KS FLAP RS376(1), 19000 Road Bidders Questions:

01/08/2018 Question: Sheet E-10 states that we are only getting 20 days for schedule A and 10 Days for option X. Is this correct?

Answer: Schedule A is correct. Option X is 8.5 days due to 4th of July, (see page E-9, Table 108-2). Option X completion date is July 13, however you can begin whenever Schedule A is complete or your resources allow.

Question: If the previous question is correct, I don't think there is enough time for this project as it seems we will be required to keep 1 lane open at all times and with the way the double bit states to wait 3 days before the second run, this will likely take up 10 days of your allotted 20.

Answer: The research and experience of our design team, and the historical performance expectations that the County has provided in the development of the timeline feels this is fair and reasonable time to perform the work.

Question: Line item A0260 Emulsified Asphalt. Is this line item for the asphalt in the chip seal or for backfilling the sub-excavation?

Answer: Line Item A0260 Emulsified Asphalt is for the Chip Seal. No emulsified asphalt is expected in any subex work needed, except for the final surface seal treatments Question: Is there really a need for an Office Technical Services engineer?

Answer: Yes, but not every employee needs to meet this standard. Foreman or Project Supervisor usually meet the experience requirement to qualify.

Question: The geotech report on page 9 mentions culvert pipes, but I don't see a line item for this. Can you please clarify?

Answer: No pipes will be replaced on this contract. Geotech report was a comprehensive report as a service to the County that this project supports.

Question: Sheet E7, section 154.04B - State contractor is to provide a "Field Laboratory". If the contractor uses a commercial testing company like Terracon, Standard Testing, PSI etc...would this eliminate the need for a "Field Laboratory"?

Answer: Yes. Paragraph two of that section relieves the requirement of having a laboratory on site.

Question: Does 1 lane need to be open at all times or are there alternate routes traffic can use?

Answer: One lane must be open at all times.

Question: Can the site Superintendent also act as the QC Officer, if qualified?

Answer: Yes Question: The labor rates in the bid schedule, are those for 1 person rates or more than 1 person?

Answer: The unit price(s) in the bid schedule is hourly rate per person.

1/9/2018 Question: Is there any permanent striping on the project? I only see a line item for temporary striping.

Answer: NO, the county will perform permanent striping with their annual striping operation.

Question: Where there be a spoils area close by?

YES, See plan sheet C2.

3. Will we be able to pull water from the lake to fill water trucks? No coordination has been made with the Corps of Engineers at the Lake or with Labette County. I have asked them this question but have not received a reply. You are free to contact them directly to negotiate a supply or ask them for a local provider.
