Use: For use on exterior plastic parts on aircraft and missile surfaces.
Type 2: Antistatic rain erosion resistant coating.
Class A: Polyethelene prepolymers which are not dependent on moisture of high relative humidity for curing.

Size: The kit shall consist of the following components:
1) Rain erosion polyurethane prepolymer and curing catalyst: The prepolymer and curing agent shall total a minimum of 3.79 liters (1 gallon). Each component shall be packaged in separate containers.

PACKAGING
T4.1 [4METALPAILS] [5] [A]
PACKAGING: The product shall be furnished in the specified quantities in painted, 5-gallon, resin-lined, open-head, resealable pails. The pails shall be of welded construction with 24 gage minimum steel lids, sidewalls, and bottom. The lid gasket shall be resistant to organic solvents. Each pail shall be fitted with a bale type wire handle and grip capable of supporting the suspended weight of the loaded pail. Pails shall meet the minimum applicable requirements of the National Motor Freight Classification, Uniform Freight Classification, and the Department of Transportation.
South Coast Air Quality Management District Provision: If the item is on an existing contract, the supplier shall follow the pre-arranged California South Coast Air Quality Management District labeling requirements.

T4.2 [4PAIL-THIN] [1] [A]
The product shall be furnished in the specified quantities in new closed head metal shipping pails with closure and handles of the type normally used for this product, providing that there will be no interaction chemically or physically with the contents so as to damage the container or alter the strength, quality or purity of the contents. The filled containers shall be closed and sealed in a manner that will insure the contents will not spill or leak from the containers during shipment, handling, storage and distribution. The containers shall meet the applicable requirements of the National Motor Freight Classification, Uniform Freight Classification and the Department of Transportation regulations.

T4.3 [4PAINT-CAN] [8] [A]
The product shall be furnished in the units indicated and Performance Oriented Packaged (POP) as follows:
In accordance with IMO regulations for transport of dangerous goods by surface or ICAO and IATA by aircraft.
The IMDG code permits substances of UN number 1263 (paint and paint related materials) in class 3 with certain viscosities to be carried in light metal packages of 5 liter capacity and below to be shipped without testing and certification provided the packages are in unit load meeting all the requirements of the code. Reclassification of product to class 3, Unit load and Limited Quantity exemptions are NOT permitted.
GALLONS AND QUARTS: Material shall be furnished in round, compound lined double-seamed end metal cans with multiple friction closure of the type normally used for the product. Filled containers shall be closed in a manner that will insure that the contents will not spill or leak from the container during shipment, handling, storage and redistribution.
All containers shall be constructed so that there will be no interaction chemically or physically with the contents that damages the container or alters the strength, quality or purity of the contents.
One gallon containers shall be provided with a bail type handle in accordance with current Good Manufacturing Practices.
Material packaged as specified above shall be packed in a close-fitting, corrugated, fiberboard box conforming to Section 6(a), Rule 41 of the Uniform Freight Classification, Item 222 of the National Motor Freight Classification (200 minimum burst). Closure of the boxes shall be in accordance with Section 7 of Rule 41 of the Uniform Freight Classification. Gross weight of the box and contents shall not exceed 65 pounds.

All containers shall be such that there will be no interaction chemically or physically with the contents so as to damage the container or alter the strength, quality or purity of the contents. The filled cans shall be provided with inner friction metal seals which shall be rolled or tapped firmly into the screw neck and shall not damage the inner pad or facing. The screw caps shall be designed and secured to insure that the contents will not spill or leak from the containers during shipment, handling, storage and redistribution. One quart containers do not require handles. Gallon size cans shall be provided with a formed bridge type handle or a wire handle secured to the top in accordance with normal commercial practice. When formed bridge type handles are used, padding shall be used to protect the handle.

Closure of the boxes shall be in accordance with Section 7 of Rule 41 of the Uniform Freight Classification. The filled boxes shall not weigh more than 65 pounds. Pails and drums shall meet the applicable requirements of the National Motor Freight Classification, Uniform Freight Classification, and Department of Transportation regulations.

PACKING: The product shall be furnished in the specified quantities in painted, 5-gallon, resin-lined, openhead, resealable pails. The pails shall be of welded construction with 24 gage minimum steel lids, sidewalls, and bottom. The lid gasket shall be resistant to organic solvents. Each pail shall be fitted with a bale type wire handle and grip capable of supporting the suspended weight of the loaded pail. Pails shall meet the minimum applicable requirements of the national Motor Freight Classification, Uniform Freight Classification, and the Department of Transportation.

MARKING
T6.1 [6STOCK-80] [10] [A]
All unit, intermediate, transport packages and unit loads shall be marked and bar coded for delivery in accordance with the latest version of MIL-STD-129, "Military Marking For Shipment and Storage". "Latest version" is defined as the version in effect on the date of bid submittal. South Coast Air Quality Management District Provision: If the item is on an existing contract, the supplier shall follow the pre-arranged California South Coast Air Quality Management District labeling requirements.
Palletization: The shipping (transport) containers shall be palletized. The pallets shall be 48-inch length x 40-inch width, general purpose, four-way entry, flush stringer, and double-face non-reversible pallets. The palletized load shall not exceed 2500 pounds in weight for shipments to the Eastern Distribution Center (Burlington). The palletized load shall not exceed 2000 pounds in weight for shipments to the Western Distribution Center (French Camp Location). The palletized load shall not overhang the pallet deck board edge by more than 1 inch and shall not exceed 53 inches in overall height (including pallet). Less than half pallet loads or loads shipped by small package carrier in acceptable transport packing need not be palletized. When less than full but more than a half pallet is used, the palletized load shall utilize proper bracing and/or reinforcement to ensure that the load can withstand two additional loads placed on it.
Stacking: A load-stacking test shall be performed once, at the beginning of the contract, for each different unitized or palletized load configuration. A fully palletized load shall be tested utilizing a total stack of three palletized loads, with all the proper bracing and/or reinforcement necessary to perform the test. There shall be no evidence of damage to the pallets, shipping containers or products when stack is tested on the rigid surface for a minimum of 24 hours, in compliance with all the National and Local Safety Regulations. The pre-tested palletized load configuration shall be duplicated using the same packaging materials, pattern, number of shipping (transport) containers, and procedures consistent throughout the duration of the contract. Palletized loads shall be stable and safe when handled with mechanical equipment by qualified personnel.
Materials: All lumber used inside or outside a shipment shall be bark free. No used wood pallets with repaired components or stringers will be acceptable. All wood pallet stringers shall be manufactured from hardwoods. Pallets manufactured of materials other than wood, shall conform to all the requirements specified herein.
Unitization: For the purpose of this requirement, the assembled group of containers or items in a single load that can be handled as a unit throughout the distribution system. Unitization encompasses, but is not limited to, consolidation in a container, placement on a pallet or load base having forklift capability, or securely binding together. Shipments should be considered for unitization where appropriate or specified.
Unitization of pallet load: The palletized load shall be unitized and secured to the pallet to insure that the load arrives intact without product damage. The containers or items shall be placed in a suitable pattern to form a stable and balanced load. Vertical, horizontal or filler reinforcement shall be added as necessary to meet the stacking strength requirements. A palletized load shall be secured to the pallet by shrink or stretch wrapping, and/or, by steel or nonmetallic strapping. When steel or nonmetallic strapping is used, edge protectors shall be provided to prevent damage to the cartons when tensioning the strapping. As a minimum, two straps shall run lengthwise, two straps shall run widthwise, and two straps shall run around the girth of the palletized load. A palletized load shall be capable of protecting the products against damage in a multiple handling, transportation, and storage environment having distribution warehouses with rack systems that support the load/s overhead of warehouse personnel.
Notice of special requirements for shipment to European Union countries: Per Clause D-FSS-468, non-manufactured wood pallets and other non-manufactured wood package material used in shipments destined for ultimate delivery to or through a European Union (EU) country shall comply with the Emergency Measures (2001/219/EC) adopted by the Commission of the European Communities (CEC). Additionally, shipments delivered to DoD distribution facilities or freight consolidation points for eventual delivery to or through EU countries shall comply with applicable DLA Regulations and Procurement Letter PROCLTR 02-17.

Comptroller General Examination of Record. 52.216-22 INDEFINITE QUANTITY (DEVIATION--JAN 1994)
(a) This is an indefinite quantity contract for the supplies or services specified, and effective for the period stated, in the Schedule. The quantities of supplies and services specified in the Schedule are estimates only and are not purchased by this contract.
(b) Delivery or performance shall be made only as authorized by orders issued in accordance with the Ordering clause. The contractor shall furnish to the Government, when and if ordered, the supplies or services specified in the Schedule. The Government shall order at least the quantity of supplies or services designated in the Schedule as the "minimum."
(c) Except for any limitations on quantities in the Guaranteed Minimum clause and the Delivery Order Limitations clause, there is no limit on the number of orders that may be issued. The Government may issue orders requiring delivery to multiple destinations or performance at multiple locations.
(d) Any order issued during the effective period of this contract and not completed within that period shall be completed by the Contractor within the time specified in the order. The contract shall govern the Contractor's and Government's rights and obligations with respect to that order to the same extent as if the order were completed during the contract's effective period.
52.222-1 NOTICE TO THE GOVERNMENT OF LABOR DISPUTES (FEB 1997) 22.103-5(a) If the Contractor has knowledge that any actual or potential labor dispute is delaying or threatens to delay the timely performance of this contract, the Contractor shall immediately give notice, including all relevant information, to the Contracting Officer.
52.223-3 HAZARDOUS MATERIAL IDENTIFICATION AND MATERIAL SAFETY DATA (JAN 1997) (ALTERNATE I—JUL 1995) 23.303 (a) Hazardous material, as used in this clause, includes any material defined as hazardous under the latest version of Federal Standard No. 313 (including revisions adopted during the term of the contract).
The offeror must list any hazardous material, as defined in paragraph (a) of this clause, to be delivered under this contract. The hazardous material shall be properly identified and include any applicable identification number, such as National Stock Number or Special Item Number. This information shall also be included on the Material Safety Data Sheet submitted under this contract.

Data shall be submitted in accordance with Federal Standard No. 313, whether or not the apparently successful offeror is the actual manufacturer of these items. Failure to submit the Material Safety Data Sheet prior to award may result in the apparently successful offeror being considered nonresponsible and ineligible for award.
(e) If, after award, there is a change in the composition of the item(s) or a revision to Federal Standard No. 313, which renders incomplete or inaccurate the data submitted under paragraph (d) of this clause, the Contractor shall promptly notify the Contracting Officer and resubmit the data.
(f) Neither the requirements of this clause nor any act or failure to act by the Government shall relieve the Contractor of any responsibility or liability for the safety of Government, Contractor, or subcontractor personnel or property.
(g) Nothing contained in this clause shall relieve the Contractor from complying with applicable Federal, State, and local laws, codes, ordinances, and regulations (including the obtaining of licenses and permits) in connection with hazardous material.
(h) The Government's rights in data furnished under this contract with respect to hazardous material are as follows:

Obtain medical treatment for those affected by the material; and
(iii) Have others use, duplicate, and disclose the data for the Government for these purposes.
To use, duplicate, and disclose data furnished under this clause, in accordance with subparagraph (h)(1) of this clause, in precedence over any other clause of this contract providing for rights in data.
The Government is not precluded from using similar or identical data acquired from other sources.
Except as provided in paragraph (i)(2) the Contractor shall prepare and submit a sufficient number of Material Safety Data Sheets (MSDS's), meeting the requirements of 29 CFR 1910.1200(g) and the latest version of Federal Standard No. 313, for all hazardous materials identified in paragraph (b) of this clause.
For items shipped to consignees, the Contractor shall include a copy of the MSDS with the packing list or other suitable shipping document which accompanies each shipment. Alternatively, the Contractor is permitted to transmit MSDS's to consignees in advance of receipt of shipments by consignees, if authorized in writing by the Contracting Officer.
For items shipped to consignees identified by mailing address as agency depots, distribution centers or customer supply centers, the Contractor shall provide one copy of the MSDS's in or on each shipping container. If affixed to the outside of each container, the MSDS must be placed in a weather resistant envelope.
52.223-11 OZONE‑DEPLETING SUBSTANCES (MAY 2001) 23.804(a)
Definitions.
"Ozone-depleting substance," as used in this clause, means any substance the Environmental Protection Agency designates in 40 CFR Part 82 as —
(1) Class I, including, but not limited to, chlorofluorocarbons, halons, carbon tetrachloride, and methyl chloroform; or
(2) Class II, including, but not limited to, hydrochloro fluorocarbons.
The Contractor shall label products which contain or are manufactured with ozone-depleting substances in the manner and to the extent required by 42 U.S.C. 7671j (b), (c), and (d) and 40 CFR Part 82, Subpart E, as follows:
“WARNING: Contains (or manufactured with, if applicable) ______________,* a substance(s) which harm(s) public health and environment by destroying ozone in the upper atmosphere.”
* The Contractor shall insert the name of the substance(s).
52.232-17 INTEREST (JUN 1996) 32.617(a) (a) Except as otherwise provided in this contract under a Price Reduction for Defective Cost or Pricing Data clause or a Cost Accounting Standards clause, all amounts that become payable by the Contractor to the Government under this contract (net of any applicable tax credit under the Internal Revenue Code (26 U.S.C. 1481)) shall bear simple interest from the date due until paid unless paid within 30 days of becoming due.
