SCOPE OF WORK

SAV VOR Refurbish Elevated Counterpoise

Savannah/Hilton Head International Airport, Georgia 05/16/2018

1.0 GENERAL

The FAA wants to repair and replace all the rusted conduit supports, nuts & bolts, unistrut, threaded rod and, other items that support the SAV VOR antenna and monitoring system. It also wants to refurbish the fiberglass tipi cover and all 50 monitor antenna covers. Work site is located on the North side of the Savannah Airport inside a secured fenced area off Gulfstream Road.

2.0 SCOPE OF WORK

Contractor shall perform the following work:

1. Replace all corroded parts on the trapeze system that supports conduit for 50 monitor antennas.

Existing RGS conduits to remain. All replacement parts shall be non corrosive. Provide ASTM Rated, Stainless steel and, hot dipped galvanized products only. No zinc coated items allowed. Provide parts equal or better than the following:

a.) 1-5/8” SS channel supports equal to McMaster-Carr part no. 33085T79 b.) 1” RGS SS pipe clamps equal to McMaster-Carr part part no. 3115T57 c.) 2” & 3” SS RGS pipe clamps equal to McMaster-Carr part no. 3115T61 & 3115T63 d.) Stainless steel beam clamps equal to TOLCO 67SS-3/8 or Caddy 3050037S4 e.) 3/8”-16 stainless steel threaded rod equal to McMaster-Carr part no. 98847A031 f.) 3/8”x16 stainless steel hex nuts equal to McMaster-Carr part no. 94819A049 g.) 3/8” 316 stainless steel washers equal to McMaster-Carr part no. 90107A127 h.) 3/8” stainless steel square washers for hanging rods equal to McMaster-Carr 91122A115

2. Replace all other corroded parts on all other trapeze systems not called out in Part 2.0, 1. above.

a.) Replace all parts on all other trapeze systems including the one supporting 2.5” conduit to main antenna. Use parts shown in 1. A.) through h.) above. Adjust size of RGS SS pipe clamps as necessary.

b.) Verify that all zinc plated items suspended beneath the top platform have been replaced. Any items or parts in question shall immediately be brought to the attention of the FAA Engineer.

3. Clean corrosion off all the remaining exterior threaded fasteners on VOR Platform. Provide corrosion protection. Use high speed wire brush to clean off loose rust. Paint fasteners with two coats Cold Galvanizing paint. Mask fasteners to prevent overspray or, brush apply. Provide corrosion protection on the following fasteners:

a.) Tower foundation bolts.

b.) Stair foundation bolts.

c.) Stair handrail & guardrail bolts.

d.) Propane fuel line support bolts.

e.) Exhaust and ventilation hood fasteners on lower equipment building.

f.) All other accessible exterior fasteners per the direction of the FAA RE.

4. Relocate the outdoor floodlight hanging from adjacent to the top floor equipment building. Make light readily accessible for maintenance and repair.

a.) Provide FAA with an electrical power lock out tag out plan and, disconnect power to light.

b.) Remove light. Re-attach light to tower structure at location prescribed by FAA RE.

c.) Provide new new U.L. listed, type LFMC, heavy duty, sunlight resistant, flex conduit & fittings from existing rigid LB to new location. Flex conduit shall be equal to Liquid-Tuff, Hi-Low or, better.

Flex conduit fittings shall be aluminum, non corrosive equal to Eaton LT50 SA, Appleton ST-50AL or better. Secure flex to tower structure using stainless steel clamps and hardware.

d.) Install 3 #12AWG THWN into flex conduit. Make electrical terminations with wire nuts. Energize and test run light.

5. Provide FAA with a comprehensive high work, fall protection and, climbing safety plan. Plan must include detailed instructions for operating a high lift work platform, fall protection safety methods and, equipment.

6. Provide a mobile, self propelled, high lift, work platform with articulating boom capable of reaching work up to 60 feet above the ground. Work platform must extend far enough to reach over the roof of 12’ high equipment shelter on ground level. Turning radius must be able to compensate for all obstructions on the ground. Lift must have controls in the cab and on the ground level.

7. Refurbish (1) VOR/TACAN antenna cover & (50) VOR monitor antenna covers.

a.) Work will require an extended shutdown of SAV VOR service. Notify FAA one month before work begins.

b.) All work & materials shall be in accordance with SAV VOR Shelter & Cover Specification 1508779.

c.) Prepare the surfaces. Replace any missing or damaged threaded fasteners. Caulk and paint all covers.

Provide white paint for all covers.

d.) Refurbish the VOR tipi antenna cover in place. Provide a work platform to access VOR tipi surfaces.

Provide FAA with a plan for the work platform. Plan shall consider fall protection, floor grating strength and, distance to work surfaces.

e.) Provide new gasket for tipi door.

f.) Refurbish the monitor antenna covers in place. Contractor may remove the round top covers and refurbish them on the ground if it saves time & effort.

8. Paint (3) doors & frames on lower equipment shelter.

a.) Clean and prepare surfaces in accordance with manufacturers recommendations. Remove all rust.

b.) Mask all surfaces. Prevent paint from contacting walls, floor, ceiling.

c.) Apply two coats of exterior quality, acrylic, latex enamel paint on doors. Both sides of doors.

d.) Color to match existing.

2.1 GENERAL REQUIREMENTS

a.) Contractor will be subject to all rules and regulations that apply to persons working on Savannah Airport & FAA property.

b.) Personnel working on site will be required to have valid I.D. issued by their State of Residence.

c.) All NAS VOR equipment will remain operational for the duration of trapeze work below the transmitting plane of VOR antenna.

d.) VOR & TACAN transmitting equipment must be shut down for the duration of work above the top platform. Notify FAA one month before work begins. Verify that all NOTAMS have been issued and AOCC notified. Follow Operational Risk Management (ORM) and Integrated Risk Management (IRMC) procedures.

e.) Painting work on top platform must be completed within a time period of 15 consecutive days.

f.) FAA does not guarantee that sizes of parts called out in 2.0, 1. a.) through h.) are correct.

g.) Contractor is responsible for providing FAA with the correct size & number of parts required to provide a complete refurbished trapeze system. Contractor will verify all dimensions, quantities and, products given in Part 2.0, 1 through 8 above and, make all corrections necessary.

h.) Contractor will obtain all required parts before construction crew begins work.

i.) Contractor shall provide FAA with a work schedule, general safety plan and, comprehensive fall protection and climbing safety plan.

j.) All materials, methods and, equipment used must be approved by the FAA before notice to proceed with construction is given.

k.) Contractor’s Superintendent shall be present on the job site at all times work is being done.

Superintendent shall carry a cell phone, and be prepared to immediately send and receive calls from the FAA & others at all times.

l.) Contractor shall repair any damage done by him to any entity, at his cost. Contractor shall be covered by minimum locally required liability.

2.2 WORK HOURS AND CONDITIONS

a.) All work will be done during daylight hours between 7:00AM to 5:00PM. Mon thru Fri.

b.) Contractor will provide portable toilet, drinking water and, emergency first aid supply kit.

c.) Contractor will give FAA a one month advance notice before beginning work.

d.) Contractor will obtain FAA authorization to work inside operational area and be subject to continuous FAA escort.

e.) Contractor will report & coordinate each days work in advance with an FAA technician that is trained to operate and repair VOR equipment.

3.0 SUBMITTALS

Contractor shall submit documentation to FAA on the following items:

a) Work schedule

b) Bonding and insurance

c) List of workers and subcontractors

d) Past performance survey & list of all similar jobs done over the last three years.

e) Safety and accident prevention plan

f) Fall protection and climbing safety plan.

g) Mobile work platform safety plan & description of equipment called out in Part 2.0, 6. above.

h) ASTM & U.L. Rated Stainless trapeze parts. All parts called out in Part 2.0, 1., a.) through h.)

above. Channels, pipe clamps, threaded rod, rod clamps, beam clamps, hex nuts, square washers.

i) Cold Galvanizing Paint

j) Electrical lock out tag out plan.

k) Flexible electrical conduit, fittings, & clamps.

l) Fiberglass cover paint & products called out in Part 2.0, 7. and, Specification 1508779

m) Stationary work platform called out in Part 2.0, 7., d.) above.

n) Exterior acrylic latex paint called out in Part 2.0, 8. above.

4.0 PRE – BID SITE VISIT

The Contractor is expected to carefully examine the areas of the proposed work, to see first hand the extent of work involved. The submission of a proposal will be considered evidence that the bidder has made such examination and is satisfied as to the conditions to be encountered in performing the work.

The FAA Contracting Officer will provide a date for one official site visit with the Engineer. If any other visits are needed, Contractor must give FAA at least five days advance notice before appearing on site. All visitors must be escorted by an FAA employee, or other authorized personnel.

5.0 DRAWINGS

No drawings have been prepared for this project. Reference drawings available on request.
