BRAND-NAME-Justified procurement for the providing and installing of ONLY DSi-MANUFACTURED
Touch Screen Controller equipment at DOT.
This Firm-Fixed-Price project's work shall be performed at DOT's Southeast Federal Center

The TSC provides an efficient means of interface allowing easy control of the turnstiles nearby or on the other side of the building. The TSC displays the lane configuration with on screen indicators and control buttons for easy lane operation. The TSC includes a touch screen, router and controller. It is intuitive and requires no special training to operate. Turnstile alarm conditions are audible and visual.

Solicitation, under NAICS Code 561621, which has a specified Small Business-Size-Standard of $22,000,000 of average annual gross revenue over a company’s five most-recently-completed company fiscal-years, for the acquisition of Touch Screen Controllers for use by the U. S.

2. Nature/Description of Action(s)
This is Firm-Fixed-Price acquisition to purchase Touch Screen Controllers. This project’s resulting
Firm-Fixed-Price, for a one-time purchase, will be scrutinized, for reasonableness, by this procurement’s cognizant Contracting Officer’s Representative (COR) and cognizant Contracting Officer. 3. Description of Supplies/Services
The Designated Security, Inc. (DSi) Touch Screen Controller (TSC) interfaces with remote I/O modules through a dedicated wireless Ethernet network. The TSC can wirelessly monitor and remotely control up to eight (8) lanes of Optical Turnstiles in one sleek, easy-to-use device.
The existing lobby turnstile key switch control system has been installed and in use for the past 12 years. It is now showing serious signs of wear and tear and only intermittent control is present at all four (4) SEFC lobby turnstile control stations. Security is replacing this outdated control system with modern touch screen and wireless technology that will not wear out over extended use. Touch screen technology will also create a more efficient and aesthetically pleasing workspace by reducing clutter on lobby desks.
4. Statutory Authority permitting other than full and open competition
FAR 6.302-1 – only one responsible source and no other supplies or services will satisfy agency requirements.
5. Supporting Rationale for the Authority Cited
Designed Security Inc (DSi) is the manufacturer for the products required. The South East Federal
Center (SEFC), which headquarters the US. Department of Transportation (DOT), utilizes DSi hardware for the entire facility’s pedestrian entrance lobby turnstile system. The system has been in place since 2007 and continues operates effectively with minimal upkeep and maintenance costs.
The system is also fully integrated with DOT’s Physical Access Control System (PACS). To consider another turnstile manufacturer would be cost prohibitive as a significant investment would be required by the government to procure a new system from a different manufacturer. Additionally, modifying existing DSi equipment or considering cross integrating with another turnstile manufacturer might produce unfavorable results that could in turn create a security vulnerability at SEFC. Consequently, in order to be compatible with DOT’s existing system, only DSi turnstile controls will meet the needs of DOT. Using incompatible (i.e. non-DSi) products would mean procuring a full new turnstile system and its integration into the PACS, which is cost prohibitive and would exceed the DOT Office of Security budgetary constraints.
DSi has two authorized vendors for support on the east coast: Total Automation Group, Inc. (TAG) and Access Management Solutions (AMS). Of the two vendors provided to us by the manufacturer, Total Automation Group (TAG) is the only vendor that will meet DOT’s needs, as they are the only vendor with an office within the National Capitol Region. Because the physical location of the turnstiles is in Washington DC, DOT requires the vendor to be located in the National Capital Region The additional costs and incident response time associated with travel for a vendor outside the region would present unacceptable risks for a security-sensitive product. Additionally, TAG has
DSi products listed on their GSA schedule and has previously performed services for DOT.
6. Efforts to ensure offers are solicited from as many potential sources as possible
As noted above, DOT requires DSi products for compatibility with its existing system, and there are only two authorized vendors of DSi products on the East Coast, with only one within the National Capitol Region.
7. Determination Costs to Government are Fair and Reasonable
DOT’s cognizant COR and cognizant Contracting Officer will jointly assess the reasonableness of all Cost Proposals received by DOT from companies whom DOT determines are fully qualified to perform this project at the high level of quality and efficiency indispensable to DOT.
8 . Description of Market Research
Based on the COR’s manufacture and internet research, there are no other brands, except DSi which can be depended upon to function at the high level of quality indispensable to the fulfillment of the mission of DOT’s Office of Security and continue to be compatible with
DOT’s existing turnstile system, nor are there any other authorized vendors other than TAG in the National Capital Region.

11. Actions Taken to Remove Barriers to Competition
The CO and COR know of no barriers to competition. No known restraining hand of any kind— commercial or governmental or economic or political—is preventing or discouraging any capable entrepreneur from hereafter developing and bringing to market an improved security system which might render DSi obsolete. But this Justification necessarily stands not on any such possible—and even hoped-for—future advances in the free marketplace, but rather on the brands and technologies now available for purchase by DOT.
