Q&A 1/15/19
1.Are we to submit the Proposal Packet via email?
All proposals packages should be emailed to:
DOT-Maritime Administration Office of Acquisition, MAR-380 Attn: Judy Bowers 1200 New Jersey Avenue. SE, W26-418 Washington, DC 20590 Judy.bowers@dot.gov
2. Do we also deliver the hard copies with a CD in addition to the email?
If CD’s are to be submitted, please deliver them to the #1 above.
3. Should we be submitting to volumes a technical package and Price package?
As stated on page 24 of the solicitation, note the following regarding the technical package:
Proposal Volume Requirements:
The proposal should be clear and succinct in presenting the offeror’s methodology, technical approach, and supporting rationale. The proposal should not exceed 20 pages front and back, inclusive of all tables, graphic presentations, etc. All proposals must be submitted at the time and date and address noted above or it will be considered none responsive and well not be considered for award.
As stated on page 26 of the solicitation, note the following regarding the price:
Section M -- Evaluation Factors for award.
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be low-priced, technically acceptable (LPTA), price and other factors considered.
The proposal will be evaluated on the following Acceptable/Unacceptable criteria:
Prior experience:
The Government will determine the offeror’s ability to comply with the terms of its contracts, including quality, service delivery, price, and other terms.
Qualification of proposed staff:
All proposed key personnel must be qualified to successfully understand and execute the requirements specified in the RFP. Where no individual is proposed, the position description is appropriate to the requirements of the duties to be performed and the offeror provides evidence of potential candidates and his or her ability to find and employ individuals with the requisite qualifications.
Management capability:
The offeror’s proposal documents successful experience (as confirmed by previous clients) in performing adequate project management and project execution.
Technical approach The approach should demonstrate a sound understanding of the scope and magnitude of the work in the basic requirement in the technical approach and will provide personnel that are sufficient to accomplish the basic requirement successfully and without issue.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced.
Evaluation of options shall not obligate the Government to exercise the option(s).
This include optional items detailed in the specifications.
4.Can you please confirm what bid bond percentage is required for this bid?
The Base Notice and all change orders indicates a 20% bid bond and 100% performance bonds are needed with your proposal package.
5.Are there soil borings available? I do not see any in the specs or on the drawings. Please advise. The soil borings are needed to estimate the cost for setting the 100’ and 80’ sports lighting poles.
Reference the Geotechnical Engineering Report uploaded as an attachment in the solicitation on FedBizOps.
6.We are interested in possible bidding the above referenced project, however I am in need of some clarifications and I hope you can help. We are not an approved synthetic turf vendor and I am wondering if we need or can get approved? If so, what would the process be? Also, can you please send me a link for the SAM database as we would need to get registered.
Synthetic turf must meet or exceed the characteristics defined in the bid specifications. Bidding contractors and the eventual awardee are permitted to submit substitutions for any product as long as it meets all of the requirements of the performance specification and there is a benefit to the substitution such as less cost, less lead time, more durable, etc. Interested Vendors may list themselves in the “Interested Vendors” area on the FBO.gov site so that bidders see them in conjunction with reaching out to the potential bidders to introduce themselves and their products.
Please contact the contracting officer directly for assistance with SAM registration.
