About this file

This is a Scope of Services document for the City of Columbus, Division of Water, in Ohio, soliciting bids for professional laboratory services to test water samples for Legionella spp. using the spread plate culture method with confirmation/identification processes. The City estimates nine samples per quarter, with an indefinite quantity of follow-up samples potentially required based on initial test results. The City of Columbus will handle sampling and outbound freight costs, with the sample matrix including both source water and treated drinking water. Multiple purchase orders may be issued under a blanket purchase order arrangement, with a combined total contract value not to exceed $50,000.00. The testing pricing will remain fixed through December 31, 2027.

Bidding laboratories must be approved by the Centers for Disease Control through the Environmental Legionella Isolation Techniques Evaluation (ELITE) Program and appear on the current ELITE Program Member List. The bidding instructions require three line items: two placeholder line items at $1.00 each to establish blanket purchase orders, and a third line item specifying the cost per sample for Legionella analysis. This structure establishes the pricing mechanism for services available to the City throughout the contract period ending December 31, 2027.
