DESCRIPTION/SPECIFICATION/WORK STATEMENT

Conduct a Class 1 Multi-Beam Hydrographic and Magnetometer Survey in General Anchorage #26, Suisun Bay, Benicia, California.

The contractor is to provide all labor, material and equipment necessary to perform a Class 1 multi-beam hydrographic survey using methods and accuracies outlined in the U. S. Army Corps of Engineers’ Hydrographic Surveying Manual (EM 1110-2-1003 dated October 2004). The soundings are to be reported in feet and corrected for tides using Mean Lower Low Water (MLLW) as the reference, based upon Benchmark 9, 1945, located at the Port of Benicia. The horizontal datum shall be NAD 83 State Plane 3.

Note: In order to have your bid considered for this solicitation, key personnel with the company must possess current FIG/IHO/ICA or NSPS/THSOA certification and be a Professional Licensed Surveyor. You must provide the name of the certified hydrographer and a copy of certificate / certification number with your bid.

This work is intended to be awarded as a base plus option year contract, with up to 4 option years. Hydrographic surveys are to be conducted annually. Magnetometer survey will be accomplished in the base year only.

1.0. Conduct a hydrographic survey of General Anchorage #26 and surrounding areas as follows:

A. General Anchorage #26 as identified on NOAA navigational charts # 18656, 18657 and 18658, and including the area from the Eastern boundary of the anchorage to just beyond the channel markers. The inshore extent of the survey is to terminate at the 15 foot contour, with the exception of the area around the pierhead facility, which is to terminate at the 10 foot contour. The offshore boundary is to be an imaginary line drawn just offshore of channel markers 2, 4 and 6, and from channel marker 2 to the new Benicia-Martinez I-680 bridge. Please refer to Figure 1 for a graphic representation of the area to be surveyed (red boundary, shaded in yellow). Where track lines intersect the ship rows, soundings shall be taken as close as possible to the ships. Soundings are not required between or under the ships themselves, but are welcome if they are incidentally obtained in the course of running track lines close to or up to the ships.

B. The area generally between the anchorage offshore boundary and the Bulls Head Channel where ship traffic would enter into and exit from the anchorage. Please also refer to Figure 1.

C. The areas surrounding the SBRF pier and floating facility, also as shown in Figure 1.

1.1. Prepare and provide the results of the survey data as sets of bathymetric charts plotted on a USGS topographic basemap and as updated S57 electronic charts for NOAA charts #18657 and #18658.

A. The charts #18657 and #18658 shall show water depths posted along the survey tracklines. The charts shall be contoured at five (5) foot depth intervals, and also include 26’, 28’, and 32’ contour lines. The charts shall show the boundary of General Anchorage 26, the location of channel markers and buoys, and the location of the pier and floating facility. They need not show the locations of ship rows. Additionally, the contractor shall include the position/outline of both Benicia-Martinez Highway Bridges (I-680) and the Union Pacific Railroad Bridge on the chart.

B. Provide a set of bathymetric change isopach maps with 1 foot intervals showing the net gain or loss of sediment within the anchorage, pass area and around the pierhead/facility for the periods between 2015 and the date of this survey. Survey data for the 2015 and 2017 surveys will be provided to the winning bidder in the form of AutoCAD files (.dwg) and XYZ files (.xyz).

C. Provide a set of charts showing sun-illuminated shaded relief with a vertical exaggeration of 3 times. Include anomalies discovered.

Each set of charts are to be printed on approx. 36” x 48” sheets, 1” = 200’ scale, black and white or in color as appropriate, in as many sheets as necessary to cover the entire survey area in this scale. Soundings should be sorted to an appropriate radius for this scale so as to be legible. An additional sheet, in approx 1” = 500’ scale, is to be provided that shows the entire survey area on one chart, and need only include contour lines. Four (4) copies of each chart are required.

NOTE 1: For all charts produced, with the exception of those provided in CLIN 1.1B above, please do not include any historical data markings, such as depths and contours, such as if existing NOAA charts are used as templates. This template data can be confusing to some end-users of these charts.

NOTE 2: Please do not include ship silouettes on the drawings as have been in previous surveys. The number of ships in the anchorage has changed since the previous surveys were accomplished and the presense of silouettes can be confusing.

1.2. Provide an electronic copy of each chart required by CLIN 1.1 above in portable document format (.pdf).

1.3. Provide electronic overlay files of this survey, showing depths, for use with Google Earth Pro. The Google .kml file shall be sorted to the appropriate radius to limit file size to 8 – 10 MB. A separate .kml file will show color-coded contour lines for every 5 feet of depth, and include 26’, 28’, and 32’ contour lines.

1.4. Provide four (4) CD-ROMs, each containing the entirety of the survey deliverables, including the AutoCad and XYZ data files, .pdf files of all charts, .kml files, and reports.

2.0 Perform a magnetometer grid search at the upstream and downstream ends of each of the five ship rows. This is being accomplished to acertain the positions of mooring anchors and chain securing the ship rows. Specific areas are identified in Figure 2.

Provide survey results in the form of 36” x 48” paper charts, one for each row, positions accurate to within 2 meters. Include water depths at 50 foot intervals so depths are known for the positions of the anchors and chain. Additionally, provide copies of these charts in .pdf format and as Google .kml overlays.

3.0. Provide a report of survey outlining survey equipment, procedures, calibration procedures and all survey results. The report shall also describe anomalies found on the bay bottom during the survey, such as wrecks, obstructions, or anything else that could be perceived as a potential hazard to navigation. The anomaly report shall include the position (latitude and longitude), approximate size (length, width, and height from bottom), least depth, and a general description of the finding/feature. The report shall also include color images of each anomaly, showing chart position, profile and depths in relation to the bay bottom.
