound for use in sealing or padding tail portions of explosive cavities of bombs.

T1.2 In accordance with Military Specification MIL-S- 46163A, dated July 12, 1983 and Interim Amendment 3, dated February 3, 1995.

EXCEPTION(S) TO TECHNICAL DOCUMENT
T2.1
1. Para. 4.6.2.1.2. The locking torque values shall be calculated and reported as the average of the five final locking torque average values of the individual nut/bolt assemblies. Five assemblies shall be used and tested.
2. Para. 4.3.2.2 Individual Lot tests. Add: "g. Bottle leak test. Select five (5) bottles from different cartons/boxes from the same lot or batch. Compress each sealed squeeze-bottle a minimum of 25% using small individual 'C' clamps installed to simulate finger squeezing of the bottle. Determine the 25% squeeze rate by measuring the 'C' clamp gap just at contact with the middle of the bottle and after tightening the clamp sufficient to reduce the gap by 25% or more. Place the compressed bottles upside down for 7 days. Any visible sign of leakage shall fail the packaged lot or batch offered the government."
3. The products shall not contain any 1,1,1-trichloroethane or other ozone depleting compounds.

T3.4 Each item shall be marked with the following:
(1) lot or batch number
(2) shelf life monitoring data including dates of manufacture and reinspection or expiration.

(4) instructions for use, thinning, mixing, shaking, etc.
(5) instructions for storage, i.e. do not freeze, requires refrigeration, etc.

PACKAGING
T4.1 PACKAGING: The product shall be furnished in the specified quantities packaged in the manufacturer's original containers and in accordance with normal commercial practice. There shall be no interaction chemically or physically with the contents so as to damage the containers or alter the strength, quality, or purity of the contents. The filled containers shall be closed in a manner that will insure the contents will not spill or leak from the containers during shipment, handling, storage, and redistribution.

T4.2 KIT PACKAGING: The product shall be furnished in the specified kit size quantities packaged in the manufacturer's original, separate containers and in accordance with normal commercial practice. There shall be no interaction chemically or physically with the contents so as to damage the containers or alter the strength, quality, or purity of the contents. Such packaged ingredients shall be further packaged or assembled together as a complete unit in kit form. The filled containers and kit assembly shall be closed in a manner that will insure the contents will not spill or leak from the containers and that separation of the components will be prevented during shipment, handling, storage, and redistribution.

T4.3 PACKAGING: All components comprising one kit shall be packaged in the manufacturer's original containers and in accordance with the supplier's normal commercial practice provided that there will be no interaction chemically or physically with the contents so as to damage the containers or alter the strength, quality, or purity of the contents. The filled containers shall be closed in a manner that will insure that the contents will not spill or leak from the containers during shipment, handling, storage, and redistribution. Such packaged ingredients shall be further packaged or assembled together as a complete unit in kit form. The kit assembly shall be closed in a manner that will insure the contents will not spill or leak from the containers and that separation of the components will be prevented during shipment, handling, storage, and redistribution.

T4.4 PACKAGING: The product shall be furnished in specified quantities in plastic, squeeze bottles of the type normally used for this product provided that there will be no interaction chemically or physically with the contents so as to damage the bottles or alter the strength, quality, or purity of the contents. The filled bottles shall be closed with vapor-tight, resealable/replaceable caps that will insure that the contents will not spill or leak during shipment, handling, storage, and redistribution.

T4.5 PACKAGING: The product shall be furnished in cartridges conforming to Military Specification MIL-S-38714B, Sealant Cartridge for Two Component Materials, dated May 15, 1987. There shall be no interaction chemically or physically with the contents which would damage the container or alter the strength, quality, or purity of the contents. Each filled cartridge shall be sealed in an appropriate type bag/envelope. The cartridges shall be closed in a manner that insures the contents shall not spill or leak during shipment, handling, storage, and redistribution.

PACKING
T5.1 PACKING: Twenty-four (24) injection cartridges packaged as described above shall be further packed in a close-fitting, corrugated fiberboard box conforming to Section 6(a), Rule 41 of the Uniform Freight Classification and Item 222 of the National Motor Freight Classification (200 minimum burst). Closure of the boxes shall be in accordance with Section 7 of Rule 41 of the Uniform Freight Classification. Gross weight of the box and contents shall not exceed 65 pounds.

T5.2 PACKING: Material packaged as specified above shall be packed in a close-fitting, corrugated, fiberboard box conforming to Section 6(a), Rule 41 of the Uniform Freight Classification and Item 222 of the National Motor Freight Classification (200 minimum burst). Closure of the boxes shall be in accordance with Section 7 of Rule 41 of the Uniform Freight Classification. Gross weight of the box and contents shall not exceed 65 pounds.

T5.3 INTERMEDIATE PACKAGING: Not more than 25 units packaged as specified above shall be further packaged in a close fitting corrugated fiberboard box conforming to Section 6(a), Rule 41 of the Uniform Freight Classification and Item 222 of the National Motor Freight Classification. Closure of the boxes shall be in accordance with Section 7 of Rule 41 of the Uniform Freight Classification. The units shall be protected within the box by individually packaging in paperboard boxes or with full height partitions or other suitable means to ensure that the containers are not damaged during shipment, handling, storage, and redistribution.
PACKING: Intermediate packaged boxes may be further packed in a close-fitting, corrugated, fiberboard box conforming to Section 6(a), Rule 41 of the Uniform Freight Classification (UFC) and Item 222 of the National Motor Freight Classification. Closure of the boxes shall be in accordance with Section 7 of Rule 41 of the UFC. Gross weight of box and contents shall not exceed 65 pounds.

MARKING
T6.1 All unit, intermediate, transport packages and unit loads shall be marked and bar coded for delivery to civilian activities in accordance with the latest version of FED-STD-123, "Marking For Shipment (Civil Agencies)", or marked and bar coded for delivery to military activities in accordance with the latest version of MIL-STD-129, "Military Marking For Shipment and Storage". "Latest version" is defined as the version in effect on the date of bid submittal. South Coast Air Quality Management District Provision: If the item is on an existing contract, the supplier shall follow the pre-arranged California South Coast Air Quality Management District labeling requirements.
PALLETIZATION
Pallet Configuration: The pallets shall be 48-inch length x 40-inch width, general purpose, four-way entry, flush stringer, double-face non-reversible pallets. Pallet lumber used shall be bark free.
Pallet Load Size: The load plus the pallet shall have a maximum height of 53 inches and shall not exceed 2500 pounds in weight for shipments to Eastern Distribution Center (Burlington). The palletized load shall not exceed 2000 pounds in weight for shipments to the Western Distribution Center (Sharpe).
Stacking Strength: The pallet plus the load shall be capable of supporting two additional like loads without any product damage and without the load or the pallet collapsing. Vertical, horizontal, or filler reinforcement may be added as necessary to provide strength.
Partial Palletized Loads: Less than one-half pallet loads shall not be used for stacking, unless load is balanced on pallet. The partial palletized load shall be used for top loading only.
NOTICE OF REQUIREMENTS FOR SHIPMENT TO EUROPEAN UNION COUNTRIES:
Per Clause D-FSS-468, non-manufactured wood pallets and other non-manufactured wood package material used in shipments destined for ultimate delivery to or through a European Union (EU) country shall comply with the Emergency Measures (2001/219/EC) adopted by the Commission of the European Communities (CEC). Additionally, shipments delivered to DoD distribution facilities or freight consolidation points for eventual delivery to or through EU countries shall comply with DLA PROCLTR 01-15.
