ATTACHMENT 1
STATEMENT OF WORK
Fire Protection System Inspection Service 1100 Bowes Road - Elgin, Illinois 60123
Description of Work
The contractor must provide the necessary manpower, material, and equipment to test, inspect and maintain the Fire Prevention and Life Safety System located at the Chicago TRACON, Elgin, Illinois.
All work must be performed by certified Level III Fire Alarm professional technicians that are Factory trained, Illinois State, and NICET Certified to install and test Life Safety Systems. Contractor employees must comply with applicable Illinois state and City of Elgin Fire Alarm Building Codes. Hours of performance must be coordinated with the Contracting Officer’s Representative (COR). A record of all tests and repairs must be provided to the COR upon completion of the work. All items requiring NIGHT WORK, must begin no earlier than 10:00 PM, and be completed by 4:00 AM, the following morning.
1. Scope
The contractor must perform annual tests, inspections and services on EST3 fire alarm and detection systems in accordance with National Fire Protection Association recommendations, local codes, and manufacturer’s recommended procedures at C90 TRACON, 1100 Bowes Road Elgin Illinois. The contractor must deliver a written report that describes the test and inspection results and services performed. A list of system components is attached to this document. The contractor must provide all transportation, shipping, labor, tools, equipment and material to accomplish the work.
2. Requirements
National Fire Protection Association (NFPA)
NFPA is the industry benchmark for inspection, testing, and maintenance, including fire pump operation and flow tests, evaluation techniques such as sprinkler inspections, valve status tests, internal piping assessments, and forward flow tests for backflow preventers.
From risk assessments and preparing preplanned impairment reports to performance-based testing programs and hydrant flushing and testing, refer to this standard for expert-developed content reflecting the most current standards and technologies.
NFPA72, Fire Alarm and Detection System: Inspection, testing and maintenance must follow the recommended procedures given in NFPA 72, “National Fire Alarm Code”.
a. Assistance will be provided for access to all areas of the facility in order to locate devices and ensure efficient transition between areas. If equipment or devices are out of a reasonable reach, safe access will be provided.
A. FIRE ALARM AND DETECTION SYSTEMS INSPECTION: The contractor must complete the following:
1. Testing and inspection must be scheduled so that all tasks are performed by trained technicians, using tools and instrumentation required to analyze the system to maintain it’s proper performance.
2. Analyze equipment covered under this contract to detect potential failures. If corrective actions are found necessary, the Contracting Officer must be contacted.
3. Inspections will be conducted annually: Dates and times to be scheduled and coordinated by the COR and contractor.
4. Test and inspect all fire alarm associated equipment. The contractor must confirm upon completion of testing that all control, auxiliary, supervisory and remote signaling devices and functions are operating per NFPA72 guidelines. All tests will be scheduled with the COR whom is responsibility is to oversee all work and inspections. The facility will provide drawing to help facilitate in locating all devices.
5. Verification of all alarm signals from all devices to the main panel, and to remote locations, must be documented and witnessed by the COR.
6. Test and verify each fire alarm circuit including signaling, notification appliance and indicating device circuits for ground faults and open circuits. Test the power supply to the alarm panel for proper supervision including loss of AC power and transfer of battery backup.
7. Conduct a voltage test of the batteries in the fire alarm panel.
8. Conduct the specified battery tests as indicated in NFPA 72 for the specific battery including any of the following types: lead-acid, nickel cadmium and sealed lead-acid.
9. Conduct a functional test on all smoke detectors for both alarms and trouble. Verify that all signals are received at the local fire alarm control panel.
10. Conduct a functional heat test on all heat detectors except non-restorable fixed temperature heat detectors less than 15 years old which, must not be tested using a heat source.
11. Test all manual fire alarm pull boxes.
12. Test all audible devices: horns, audible and visual strobes. Record sound levels utilizing a
Db meter, and visually verify each strobe is operational.
13. Smoke Detector Cleaning: Cleaning of devices must follow the Mfg. recommendations for cleaning devices. All defective devices must be replaced.
14. Smoke Detector Sensitivity Testing: All smoke detectors must be checked for sensitivity utilizing UL approved calibrated testing instruments.
B. Fire Alarm and Detection Systems
The Contractor must:
• Inspect the system to determine whether it is in service and in satisfactory condition with NFPA standards.
• Identify potentially detrimental site conditions that could compromise the performance of mechanical and/or electronic components of the system.
• Inquire about any changes or modifications of the fire detection and alarm system.
• Inquire about any changes in the general occupancy environment, operations and conditions relating to the fire detection and alarm system in accordance with NFPA standards.
• Inquire about the customer’s general storage and stock arrangements for combustibles in relation to fire alarm and suppression systems.
• Check the general condition of the fire alarm panel and related equipment.
• Test all smoke and heat detectors in accordance with their manufacturer’s specifications.
• Inspect all fire alarm control panels and remote fire alarm panels.
• Inspect and test all annunciators and zones both visually and by tripping a detector.
• Inspect and exercise all flow switches, tamper switches and low pressure alarms.
• Inspect all output relays and test their activation.
• Verify that all signals are received by the central monitoring station.
• Function test all accessible heat actuating devices, both electrically and pneumatically in accordance with the manufacturer’s specifications. When explosive conditions are present, hot water will be used to heat test all accessible heat actuating devices.
• Inspect and exercise all supervised control valves and switches.
• During testing of the fire detection system, activate outputs for the purpose of equipment shutdown, start-up and HVAC/smoke control.
• Tag devices as required and perform all required record keeping.
• Compile a complete report of the inspection, explaining and deficiencies and recommending corrective action to be taken in accordance with recognized codes for care and maintenance.
• Familiarize the customer with the proper operation of the equipment.
3. Special Provisions
a. Test and Inspection Overview Under this Special Provision, technicians will perform inspections and diagnostic tests for all accessible peripheral devices (SimplexGrinnell) listed and currently connected to the facility life safety systems. Test will be scheduled in advance at the convenience of customer’s staff (see list of equipment page for equipment to be tested).
b. Testing of Peripheral Devices for Fire Alarm and Detection Systems The contractor must functionally test accessible peripheral devices in accordance with NFPA 72, chapter 10 and the manufacturer’s recommended procedures.
c. Documentation
For all accessible components and devices the contractor must identify and document the exact location of each device tested, including system address or zone location and test results and applicable voltage readings. Any discrepancies found must be provided to customer’s designated personnel and copies must be archived by company.
d. Emergency Service Call and Labor Unlimited service calls must be provided 24 hours a day, 7 days a week, for repairs associated with normal equipment failures (Provided during normal working hours, Mon-Fri, 8:00 a.m. to 5:00 p.m., excluding holidays). This provision includes labor, travel and mileage charges for repairs associated with normal equipment failures. Emergency service will be provided within 24 hours of notification Monday through Friday 8:00 a.m. to 5:00 p.m. This provision covers labor to troubleshoot and diagnose system problems, and the labor to replace failed devices.
e. Parts and Components Replacement The following must be replaced when required due to failure; the central processing unit, to include reprogramming of system due to failure, replacement of circuit boards, and all components in the control panels, annunciator panels, transponders, printers, keyboards monitors, and peripheral devices (smoke detectors, pull stations, audible/visible units, door contacts, etc.) associated with system
f. Work Periods
1. 0700-1600 hours
2. The Contractor must perform all non-emergency work within the hours of 6:00 AM to
5:00 PM Monday through Friday.
3. The Contractor must perform all non-emergency work within the hours of 6:00 AM to
5:00 PM Monday through Friday. The FAA representative must approve work outside these hours in advance.
g. Warranty:
1. Upon completion and acceptance of all work the contractor must provide the manufacture’s standard warranty on all workmanship.
4. SPRINKLER SYSTEM: Perform sprinkler system inspection, maintenance and testing according to NFPA 25,”Standard for the Inspection”, Testing and maintenance of Water Based Fire Protection Systems”
1. The following work must be conducted ANNUALLY: Dates and times to be scheduled and coordinated by the contractor.
a. Water flow rate through main test drain valve.
b. Complete system inspection.

1. Question: In the scope of work it states “Only technicians authorized by SimplexGrinnell are authorized perform work on this system.”
I wanted to verify with you that this work can only be completed by SimplexGrinnell and this is not a error in the opportunity?
FAA Response: The work for this requirement will not be limited to Simplex Grinnell.
The Statement of Work has been revised to remove the statement in question and is included as an attachment to solicitation Amendment 0001.
