The following are questions and answers from vendors
Questions #1
1. In the ABSTRACT section, it states, “Work is to be conducted in Accordance with ABS rules and applicable to barges of this type for the Maritime Administration, Beaumont Reserve Fleet
(BRF).”
a. In accordance with ABS classification, which “barge type” is this? The barges that are being built are not classed but we would like the barges to be as close to ABS classification as possible. The barges that are being used in our fleet basin.
b. Can we get some guidance on MARAD’s specifications or what specifications from MARAD that would be applicable? I am asking to have barges built like the ones that I have listed in the contract. It is up to the builder to meet the correct specifications.
c. In the case of a conflict, what supersedes, ABS or MARAD specifications? Before any barge is built the contractor shall make a scale drawing with the proper specifications and material needed to build the barge. The drawings are only for reference of what MARAD Beaumont Reserve Fleet is asking for.
d. It states “in accordance” to ABS. Are we sure these barges are not classed? If they are classed, this would require ABS submittals, inspections, ABS welders, etc, and probably put us out of being competitive. Not Classed
2. In the REFERENCE section, it states, “Drawing of each barge not to scale. The drawings are only for reference.” In the CONTRACTOR SHALL PROVIDE section, it states, “Specifications and drawings provided are estimates given for identification and general guidance only.” The issue is that the drawings conflict with the specifications
a. What supersedes, drawings, specifications, ABS or MARAD? The Contractor shall provide completed drawing of the barges being built before the build takes place
b. Member sizes and thicknesses called out on drawings and specifications, may not meet ABS requirements. The barges shall be built as close as possible to ABS classification
3. In reference to the specifications and drawings, the following are not listed or identified:
a. What is the required factor of safety on the lifting eyes? The lifting eyes shall be placed on all barges and shall be designed to safely lift the weight of the barges.
b. Are the lifting eyes required to be pull tested and to what factor with certification?
Yes. To what is required in the industry .
c. Are the barges required to be leak or pressure tested with certification? yes
d. What are the “live and dead deck loads” for each barge? The “OIL BOOM REEL SPUD BARGE” has 8,000 of hose and reels. Are there any other loads? The oil boom reel barge is the only barge with a deck load rating. The landing barge and swivel barge no load rating
e. There are no bumpers or rails on these barges. Are they required? No.
f. There is no ID or numbering stenciled on the barges. Is this required? No.
g. Is wave action applicable in the design and calculations? If yes, what’s the height and period? No.
h. “The contractor shall provide all labor, equipment, material, engineering and structural calculations to accomplish the specification(s).” Is this required with the quote? Yes barge drawing and specifications listed in the contract are only for reference it is up to the contractor to build the barges as close as possible to the reference drawing. Before the barges are built is up to the contractor to deliver a complete set of drawing with the proper dimensions and material needed to build the specified barges, for approval.
Questions #2
1. 6. 0001. B. Four lifting eyes as shown in the drawing. Lifting eyes not seen in drawing. I have placed the lifting eyes in the drawing they are only for reference. The lifting eyes need to be place in a location where the barge can be lifted safely holding the weight of the barge.
2. 6. 0001. C. Stiffeners are 3” x 2” x ¼” x 5/16” angle iron and 8” x 2” flange plate. 5/16” angle is called out in the drawings, thus, 5/16” shall be used for material takeoff. The 8 x 2 flange plate is not depicted on the drawing anywhere. The size of the stiffeners 3” X 2” X 5/16” The drawing is only for reference if flange plates are needed for a barge this size they will also need to be 8” X 2” X 5/16”
3. 6. 0001. D. Four sets of double bitts. As drawn bitt appears to be a single 6” upright pipe with 1-1/2” round stock. Is the intent to have a single bitt, this is assumed based on a 12 x 12 footprint doubler. 2nd question – bitt material is called out 6” x 18” S80 pipe, then says 16” tall, further states bitts shall sit on the doubler. Is the 18” length incorrect? Drawing is only for Reference. Four (4) single 6” X 16” SCH 80 pipe diameter pipe 16” tall with 1 1/2” diameter Round Stock cross-arm by passing the upright 6” pipe at least 6” on each side. The cross arm shall be set-in bitts port to starboard. Bits shall sit on 12” X 12” X 1/4” plate doublers welded to the deck on each corner.
Barges will be lifted only if the weigh does not exceed 12 tons. I have added corrections to lifting eyes in drawings. The drawing is only for reference not to specifications.
